UAE Political Analyst: The Qatar-Supported International Union Of Muslim Scholars (IUMS) Should Be Designated A Terrorist Organization – Are The U.S. And Europe Waiting For More Terrorist Attacks Like 9/11?

In response to the Qatar-backed International Union of Muslim Scholars' (IUMS) [1] publication of a fatwa (Islamic religious ruling) calling for waging jihad against Israel, UAE political analyst Salem Al-Ketbi wrote, in an article titled "The International Union of Muslim Scholars: A Platform for Terrorism Disguised as Religion," that the IUMS should be designated a terrorist organization and that decisive steps should be taken against it to protect global security and stability.
According to Ketbi, the IUMS explicitly incites terror attacks, calls for financially supporting terrorist organizations, and casts the West as an infidel enemy. Thus, he says, it is a direct security threat to regional and international stability and to the national security of Western countries. Asserting that the IUMS exploits religion and its status as a religious platform to legitimize violence and terrorism, he asked whether the U.S. and Europe would take immediate action against it and similar organizations – before there were more attacks like 9/11 because of the IUMS's inciting and extremist discourse.

The following are translated excerpts from Ketbi's article:
"Are the U.S. and Europe waiting for new terrorist attacks like the events of September 11 to take decisive steps against the organizations that clearly call for violence and terrorism under the auspices of religion? What obliges me to ask this question is the recent statement from the Committee for Ijtihad and Fatwa at the International Union of Muslim Scholars (IUMS) [2] and the ruling issued by the International Union of Muslim Scholars (IUMS) – posted... on its official website (iumsonline.org), and reposted and confirmed by IUMS chairman Ali Al-Qaradaghi on his personal X account. [It] is a clear example of an incitement discourse calling for violence and terrorism, under religious names, with the aim of recruiting Muslims from all over the world, including those who live in Western countries, to join operations of violence and terrorism.
"This statement is part of a long history of similar calls issued by the IUMS, an organization which was founded in 2004 by [Sheikh] Yousuf Al-Qaradawi, the prominent member of the Muslim Brotherhood movement. Despite attempts by the IUMS to present itself as a 'moderate and central' institution, its discourse and its activities reveal its true face as a global and religious arm of terrorist organizations, and specifically of the Muslim Brotherhood organization.
"Many experts believe that the IUMS represents a dangerous platform that takes the guise of religion to issue calls of incitement to violence and to terrorism. The most recent statement released by the IUMS ijtihad, the council for religious rulings, includes explicit calls for waging armed jihad. This is a dangerous thing that is reiterated by the IUMS and constitutes a direct call to perpetrate operations of murder and terrorism.
"Moreover, the statement calls for monetary jihad, in order to support what it refers to as 'the resistance.' This is in fact a clear call to financially support terrorist organizations in all countries of the world. These kinds of calls constitute a great danger, for they are likely to lead to the financing of terrorist operations in the guise of charitable activities. The IUMS also urges military intervention and the establishment of military alliances based on religious foundations, which will strengthen the idea of religious conflict and fuel the disputes across the globe. These calls are a threat to regional and international stability and thwart the efforts toward peace in which [efforts] have been invested for decades. Even worse, the IUMS urges the Muslim communities in the West to exert pressure on their governments, which generally leads to – as events have proven in the past – the radicalization of some members of these communities and the perpetration of terrorist operations.
"These repeated calls for jihad and violence issued by the IUMS make it necessary for it to be designated a terrorist organization, and for decisive steps to be taken against it to protect global security and stability.
"Without a doubt, the calls by the IUMS constitute a serious security threat, on several levels. On the level of the individual, they are likely to spur extremists to carry out individual attacks, known as the 'lone wolf' phenomenon. It is difficult for the security apparatuses to anticipate these types of attacks [and to prevent them]... and Europe and the U.S. have already experienced several [such] operations carried out by people influenced by a similar religious extremist discourse...
