Congress will pay price for neglecting SES-2015, claims Union Minister Bhupender Yadav
BENGALURU: Union Minister for Environment, Forest and Climate Change Bhupender Yadav on Saturday predicted that the Congress in Karnataka will meet the same fate as its national counterpart as it has ignored the Socio-Economic Educational Survey-2015 (caste census report).
Delivering the keynote address at the seminar 'Caste Census: Retrospective-Prospective' organised by the Social Justice Awareness Forum at Bharatiya Vidya Bhavan, Yadav said that Karnataka Chief Minister Siddaramaiah and his government and LoP in Lok Sabha Rahul Gandhi were anti-backward classes.
The Karnataka government had recently shelved the caste census of 2015 and opted for a fresh survey. Yadav said that the Congress lost power at the Centre because it ignored the Kaka Kalelkar Commission report recommending the upliftment of backward classes socially and educationally. He expressed confidence that when the backward classes become aware that the Congress is averse to their upliftment in Karnataka, it will not be able to return to power.
'Why did those who (Rahul Gandhi) keep the Constitution in their pockets not implement the Kaka Kalelkar Commission report? After the country became independent from the Emergency and from family rule, the Janata Party came to power at the Centre. It also formed the Mandal Commission. The Congress was out of power when the issue of justice for OBCs came to the fore. But when it came to power a few years later, it had ignored the Mandal Commission report as it did it with the Kaka Kalelkar report,' Yadav said, adding that the BJP-backed VP Singh government implemented the Mandal Commission report and got reservation for OBCs.

She also paid tribute at the memorial site of Mahant Avaidyanath, the former head of the Gorakhnath temple. Later, she was a guest of honour at a temple event hosted by the chief minister. She participated in temple rituals and partook in the prasadam offered on the occasion.

Draft bill for T'gana gig workers' social security published
The Congress-led Telangana government has published a draft bill to provide social security and regulate the working conditions for gig workers—one of the political priorities for the party. The draft bill, named The Telangana Gig and Platform Workers (Registration, Social Security and Welfare) Bill, 2025, proposes a 'Gig and Platform Workers Social Security and Welfare Fund', which will be financed by the government and the aggregators. Draft bill for T'gana gig workers' social security published The bill stipulates that an aggregator may terminate a gig worker only by giving valid reasons in writing and with prior notice of seven days. It says every aggregator or platform shall mandatorily make pay-out with no delay and must provide and maintain a working environment that is safe and without risk to the health of the platform-based gig worker. The bill comes weeks after Lok Sabha's Leader of the Opposition, Rahul Gandhi, described the condition of gig workers, who work without any social benefits, as 'modern day slavery' during a debate in Parliament. In 2023, Rajasthan's Ashok Gehlot government became the first administration to enact a law to provide social safety to gig workers. The Telangana bill says 'The State Government shall… constitute a Board to be known as the Telangana Gig and Platform Workers Welfare Board.' This board 'shall, as and when necessary, notify general or sector specific social security and other benefits which shall be implemented by the Board as notified by the State Government.' Congress leader Jairam Ramesh tweeted that after Rajasthan and Karnataka, Telangana is the third state where legislation are being made on this issue. 'It is only Congress governments that have ensured justice and better working conditions for lakhs of gig workers. Workers' justice has been a crucial part of the Congress Party's and Rahul Gandhi ji's central vision - this bill is proof of that commitment.' During the 17th Lok Sabha, the standing committee on labour—then led by BJD (now BJP) lawmaker Bhartruhari Mahtab—had proposed a unique identity for all unorganized workers. The panel felt that the unorganised sector-which constitutes more than 90% of India's workforce—needs a unique ID to access targeted benefits. The bill says, 'An aggregator or platform may terminate a gig or a platform worker by following the principles of natural justice after due enquiry only by giving valid reason/s in writing and with prior notice of seven (07) days. However, in case a threat (physical or mental) is foreseen to the end consumer, the gig worker may be terminated immediately.' It added that 'Every aggregator / platform shall mandatorily make pay-out as per the contract with no delay in disbursal of pay. Reasonable working conditions. The aggregator must provide and maintain, as far as is reasonably practicable, a working environment that is safe and without risk to the health of the platform-based Gig worker.' Based in Hyderabad, the board will be headed by the state's labour minister, a representative of the Union labour ministry, top-ranking state officials, four representatives each from gig workers and aggregators and two civil society members. The board will ensure registration of Gig and Platform workers, registration of aggregators or platforms, 'Set up a monitoring mechanism to certify that welfare fund fee is being duly collected' and 'Ensure implementation of general and specific social security schemes based on contributions made, as may be notified by the State Government and disburse the social security benefits to the Gig and Platform workers.' Under the proposed law, a Gig and Platform worker shall have the right to register with the government 'on being onboarded on any platform, irrespective of the duration of the work.' The workers will be provided a 'Unique ID applicable across all platforms, have access to general and specific social security schemes based on contributions made by them subject to minimum number of transactions/gig 12 work undertaken by the gig and platform worker with any aggregator or platforms in a quarter.'

