Teoh Beng Hock death probe classified as No Further Action, claims NGO
KUALA LUMPUR: A non-governmental organisations claims that the investigation into Teoh Beng Hock's death 16 years ago has been classified as No Further Action (NFA).
The Teoh Beng Hock Association for Democratic Advancement said this at a press conference invitation.
"On May 20, the police, through its Criminal Investigation Department (CID), wrote a letter to the solicitor of Teoh Beng Hock's family, Ramkarpal Singh, on the findings of its new investigation regarding the death of Beng Hock that began in February 2025.
"Police classified the case as NFA," it said in its invitation letter sighted by "Berita Harian" today.
The invitation said that Teoh's family will also attend the press conference.
The "New Straits Times" has contacted Inspector-General of Police Tan Sri Razarudin Husain to confirm the matter.
Previously, Prime Minister Datuk Seri Anwar Ibrahim said that the government had agreed to reopen the investigation into Teoh's death after meeting the deceased's family.
Teoh was found dead on July 16, 2009, at the Plaza Masalam building after giving a statement to the Malaysian Anti-Corruption Commission (MACC) office on the 14th floor of the same building.
He was the political secretary to then Seri Kembangan assemblyman Ean Yong Hian Wah, who was the Selangor executive councillor for local government, legalising of illegal factories, and new village development.
On Jan 5, 2011, the Shah Alam Coroner's Court ruled that Teoh's death in 2009 was not due to suicide or murder, and found that there was no third party in his death case.
On July 21, 2011, the Royal Commission of Inquiry formed to investigate Teoh's death ruled that his death was due to suicide.
On Sept 5, 2014, the Court of Appeal overturned the ruling on Teoh's death, ruling that his death was the result of unlawful acts by one or more unknown persons.
On Feb 4, CID director Datuk Seri Mohd Shuhaily Mohd Zain said that his department would use three dimension (3D) scanning technology to "reconstruct the crime scene" to reinvestigate the death.
The equipment was used to retrieve an image of the scene of the incident.

AG must disclose more details on NFA over Teoh Beng Hock's death, says lawyer
IPOH: Attorney General Tan Sri Mohd Dusuki Mokhtar should disclose further details on the decision by the Attorney General's Chambers (AGC) to classify the case of Teoh Beng Hock's 2009 death as No Further Action (NFA), says Ramkarpal Singh. In a statement Saturday (June 7), the legal representative for the late Teoh's family said the reason given by the AG that there was insufficient evidence to commence criminal proceedings was disappointing. Ramkarpal said his firm had on June 3 received a letter dated May 30 from the AGC to explain the decision to classify the case as NFA. "I have perused the said letter and discussed it with Teoh's family. "We will need more time to study it before deciding on the next course of action, which may include initiating judicial review proceedings against the AG," he said. "Teoh's family is considering taking legal action and will announce their decision on this in due course," he added. "It is disappointing that the AG has come to the conclusion that there is insufficient evidence as the police have had ample time to investigate this tragedy since 2009. "His findings, particularly on the question of why he says there is insufficient evidence as a general statement, does not, in any way, overcome the family's real concerns that such investigations were not properly and professionally conducted," the Bukit Gelugor MP said. The AGC had on May 22 issued a statement that the case would be classified as NFA, after having reviewed and studied all evidence in the investigation papers submitted by the police. In the letter issued, Mohd Dusuki said the decision to classify the case as NFA was not to deny responsibility. He said there needs to be sufficient evidence to prove beyond reasonable doubt before prosecution could be started against an individual. "Having gone through all available materials, including forensics reports, witness accounts and expert findings, the conclusion is that there is insufficient evidence to support any charges under the Penal Code. "The law cannot permit charges to be pressed based on doubt," he said. "If new or believable evidence comes up in the future, whether it be from a witness, document or forensics development, I will ensure that the case will be looked at again without hesitation," he added. He said the matter has already become a lesson and was also acknowledged by the government. "The people will not forget this incident, while institutional reform has already started to prevent a similar incident from recurring," he said. "The AGC will ensure all prosecution will continue to be implemented fairly, systematically and according to the law," he added. On Nov 21 last year, the Kuala Lumpur High Court had ordered the police to complete the investigation into Teoh's death within six months. This was after a review application by the late Teoh's family against the Inspector-General of Police, the police's director of criminal investigation, the police and the Malaysian government, as the respondents, was allowed. In a statement today, Ramkarpal stressed that the AG's claim of 'insufficient evidence' does little to address the family's long-standing concerns about the quality and thoroughness of the investigations. 'It is disappointing that the AG came to the conclusion that there is insufficient evidence,' he said. 'The AG should disclose further details of his findings, particularly on the question of why he says there is insufficient evidence. 'A general statement to that effect does not, in any way, overcome the family's real concerns that such investigations were not properly and professionally conducted.' The statement follows a letter dated May 30 from Dusuki seeking to explain the AGC's rationale for classifying the case as NFA. Teoh died on July 16, 2009 at the fifth floor of Plaza Masalam, Shah Alam, after being questioned for hours by the Malaysian Anti-Corruption Commission (MACC). An inquest into his death was held and the coroner returned an open verdict. However, the Court of Appeal in 2014 ruled that Teoh's death was caused by 'one or more persons unknown', including MACC officers. In 2019, police launched an investigation under Section 342 of the Penal Code for wrongful confinement. Prior to 2018, two special investigation teams were set up – one in 2011 and the other in 2015 – to look into Teoh's death, but both cases were classified as NFA by the public prosecutor. Ramkarpal noted that the AG's justification appeared to rest on a technical distinction – that the Court of Appeal's findings were based on civil, not criminal, standards – and argued that this reasoning is deeply unsatisfactory after over a decade of investigations. He confirmed that Teoh's family is considering a judicial review of the AG's decision and will announce their next steps soon. Teoh's family has long called for accountability and has expressed frustration with repeated delays and lack of resolution in the case.
