Greater Manchester told to pay back £22m after Clean Air Zone scrapped
Greater Manchester has been told it will need to pay back £22m earmarked for the Clean Air Zone now plans have been scrapped.
More than £100m has been spent on the controversial scheme that was set to charge some motorists up to £60 a day for driving on the region's roads. Instead, the project was paused following a huge public backlash in 2022, just a few months before it was supposed to start.
Last month, after years of delays, the government finally made a decision, announcing that no motorists would need to be charged.

However, the Manchester Evening News can now reveal that £22.5m that had previously been committed to Greater Manchester's Clean Air Plan will now have to be returned to the government.
It comes after local leaders argued that they could reduce pollution down enough without charging motorists, favouring an 'investment-led' approach instead.
The government has now approved Greater Manchester's plans to spend £51m on cleaner buses and a further £5m on 'local traffic management measures' in a bid to bring nitrogen dioxide (NO2) levels below legal limits.
A further £8m will be available to help clean up Greater Manchester's taxi fleet with up to £21.9m set aside for administration costs.
However, the government had previously earmarked even more money for Greater Manchester's Clean Air Plan.
In total, Greater Manchester had been allocated £210.9m for its Clean Air Plan of which £104.5m had already been spent by last November with a further £2.6m forecast to be spent by March.
This includes around £375,000 a month which is still being spent on the 462 Automatic Number Plate Recognition (ANPR) cameras installed across Greater Manchester.
Setting out their revised plans last year, transport bosses said they needed £123.7m to clean up the air without charging motorists, including £30.5m for the Clean Taxi Fund and up to £37.1m for development, administration, risk and contingency costs.
But the government has only allowed Greater Manchester to 'repurpose' £86m of the previously agreed funding for its new plans.
That means £17.8m of the money earmarked for Greater Manchester is unaccounted for.
The Department for Environment Food and Rural Affairs (Defra) has told the M.E.N. that the extra £22.5m of funding originally earmarked for the Clean Taxi Fund will now need to be returned to the government.
Defra said that this money will be spent on other schemes to improve air quality with details to be announced 'in due course'.
Asked why Greater Manchester will only get £8m for its Clean Taxi Fund, Defra said that the evidence submitted by local leaders suggested that the city-region's air quality will be legally compliant 'in the shortest possible time' without the full £30.5m for taxis.
However, the government department said that it agreed to contribute £8m to clean hackney cabs in Greater Manchester on the basis that this will 'provide further assurance' that Greater Manchester will achieve air quality compliance in the shortest possible time.
Transport for Greater Manchester (TfGM) confirmed that any outstanding Clean Air funding will need to be returned to the government with officials now discussing the timings of those arrangements.
Contract negotiations to determine the final costs of running the now cancelled Clean Air Zone can now begin with up to £21.9m to be spent on the outstanding administration costs - £15.2m less than what Greater Manchester said it would need.
Air Quality Minister Emma Hardy said: 'Air pollution is damaging people's health and the environment. Its impacts are felt more by low-income communities, making health and social inequalities worse.
'To improve our health, wellbeing and the environment, we must improve air quality. Local authorities know their communities well and so they need to develop plans that are most effective for their local area, and I am pleased that Greater Manchester has found a clear way to reduce emissions without the need to charge motorists.
'I look forward to working with the teams across Greater Manchester as they put this important plan in place. Government will continue to take the action needed to ensure everyone has safe air to breathe across the nation.'
The latest Clean Air Plan was approved by the government on January 23. Commenting on the costs the following week, a Clean Air GM spokesperson said: 'All Greater Manchester's expenditure associated with the Clean Air Plan is funded by central government and overseen by the Joint Air Quality Unit. A significant amount of funding has already been spent on cleaning up our air through clean vehicle upgrades, with further investment to come in cleaner buses and funding for taxi upgrades as part of our investment-led plan.'

Flood defences to receive £7.9bn investment over next decade
The Government has announced plans to invest what it says is a record £7.9 billion in flood defences over the next 10 years. The Environment Department (Defra) said the money will be spent on rolling out high-performance flood barriers as well as nature-based solutions such as wetland restoration. Climate change is increasing the risk and frequency of flooding in the UK, with the Environment Agency saying one in four properties in England will be in areas at risk of flooding from rivers, the sea or surface water by mid-century. It comes ahead of the Government's expected unveiling of its infrastructure strategy – a long-term plan to invest in and deliver major infrastructure over the next 10 years. The aim of the flooding programme is to protect hundreds of thousands of homes, businesses and vital infrastructure as the flood risk intensifies, save public services money and support economic growth. Defra said every £1 spent on flood defences is expected to prevent around £8 in economic damage. The major funding pledge will bolster the Government's mission of accelerating economic growth, by reducing the time and costs businesses face when recovering from floods and empowering them to invest in local areas. Environment Secretary Steve Reed said: 'Protecting citizens is the first duty of any Government. 'Under the Plan for Change, this Government is taking urgent action with the largest flooding programme in our country's history. 'We will leave no stone unturned to protect our citizens.' Philip Duffy, chief executive at the Environment Agency, said: 'As our changing climate continues to bring more extreme weather to the nation, it's never been more vital to invest in new flood defences and repair our existing assets. 'This long-term investment will be welcome news for businesses and homeowners, who have too often faced the destructive nature of flooding. 'Our priority will continue to be working with the Government and local authorities to ensure as many properties are protected as possible.' The nearly £8 billion investment follows Chancellor Rachel Reeves announcing departmental budgets for the next three years in her spending review last week, which included an overall real terms squeeze on the environment spend. The Government confirmed that £4.2 billion will be spent on the flooding programme up until 2028/29. Defra said this money will be focused on both capital and resources such as building new defences and repairing and maintaining existing ones. On the other hand, the £7.9 billion 10-year settlement is solely capital spending, which means the total spent on flood resilience will be higher, subject to future spending reviews. Responding to the announcement, James Wallace, chief executive of River Action, said: 'We need to invest in climate-proofing our nation but not at the cost of the natural world that sustains us. 'If we're serious about protecting communities, the answer lies in funding for natural flood management not building homes in floodplains and pouring concrete. 'Instead we need to rewiggle rivers, restore wetlands, reintroduce beavers, nature's master engineers, and apply upstream thinking to slow the flow.'