BJP's local units set to get new presidents
The Bharatiya Janata Party (BJP) on Monday named local unit chiefs in Puducherry and Mizoram, and set the ball rolling for similar elections in Maharashtra, Uttarakhand, Telangana and Andhra Pradesh, fuelling speculation that the process of picking a new national president is now on the anvil. BJP's local units set to get new presidents The term of the incumbent party chief, JP Nadda, ended in January last year, but the national executive committee in January 2024 extended his term till June 2025, in view of the 2024 Lok Sabha polls. VP Ramalingam and K Beichhua were elected state unit presidents in Puducherry and Mizoram respectively on Monday. One leader each in Maharashtra, Uttarakhand, Telangana and Andhra Pradesh also filed their nomination for the election, as is prescribed by the party's constitution. Since, there is only one nominee in these four important states, the announcement of the next state unit chief is likely to be this week, said party leaders aware of the details. So far, new appointments have been made in 16 states, while the process is yet to begin in Karnataka, Madhya Pradesh and Uttar Pradesh. As per the party's constitution, the national president can be elected after elections are held in 50% of the states. India has 28 states and seven Union Territories. 'The process of electing a new president will begin with the filing of nominations…the process is usually unopposed as the party picks nominees through consensus,' said a party leader. The new appointment is not only being made with an eye on the upcoming state elections in Bihar, West Bengal, Kerala and Tamil Nadu, but also with the next general election in mind, said the leader quoted above. 'The new president will be someone who is well established in the sangathan (organisation) with a hold on party issues, ideology and ability to take the allies along…' the leader said. Ramchander Rao and PVN Madhav, who filed the nominations in Telangana and Andhra Pradesh respectively, are known for their hold over organisational issues. Rao's nomination elicited a strong reaction from controversial lawmaker T Raja Singh, who resigned from the party, but senior leaders in Delhi downplayed the response and brushed aside concerns of factionalism in the state unit. 'Unfortunately, it appears that some individuals, driven by personal interests, have misled the central leadership and taken decisions by running the show from behind the curtain,' Singh in his resignation leader addressed to Telangana BJP unit chief G Kishan Reddy. Reacting to Singh's allegations, senior BJP leader and Union minister of state for home Bandi Sanjay, said, 'As a disciplined soldier of the party, he should accept the choice of the party national leadership. He cannot violate the party line.' In Maharashtra, working president and four-term MLA Ravindra Chavan is set to be elected in place of Chandrashekhar Bawankule, who is now a state minister. In Uttarakhand, the incumbent state unit chief and Rajya Sabha MP Mahendra Bhatt is set to begin a new term. 'Chavan is a four-time legislator and a long-time colleague in the party. We are happy he has filed his nomination,' Maharashtra chief minister and party leader Devendra Fadnavis said. Chavan began his political in 2007 when he was elected as a corporator in the Kalyan-Dombivli Municipal Corporation. He was later elected to the state assembly in 2009, 2014, 2019 and 2024. and was recently inducted as a cabinet minister with the PWD portfolio. In Andhra Pradesh, Madhav is set to replace Daggubati Purandeswari, who was the first woman president of the state unit and a former national general secretary. She is also the sister-in-law of chief minister N Chandrababu Naidu. The party has stuck to its social engineering formula; while Rao and Bhatt are counted among the so-called upper caste, Madhav is from the backward classes and Chavan is a Maratha.