"The IUMS call regarding 'the obligation of monetary jihad' also undoubtedly constitutes an additional threat, for it is likely to lead to fundraising that will be used to support terrorist operations. The danger here lies in the difficulty to follow the small financial transactions from supporters [of terrorist organizations], especially when this is done in the guise of charitable activities and one can use unofficial financial networks and charitable funds as a disguise for funding armed organizations.
"The danger of the calls by the IUMS is not limited only to direct security threats – it has serious implications for societies in the West. The discourse of unity strengthens the perception of 'us against them' and presents the West as an infidel enemy. This is despite the fact that many [Muslim] extremists have emigrated to the West and to the U.S. to live, and enjoy the social assistance and the freedom of religion [there] and [also] establish organizations to exert political pressure on the countries that host them. The terrorist incidents in the West and in the U.S. prove this.
"In light of the preceding, it has become clear that there are weighty reasons to designate the IUMS a terrorist organization. The organization explicitly calls for armed jihad, in a manner which contradicts the laws pertaining to fighting terrorism in most of the countries of the world. It also exploits [its] religious platform to justify violence and to grant it legitimacy.
"Therefore, it is clear as day that the UIMS is a direct threat to the national security of Western countries, because it incites the Muslims who live in them and threatens the stability of Western societies by sowing the seeds of terrorism and extremism.
"Thus, are the U.S. and Europe waiting for new terrorist attacks, such as the events of September 11, before taking decisive steps against these organizations? Or will they act now to deal with this threat before it is too late? The answer to this question will determine the future of peace and security in the coming years." [3]

It is notable that the IUMS is an arm of the Qatari regime that disseminates anti-Western extremist Islamic terrorist ideology, and is based in and funded by Qatar. The IUMS routinely disseminates extremist ideology and a discourse of hatred, incitement to jihad and terrorism and antisemitism, in a manner which corresponds to Qatar's decades-long support for various terrorist organizations across the world. The IUMS was founded in 2004 by Egyptian-born sheikh Yousuf Al-Qaradawi, an important Muslim Brotherhood ideologue known for his extremist pro-jihad and terrorism positions, and even in support of suicide attacks, as well as for his extremist positions regarding the West and the aspiration that Islam will control Europe. As a result of these positions, Al-Qaradawi became a controversial figure in the Islamic world and appears on designated terrorist lists in several Arab countries, and is banned from entering a number of Western countries. Those who have followed in his footsteps in the IUMS, such as Ahmad Al-Raissouni who was the group's chairman until 2022, and Ali Al-Qaradaghi who has been chairman since 2024, have held similar positions in favor of jihad and terrorism.

On the night of May 6-7, 2025, India launched missiles at nine sites in Pakistan and Pakistan-occupied Kashmir (PoK). These sites were mosques and madrassas (Islamic religious seminaries) that double as training centers, residences, and hideouts used by Jaish-e-Muhammad (JeM), Lashkar-e-Taiba (LeT), Hizb-ul-Mujahideen (HuM), and other jihadi terror organizations. All these sites have been in Pakistani territories for decades, indicating that Pakistan's use of non-state actors as instruments of state policy to foment terrorism with dangerous repercussions for the region. The Pakistani Army is actually complicit in encouraging, financing, training, and supporting these terror groups. The Nine Sites Hit By India The nine jihadi sites hit by India are: 1. Center Subhan Allah, JeM, Bahawalpur, Punjab Province 2. Center Taiba, LeT, Muridke, Lahore, Punjab Province 3. Sarjal/Tehra Kalan facility, JeM, Shakargarh, Narowal District, Punjab Province 4. Mehmoona Joya Facility, HuM, Head Marala, Sialkot, Punjab Province 5. Center Ahle Hadith Barnala, LeT, Bhimber District, Pakistan occupied Kashmir (PoK) 6. Center Abbas