Islamic State group claims first attack on Syrian government forces since Assad's fall

The Islamic State group has claimed responsibility for two attacks in southern Syria, including one on government forces that an opposition war monitor described as the first on the Syrian army to be carried out by the extremists since the fall of Bashar Assad.
IS said in a statement on Thursday that in one attack, a bomb targeting a 'vehicle of the apostate regime" detonated, leaving seven soldiers dead or wounded. It said the attack occurred 'last Thursday,' or May 22, in the al-Safa area in the desert of the southern province of Sweida.
In a separate statement, the group said another bomb attack occurred this week in a nearby area, targeting members of the U.S.-backed Free Syrian Army. It claimed that it killed one fighter and wounded three.
There was no comment from the government on the claims. A spokesperson for the Free Syrian Army didn't immediately respond to a request for comment by The Associated Press.
The Britain-based Syrian Observatory for Human Rights said the attack on government forces killed one civilian and wounded three soldiers, describing it as the first such attack to be claimed by IS against Syrian forces since the 54-year rule by the Assad family ended in December.
IS, which once controlled large parts of Syria and Iraq, is opposed to the new authority in Damascus led by President Ahmad al-Sharaa, who was once the head of al-Qaida's branch in Syria and fought battles against IS.
Over the past several months, IS has claimed responsibility for attacks against the U.S.-backed and Kurdish-led Syrian Democratic Forces in the northeast.
IS was defeated in Syria in March 2019 when SDF fighters captured the last sliver of land that the extremists controlled. Since then, its sleeper cells have carried out deadly attacks, mainly in eastern and northeast Syria.
In January, state media reported that intelligence officials in Syria's post-Assad government thwarted a plan by IS to set off a bomb at a Shiite Muslim shrine south of Damascus.
Al-Sharaa met with U.S. President Donald Trump in Saudi Arabia earlier this month, when the American leader said that Washington would work on lifting crippling economic sanctions imposed on Damascus since the days of Assad.
White House press secretary Karoline Leavitt said in a statement after the meeting that Trump urged al-Sharaa to diplomatically recognize Israel, 'tell all foreign terrorists to leave Syria' and help the U.S. stop any resurgence of the Islamic State group.

The cash-strapped Himachal Pradesh government will take loan by selling government stock (securities) worth ₹800 crore for carrying out development works of the state. A notification regarding this was issued by the state finance department and published in the official gazette on Friday. An auction in this regard would be held by the Reserve Bank of India (RBI) at Mumbai on June 3 and the successful bidder would have to make the payment by June 4, an official said. The state government has a debt of ₹1.03 lakh crore though the Sukhvinder Singh Sukhu-led Congress government in the state has been blaming the BJP for 'financial mismanagement and pushing the state into debt trap'. The committed liability of the government on payment of salary and dearness allowance (DA) to employees and the pensioners was about ₹30,000 crore per annum, and 13% pending DA installments and arrears of revised pay scales are yet to be cleared. According to the notification, the loan will be credited to the government's account on June 3 and repaid over 20 years, with the final repayment due by June 4, 2045. The interest would be on half yearly basis in December and June. The government has stated that the borrowed amount will be used for developmental works across the state. Sources in the finance department revealed that after disbursing salaries and pensions for state employees, the treasury is left with limited funds, making additional borrowing necessary to meet ongoing financial commitments and fund development projects. CM Sukhu, while speaking during the budget session in March, had said that his government in the last two years, took loans worth ₹29,046 crore, out of which ₹12,266 crore were spent on paying interest and ₹8,087 crore on debt repayment and only ₹8,693 crore were available for developmental works. It may be mentioned that the reduction in RDG and lowering the borrowing limit caused a loss of ₹3,000 crore to the government and it also imposed a cut of ₹1,700 crore in borrowing, following restoration of the old pension scheme.

Mahayuti reverses pre-election hike in crop loss compensation to farmers

MUMBAI: The Mahayuti government, which had hiked the compensation for crop losses before the 2024 Lok Sabha elections, cancelled this on Friday and restored a 2023 order which will leave farmers with reduced compensation. With this, the government will save the money it would have had to shell out to farmers for the damages they suffered on account of heavy rains in the past few days. Following the rains, the administration began a survey of the damage to crops and on Friday, a government resolution (GR) was issued. 'The state cabinet has decided to give compensation to farmers as per the criteria decided by the National Disaster Management Authority (NDRF). So from Kharif 2025, the compensation criteria would be followed as per the order dated March 27, 2023 and the order issued in this regard on January 1, 2024 has been cancelled,' states the GR. Compensation for farmers is calculated on the basis of crop loss. A particular amount is decided for per-hectare loss based on the type of farming, besides which a limit is put on compensation. The limit, which was two hectares or five acres in the March 2023 order, was hiked to three hectares (or 7.5 acres) by the Eknath Shinde-led Mahayuti government in January 2024. Through the GR issued on Friday, the limit was reversed to two hectares. The GR also reduced the compensation on different types of farmland: non-irrigated, irrigated and horticulture. The January 2024 GR had hiked the compensation rate for non-irrigated crops from ₹8,500 per hectare to ₹13,600. For crops on irrigated land, it was increased from ₹17,000 per hectare to ₹27,000. For cash crops and fruits, it was hiked to ₹22,500 to ₹36,000 per hectare. All this stands to be reversed now. The losses to farmers are significant. For example, a farmer owning non-irrigated land would have got up to ₹40,800 in compensation for crop loss on three hectares. Now he will get a maximum of ₹17,000. After the unseasonal rains in 2023, the then Mahayuti government under chief minister Eknath Shinde, with an eye on the forthcoming Lok Sabha and assembly polls that year, had issued the increased compensation order on January 1, 2024. Farmer leader and former MP Raju Shetti said that the Mahayuti government had betrayed farmers by cancelling the additional compensation after winning the elections and getting the farmers' votes. 'The Mahayuti government came to power by offering various sops to different sectors,' he said. 'But after winning the elections, it has betrayed all those who voted for it on the strength of sops like Ladki Bahin. This cancellation of additional aid given to farmers in 2024 is another example. This government is a cheat.' As per the economic survey of Maharashtra, the average agricultural land holding in Maharashtra is 1.34 hectare (3.35 acres) but in areas like Vidarbha (where farmers are already under stress) it is above five acres.