Texas police 'abused' license plate data for immigration search, Illinois police say
A Texas law enforcement agency reportedly used license plate data shared by a Chicago-area police department in locating a woman for immigration enforcement purposes, despite Illinois state law prohibiting such use. The Johnson County Sheriff's Office allegedly used data from Automated License Plate Reader (ALPR) — also referred to as Automatic Number Plate Recognition (ANPR) — through Flock Safety, a private company. The "National Lookup" feature is used by law enforcement agencies "for purposes of immigration enforcement." The Illinois Secretary of State's Office notified the Mount Prospect Police Department that it was among multiple other law enforcement agencies whose data was used by the Texas department. "The use of ALPR data collected by Mount Prospect Flock Safety cameras for this purpose does not align with the Mount Prospect Police Department's values and is a clear violation of Illinois state law," the Chicago department stated in a press release. A site called 404 Media shows the Johnson County Sheriff's Office requested data from 83,000 of Flock Safety's cameras, including those in Mount Prospect. Illinois Secretary of State Alexi Giannoulias is requesting an investigation into the incident by the attorney general, The Independent reports. He says he is also making an audit system to prevent similar uses of ALPR data in the future. A 2023 Illinois law prohibits the sharing of license plate data to track undocumented immigrants or people seeking abortions. A total of 262 immigrant-related searches were made between mid-January and April in Mount Prospect alone, Giannoulias said. Deputy Secretary of State Scott Burnham warned that such violations could lead to the loss of state funding. Giannoulias says he requested that Flock Safety block access to 62 out-of-state agencies seeking data related to abortion or immigration. The ALPR company also created a program to flag access requests with the terms "abortion" and "immigration" and deny the requests. Finally, law enforcement agencies will be required to respect the secretary of state's audits with the goal of noting trends in certain requests, Burnham explained. "I am tremendously upset that some law enforcement agencies who agreed to follow Illinois law, in order to gain access to our ALPR data, conducted illegal searches violating the trust of our community," Chief of Police Michael Eterno said. "As disappointed as I am with these other agencies, I want to emphasize that no member of the Mount Prospect Police Department shared ALPR data in violation of the law. I realize that this misuse of Mount Prospect's ALPR data violates the trust of our community, and we as a department will continue to work to enhance the Flock ALPR software and ensure this abuse does not occur in the future." Following the incident with the Johnson County Sheriff's Office, the Mount Prospect Police Department said it has made, or plans to make, several changes to prevent similar incidents in the future, including opted out of the Flock Safety "National Lookup" feature cancelled any data sharing agreement with law enforcement agencies who violated Illinois state law revoked access to Mount Prospect's ALPR data for all law enforcement agencies outside of Illinois will be updating its ALPR policy to include regular audits of the searches being conducted by internal and external users As of Friday morning, the Johnson County Sheriff's Office had not issued a public statement about the incident. The name of the individual who was the focus of the search has not been disclosed to the public. Flock Safety has released a statement amid what it calls "a misunderstanding." The ALPR company indicated contact with the Johnson County Sheriff's Office regarding the incident in Illinois, seeking to correct "misreporting" that the program was used "to target people seeking reproductive healthcare." The Sheriff allegedly told Flock Safety that this "is unequivocally false." "According to the Sheriff's office, a local family called and said their relative had self-administered an abortion, and then she ran away," Flock Safety said. "Her family feared she was hurt, and asked the deputy to search for her to the best of their abilities. Law enforcement performed a nationwide search in Flock, the broadest search possible within the system, to try to locate her quickly. Luckily, she was found safe and healthy in Dallas a couple of days later." The woman faces no charges and was never under criminal investigation, the ALPR company added, saying that Texas police were looking for her as a missing person rather than as a crime suspect. "We're grateful for the opportunity to work with Illinois officials to clarify what happened, correct misconceptions, and implement lasting improvements that uphold the trust of both law enforcement agencies and the residents they serve." — The Independent contributed to this report.
