
Frederick County Rustic Roads Program welcomes two additions
Bessie Clemson Road near Libertytown and a stretch of Stevens Road near Creagerstown have been added to the Frederick County Rustic Roads Program.
Bessie Clemson Road is a 3.44-mile tar and chip road that terminates at Liberty Road to the south and Fountain School Road to the north, according to county records.
The stretch of Stevens Road includes a 0.81-mile stretch of tar and chip road between Wilhide Road and Old Frederick Road, according to the documents.
The Rustic Roads Program — formerly called the Rural Roads Program — seeks to preserve historic, scenic, rural roads from further development or expansion to maintain more natural landscapes.
The program is administered by the Rustic Roads Commission, with final signoffs coming from the Frederick County Council.
The commission recommended that both roads be included in the program. The council unanimously approved both bids at a meeting on Tuesday.
Bessie Clemson Road
The road was named for Bessie Clemson — a cousin of Thomas Green Clemson, founder of Clemson University. She was born in 1888 in a house built by her father in 1872 along the road, according to the application by Pamela Burke, a resident of the road.
Bessie Clemson lived to be 99 and was said to be a modest woman surprised by the naming of the road.
The road is surrounded by agricultural land and horse farms and is not part of any growth areas, according to county records.
Burke wrote that her desire to preserve the road through the county's program came from issues that many other rural roads face.
'Specifically, the constant pressure to 'improve' them by making them wider, smoother, with overly broad clear zones, and the removal of features that give a place or road its character and personality,' she wrote. 'These 'improvements' contribute to higher vehicle speeds. This results in decreased safety for all users of the road, be it pedestrians, equestrians or other vehicles.'
Burke wrote that the various curves, trees, native flowers and other features of the road remind drivers to proceed with caution, mindful of others who want to use the road and enjoy the views.
Planners often call these features 'visual friction,' because of how they signal drivers to proceed at slower, safer speeds.
At the meeting, Council Member Steve McKay thanked Burke for her years of effort advocating for the road's preservation.
The application was submitted with 60 letters or signatures of support and four members of the surrounding community spoke in support of Bessie Clemson Road's inclusion in the county program.
Stevens Road
Stevens Road gets its name from Frank M. Stevens, who owned property with a farm on the road, according to the application submitted by Joel Anderson and Brigitta Shroyer.
Stevens served as a Frederick County commissioner in the 1910s, according to state records.
Anderson said at the meeting that the unobstructed view of the Catoctin Mountains from his farm, across the road, was 'breathtaking' and the had hoped to 'keep that natural beauty.'
He said he grew up on Stevens Road and even today, he is more likely to see walkers or cyclists than car drivers on the road.
'If we put center lines on them or widen them any more, then the traffic will get faster and faster,' he said.
Council Member Brad Young thanked Anderson for his efforts in preserving the road.
The road also features a single-span metal truss bridge built in 1914 that was recently rehabilitated by the county's Department of Public Works, according to county records.
The bridge crosses Big Hunting Creek, a tributary that feeds the Monocacy River.
Stevens Road is also surrounded by agricultural land and is not part of any growth area.
The application had 18 letters of support and four people spoke in favor of its inclusion in the county program.

Monticello students build bike racks for park named after fallen Marine
MONTICELLO, Ill. (WCIA) — Some high school students are honoring a fallen Marine by making some new bike racks for the park that bears his name. PFC Robert C. Burke Memorial Park in Monticello was named in honor of a local teen who enlisted in the U.S. Marine Corps and who was killed in action during the Vietnam War. At the age of 18, Burke was posthumously awarded the Medal of Honor for his actions during the firefight that resulted in his death. Movie filmed in Monticello brings Hollywood close to home The new bike racks are being made by students at Monticello High School, and they are themed around Burke. One rack features a metal sign bearing his name. Another rack's sign reads '327th Marines' — the regiment Burke served in. The teacher who led the project said this was one design he didn't want to miss. 'I love doing projects for the community,' Ryan Woodham said. 'My students really get involved and get excited about it because it's something they can take pride in. It's something they can drive around and show their parents and their friends that they were involved in it.' The bike racks are waiting to be painted. County appoints Agricultural Reconciliation Committee
The Frederick County Council appointed seven members to the newly revived Agricultural Reconciliation Committee, which will have its first meeting on July 1. The committee will arbitrate and mediate disputes pertaining to the county's Right to Farm ordinance. The ordinance, effective since 1997, seeks to preserve and grow agricultural activities in Frederick County, according to county records. The Agricultural Reconciliation Committee includes a range of opinions from the local community of growers and is charged with ensuring operations 'are conducted in a manner consistent with generally accepted agricultural management practices,' according to the records. Katie Stevens, director of the county's Office of Agriculture, said that the ordinance has been in place for decades, but the committee had not been active. Stevens added that creating the committee is in an effort to have the legislative infrastructure in place when agricultural disputes arise, though she said there had not been an increase in those disputes. The seven appointed committee members and their term lengths are: * Margaret Koogle: former owner of Lilypons Water Garden and a current RE/MAX agent, 1-year term * Samuel Hunter: Natural Resource Manager for Lake Linganore Association, 1-year term * Denny Remsburg: former president of Frederick County Board of Directors for the Maryland Farm Bureau, 2-year term * Russell Winch: certified engineer and a commissioner of Walkersville, 2-year term * Nicole Ripley: marketer of food service products, 3-year term * Dennis Willard: local farmer, 4-year term * Sandra Tucker: local farmer and member of county's Agricultural Preservation Advisory Board, 4-year term Stevens said the staggered term lengths ensure 'consistency of operation,' so the committee 'doesn't lose all that knowledge base.' Labor Announces New ‘Office for Multicultural Affairs'
In response to an increase in anti-Semitic and anti-Palestine incidents, the Albanese government will set up a new Office for Multicultural Affairs within the Home Affairs Department. Multicultural Minister Anne Aly and Home Affairs Minister Tony Burke jointly announced the initiative on June 3, calling multiculturalism 'a fundamental aspect of our identity.' The office will oversee services such as settlement support, migrant English programs, and interpreting services, while also revamping grant programs to better reflect modern multicultural needs. Modern Australia is a Multicultural Australia: Minister Burke and Aly said the new office would consolidate key responsibilities within Home Affairs, to allow for a more cohesive national strategy to deal with social cohesion. The announcement also comes amid Labor's pre-election pledge to invest $25 million in more than 600 community language schools across Australia, supporting over 90,000 students studying 84 languages. As part of the same pledge, $5 million was earmarked for a specialised Asian languages stream to help students—regardless of background—learn Asian languages through to Year 12. The move comes amid an ongoing spate of major anti-Semitic issues stemming from the Oct. 7, 2023 Hamas attacks on Israel.
