2 soldiers file rape, attempted rape raps vs. 2-star general
A two-star general in the Armed Forces of the Philippines is facing complaints for rape and attempted rape after he allegedly took advantage of two soldiers in his room after they had drinks earlier.
According to Saleema Refran's exclusive report on "24 Oras," CCTV footage showed that a group of soldiers, including the general, arrived at the San Fernando Air Base in Lipa, Batangas, on the night of January 29.
Another clip showed two soldiers coming out of the senior officer's quarters crying. Their lieutenant can be seen attending to them, and that's when the two reported the incident.
The complainants said in their affidavit that the general asked them to sleep in his room, which they did not take seriously at first. That's when the alleged sexual assault took place.
The star-ranked officer denied the allegations against him. He said that the sexual assault was impossible to happen as the complainants could 'overpower' him.
'Complainants are strong, able-bodied military officers who could easily overpower me…They are not under duress nor did I use a firearm or any bladed weapon, nor I use force, threat, or intimidation against their will,' the general's counter-affidavit further read.
'They could have easily left my room, as they had free access to the door or used force to prevent the unlawful act,' he added.
The complainants lawyer said rape could happen even to men.
'Yung pang-aabuso, yung panghahalay, pwede siyang mangyari kahit kanino. Pwedeng mangyari sa babae, pwedeng mangyari sa lalaki, pwedeng mangyari kahit sa mga matitipunong mga sundalo,' said lawyer Nico Robert Martin.
(The abuse and rape, it can happen to anyone. It can happen to women, to men, and even to the strongest soldiers.)
The general was relieved from his post and placed under the restrictive custody of the Philippine Air Force.
Investigation from the Armed Forces of the Philippines' Office of Ethical Standards and Public Accountability found a prima facie evidence that would entail the general to face pre-trial investigation.
Meanwhile, the initial probe findings are already with AFP Chief-of-Staff General Romeo Brawner Jr.
'For review na po siya and signature po ng ating chief-of-staff. Siya rin po ang ating convening authority. And the case is currently awaiting his approval for the referral doon sa ating general court-martial,' said AFP spokesperson Colonel Francel Margareth Padilla.

Thirty-nine-year-old Senator Miguel Uribe was speaking to supporters in the capital when a gunman shot him twice in the head and once in the knee before being detained. A security guard managed to detain the suspected attacker, a minor who is believed to be 15 years old. Uribe was airlifted to hospital in "critical condition" and underwent a "neurosurgical" and "peripheral vascular procedure," the Santa Fe Clinic in Bogota confirmed. He "overcame the first surgical procedure," Bogota mayor Carlos Fernando Galan told media, adding that he had entered "the critical hours" of recovery. His wife, in an audio recording shared with media, said "he came out well from the surgery." "He fought the first battle and fought it well. He is fighting for his life," she is heard saying. Images from the scene of the shooting showed Uribe slumped against the hood of a white car, smeared with blood, as a group of men tried to hold him and stop the bleeding. The suspect was injured in the affray and was receiving treatment, said police director Carlos Fernando Triana. Two others—a man and a woman—were also wounded, and a Glock-style firearm was seized. "Our hearts are broken, Colombia hurts," Carolina Gomez, a 41-year-old businesswoman, told AFP as she prayed with candles for Uribe's health. 'Day of pain' The motive for the attack is not yet publicly known. Colombia's defense minister Pedro Sanchez vowed to use law enforcement's full capabilities and offered a roughly US$725,000 reward for information about who was behind the shooting. In a video address to the nation posted on social media, President Gustavo Petro also promised investigations to find the perpetrators of the "day of pain." "What matters most today is that all Colombians focus with the energy of our hearts, with our will to live ... on ensuring that Dr. Miguel Uribe stays alive." In an earlier statement, Petro condemned the violence as "an attack not only against his person, but also against democracy, freedom of thought, and the legitimate exercise of politics in Colombia." The shooting was similarly condemned across the political spectrum and from overseas, with US Secretary of State Marco Rubio calling it "a direct threat to democracy." But Rubio also pointed blame at Petro, claiming the attack was the "result of the violent leftist rhetoric coming from the highest levels of the Colombian government." "President Petro needs to dial back the inflammatory rhetoric and protect Colombian officials," the top US diplomat said. Uribe, a strong critic of Petro, is a member of the Democratic Center party, which announced last October his intention to run in the 2026 presidential election. Authorities said there was no specific threat made against the politician before the incident. Like many public figures in Colombia, Uribe had close personal protection. 5 nabbed in Pangasinan for using fake land title in P4-M loan
Five individuals were arrested in Calasiao, Pangasinan, for using a fake land title to obtain a loan worth P4 million. According to a ''24 Oras'' report by John Consulta on Friday, the five suspects were arrested in an entrapment operation conducted by the National Bureau of Investigation–Dagupan. Based on NBI's investigation, the five suspects applied for a loan and received millions in exchange for a property in Bayambang, Pangasinan. However, the Registry of Deeds said the land title was fake. 'Nagsabwatan ng limang subjects para makakuha ng loan muna sa complainant gamit isang titulong peke. Nakakuha sila ng apat na milyon na loan muna sa complainant, at hindi pa sila nakontento, at humingi ng karagdagan isang milyon mula sa complainant. Dahil dito ay nagkasa po tayo ng entrapment operation para mahuli itong limang subjects,' said NBI Dagupan agent-in-charge Mert Tello. (The five subjects have conspired to file for a loan with the complainant using a fake title. They received P4 million worth of loan from the complainant, and they still weren't content so they asked for another P1 million from the complainant. Because of this, we have conducted an entrapment operation to arrest these five suspects.) 'Kinasuhan natin ang limang subjects ng estafa through falsification of public document, at ang kaso na ating sinampa ay sinustain naman ng provincial prosecutor,' Tello said. Animal welfare group protests alleged maltreatment in Manila Zoo
Some members of an animal welfare group staged a rally at the Luneta Park to raise the issue of alleged malnourished animals at the Manila Zoo, according to a report on "24 Oras" Thursday. People for the Ethical Treatment of Animals (PETA) said the animals at the zoo are being fed but they seem to be maltreated because of their situation beause they are not in their natural habitat and they live in small enclosures. PETA added that using a zoo to educate children is not acceptable. GMA News is getting a reaction from the Manila City government, which manages the Manila Zoo. The maltreatment of animals is strictly prohibited under the Animal Welfare Act. According to Republic Act No. 10631 or the Philippine Animal Welfare Act of 2013, any person who is found to torture, hurt or maltreat animals may be imprisoned for up to three years and fined for up to P250,000. — BAP, GMA Integrated News