Mosque, JeM, Kotli, PoK 7. Maskar Raheel Shahid Training Center, Hizbul-Mujahideen, Kotli, PoK 8. Shawai Nallah Camp, LeT, Muzaffarabad, PoK 9. Syedna Bilal Center, JeM, Muzaffarabad, PoK JeM is headed by Maulana Masood Azhar, who was among three terror commanders freed by India in 1999 in exchange for the Indian Airlines Flight 814 hijacked from Kathmandu to Kandahar. LeT is headed by Hafiz Muhammad Saeed, who is supposed to be in prison but lives under house arrest, protected by Pakistani intelligence. HuM is headed by Syed Salahuddin aka Mohammad Yusuf Shah, who is also the leader of the United Jihad Council, a network of anti-India jihadi organizations in Pakistan. It is worth noting that LeT uses Shawai Nallah Camp (Site Eight) also known as Bait-ul-Mujahideen "for recruitment, registration, and training. This camp has been functional since early 2000." David Coleman Headley, the main accused in the 2008 Mumbai terror attack, had undergone basic training in Shawai Nallah, in 2002. He also underwent training in Manshera, KPK, and Markaz Taiba, Muridke. Inside the Shawai Nallah camp, there was the "Bilal Shawai Mosque," which was also hit during India's strike on the night of May 6-7. Some Indian observers believe that Pakistan dubbed its May 10[1] military operation against India "Operation Bunyan Al-Marsoos"[2] because this phrase from the Quran, which in Arabic means "a solid, compact structure" or "a structure made of lead" was written at the entrance of the "Bilal Shawai Mosque." This claim is difficult to verify as the phrase can be found in and on many mosques. In the Quran, the phrase describes those who fight in the way of God as being "like a [solid] structure." Chief of Army Staff of Pakistan Asim Munir is a hafiz, or someone who has memorized the Quran. The Quranic verse written at the entrance of the Syedna Bilal jihadi camp that was hosted in the "Bilal Shawai Mosque," in Muzaffarabad, in Pakistan-occupied Kashmir (PoK). Shawai Nallah is close to another jihadi camp: the Syedna Bilal Center/Markaz (Site Nine), used by JeM. It is situated opposite the Red Fort, in Muzaffarabad. The Syedna Bilal Center/Markaz is a mosque and training center. "The JeM's office and transit camp are located on a first floor adjacent to the building of Syedna Bilal Masjid. The mosque building consists of a three-story building; a Hijama [pressure cupping medical therapy] center is located on the ground floor. This facility is spread over 8-10 kanals and has family quarters, office building, and office of the Al-Rehmat Trust, the charity wing of JeM."[3] According to reports, the camp was used for weapons training, bomb-making, and jungle survival exercises for JeM operatives. Its location near Muzaffarabad's Red Fort made it a high-security zone, allowing JeM to operate with relative impunity. Intelligence linked the camp to recent terror strikes, including the heinous Pahalgam terrorist attack on April 22, 2025, which targeted Hindu men. The Indian online news outlet The Probe[4] reported: "The camp was a transit point for 50-100 terrorists at any given time, preparing them for infiltration into Jammu and Kashmir to carry out attacks. The camp's strategic significance stemmed from its role in coordinating logistics and training, with credible reports indicating the involvement of Pakistan Army's Special Services Group (SSG) in providing specialized training to JeM operatives. The precision missile strike on the Syedna Bilal Camp aimed to dismantle this nexus between JeM and elements of the Pakistani military, significantly disrupting the group's ability to orchestrate cross-border terrorism."[5] Complicity Of The Pakistani Army Operation Sindoor, India's May 7 airstrikes against Pakistan, killed several terrorists linked to Pakistan-based groups. Photos appeared of top Pakistan military officers attending a funeral of these terrorists. "Photos of top Pakistan officers attending the funeral of these terrorists in military uniform had gone viral, exposing the decades-old nexus between Pakistan's army and terrorists. India has flagged an image – showing the coffin of a terrorist draped in Pakistan's flag – as the undeniable evidence of Pakistan's involvement in global terrorism," Indian media outlet reported. "The Pakistani armed forces have claimed that Hafiz Abdur Rauf, a US-designated global terrorist, who led the funeral of the terrorists killed in Indian airstrikes during Operation Sindoor is an ordinary citizen. Lieutenant General Ahmed Sharif Chaudhry, Pakistan's Director General of Inter-Services Public Relations (DG ISPR), categorically denied that the man seen in the image was a terrorist. Instead, he was described as a religious leader and 'a common family man'… The man identified by Pakistan as a cleric is Hafiz Abdur Rauf, a senior leader of Lashkar-e-Taiba (LeT) and head of the now-banned Falah-e-Insaniyat Foundation (FIF), both of which are designated terrorist entities under US and United Nations sanctions." ( May 12, 2025) "The funeral prayer for several terrorists eliminated in India's Operation Sindoor was attended by the Pakistan Army personnel and members of the banned Jamaat-ud-Dawah (JuD) of Hafiz Saeed … The funeral prayer for Qari Abdul Malik, Khalid and Mudassir was held in Muridke amid high security, said Tabish Qayyum, spokesperson of the Pakistan Markazi Muslim League, a political wing of JuD. Along with the Pakistani Army and JuD members, members of the civil bureaucracy were also present at the funeral, said Qayyum, who also attended the event. The funeral prayer was led by Hafiz Abdul Rauf, with prayers offered for the safety and security of the country. He claimed that Malik, Khalid, and Mudassir, believed to be members of the JuD, served as the mosque's prayer leaders and caretakers. The bodies were later sent to their native areas for burial." (Source: May 7, 2025) It is worth noting that the airstrike on JeM headquarters, Subhan Allah Center/Mosque, Bahawalpur (Site One), conducted by Indian Armed Forces, killed at least 20 terrorists. The injured terrorists were taken to B. Victoria Hospital, in Bahawalpur, and were visited by several officers of the Pakistani establishment led by Lt. Gen. Muhammad Aqeel (XXXI Corps Commander). Yet, the Pakistani media claimed that Lt. Gen. Aqeel went to visit civilians who were hurt in the Indian missile attack. It is worth noting that, in a statement, JeM Chief, Maulana Masood Azhar, said that 10 members of his family and four close associates were also killed in the attack by India on the Subhan Allah Mosque in Bahawalpur.[6] (Source: X) (Source:

US backs Syrian plan to integrate ex-rebels

Shafaq News/ The United States has signaled conditional approval for a Syrian government plan to incorporate thousands of foreign former rebel fighters into the national army, as long as the process remains transparent, according to Reuters. The proposal involves the formation of a new unit—designated the 84th Division—within the Syrian army. Around 3,500 foreign fighters, mainly Uyghurs from China and neighboring countries, are expected to be part of the division alongside Syrian nationals. US Special Envoy to Syria Thomas Barrack, who also serves as ambassador to Turkiye, acknowledged the arrangement during a recent visit to Damascus. He emphasized that the integration could be acceptable if handled transparently, noting that many of the fighters are firmly aligned with Syria's new leadership. 'It's better to absorb them within the structure of the state than leave them outside, vulnerable to re-radicalization,' he remarked. 'The key issue is accountability.' The future of foreign combatants who had previously fought under the banner of Hayat Tahrir al-Sham (HTS) has remained one of the most contentious elements in Syria's attempts to normalize ties with the West. HTS, once affiliated with Al-Qaeda, assumed power last year following the collapse of the al-Assad government and the end of a 13-year conflict. Until recently, Washington had advocated for the removal of all foreign fighters from Syrian security institutions. However, policy shifted following President Donald Trump's tour of the Middle East last month. During his visit, Trump met transitional President Ahmed al-Sharaa in Riyadh, announcing the lifting of al-Assad-era sanctions, and appointing Barrack to oversee US policy toward Syria. Inside Syria's defense circles, officials have continued to push for Western acceptance of the plan. 'We're not asking for blind trust,' explained a senior Syrian military adviser. 'We are offering oversight, verification, and a defined chain of command to make sure this integration reduces regional instability.' The US administration and Syria's official spokesperson have not yet issued a response.
