Another Aussie council makes change to strict caravan rule: 'Huge difference'
As several councils across Australia move to limit where residents can park their caravans and trailers, and introduce red tape for landowners hosting short-stay travellers on their properties, one council has announced it's taking a decidedly different approach. It will formally allow people to park their motorhomes and tiny homes and live on private properties, in a measure aimed at offering some relief to the housing crisis.
Across Australia, several councils have recently introduced restrictions on where caravans and trailers can be parked, especially in residential areas, citing concerns about limited street parking and safety. Meanwhile a number of Queensland councils have made it harder for large land owners to accomodate farm stays for travellers in caravans.
But with a suffocating housing crisis gripping the country, the Shire of Manjimup, in Western Australia's southwest and taken the complete opposite tack.
Speaking to Yahoo News, Shire President Donelle Buegge said the council had adopted a policy that allows people to apply to live in caravans or tiny homes on wheels on private land for up to two years, offering a rare show of housing flexibility from local lawmakers.
Back in August, the WA government announced reforms to the Caravan Parks and Camping Grounds Regulations Act, which came into effect in September. The changes allowed local governments to approve the use of caravans or tiny homes on wheels as temporary accommodation on private land for up to two years, with the possibility of renewal – something the council is now embracing.
On Tuesday, the Shire of Manjimup voted to enact the policy and to allow council greater discretion to approve applications from those who are ageing in place, or facing other personal circumstances that require temporary accommodation.
"The state government was very broad with what we could do, this now gives us the policies, it gives our officers clear guidelines," Buegge told Yahoo.
"People can stay in tiny homes on wheels and caravans for up to two years as long as they meet health and safety requirements. As long as they have water, a place for waste to go, and things like that.
Buegge said the region is under increasing strain from a "huge housing shortage," with the rental market unable to keep up with demand.
"Every house that becomes available for rent is getting 30 to 35 applications. And we're not alone in this— it's happening everywhere," she said. "But we don't have a short-term fix. I know of around 37 kids who are couch surfing right now because they can't stay at home while finishing school. Even just a small sense of stability can make a huge difference."
Buegge said the new policy could provide that difference. "This gives people a little bit of leeway, a little bit of security while we continue to work towards longer-term solutions. Having your own space, even temporarily, can do so much for someone's self-confidence and sense of safety."
She also acknowledged that she believes many people had already been living this way.
"I think it's already happening — people just don't talk about it because they're worried they'll be told to move on. This policy removes that fear and legitimises what, for some, is the only option," she said. "If something this small can make life a bit easier for someone, then I think it's the least we can do."
It comes as Lockyer Valley Regional Council, 90km west of Brisbane, announced last week residential use of caravans will now be permitted for up to six months in a 12-month period if the person is parked on a family or friend's property.
The change in that local government area means the landowner and the caravan occupant will not require council approval and this arrangement has been locked in until the end of 2027.
"While the state and federal governments carry the responsibility for meeting housing demand, allowing for the temporary use of caravans is a practical step local governments can take," Cheryl Steinhardt, Lockyer Council's Regulatory Services Councillor said.
"Not only does it benefit people waiting for a rental to become available or for a property to settle, it also supports people doing it tough."

Shocking camping price rise sparks new petition: '$679 a week'
An eye-opening example of the proposed new camping fees in NSW national parks shows how Aussie families will be expected to fork out almost $700 for a week-long camping trip during the school holidays. The shocking increase has experts fearing it will bring family traditions to an end, and rule out camping as the cheap holiday option that it once was. Adventurer and filmmaker Mike Atkinson, also known as Outback Mike, explained in a video to his followers that under the proposed changes, a campsite in high season would cost $679 per week. Comparatively, he found a three-bedroom house for rent just outside the national park that is listed at $600 a week. 'The main reason I was making that comparison is that someone is renting out this house and making a profit with all of the infrastructure and building that's gone into a house, and all National Parks has done is clear a patch of ground and put some dunnies and some facilities nearby,' Mike told Yahoo News. He also counted 89 campsites on the map, and concluded that a fully booked campsite would create more than $55,000 in revenue in just one week. Mike believes if the changes go through, there's no going back. 'It's never going to get cheaper after this,' he said. 'It'll block a whole bunch of people out that just will never be able to afford it. And it will also just discourage young people. Basically anyone who's not middle class with spare cash will really struggle to camp, so it'll just be a trend that less people camp, and it's for rich people or middle class. It'd be devastating, really, for a lot of people. 'It'll affect your kids your grandkids and everything. So it's really important.' The proposal will categorise all campsites into six tiers based on the facilities available, with each tier being more expensive. A simple clearing with no facilities will remain free, while campgrounds from tier 2 to tier 5 (which make up 85 per cent of sites) will range from $22 per night in high season for the most basic campground to $65 for sites that have water and access to a flushable toilet. The top campsites, tier 6, which have hot showers and BBQ facilities, will cost $89 per night. Campsite charges would also be linked to the consumer price index, meaning they'll increase annually. Seasonal pricing will also apply, with higher rates during peak periods and cheaper fees in the off-season. It would mark the first major fee update since 2017. Last week, the chance for residents to have their say about the controversial changes came to an end, with more than 23,000 submissions made. While it has caught the attention of politicians, Mike feels like it's still not enough and has now launched a new ePetition that residents of NSW can sign to keep momentum going. In the petition, Mike is pushing to keep camping affordable for all Australians and calls for three key changes: The NSW Government should fund national parks adequately instead of relying on camper fees Booking systems for campgrounds that did not have one prior to Covid should be removed An increase in the number of campsites commensurate with park visitation Once an ePetition has more than 20,000 signatures, it must be mentioned in Parliament. Mike is hoping for as many as possible, and said he would be thrilled to see 100,000 signatures. The motion is being backed by Nationals MP Scott Barrett, who said it is essential that national parks are 'accessible to as many people as possible'. 'They're everyone's assets, not just the top echelon,' he told Yahoo News. 'Everyone should be able to get into a national park, stay there the night, light a fire, roll out a swag and enjoy some of the best country that this state has to offer.' Mr Barrett recently spent six months with his family travelling around Australia with camper trailer where he stayed in national parks, and says this fight 'is personal'. 'We should be encouraging people to get out into these areas, not making it out of reach of a lot of people,' he said. Aussie renter's 250 million-year-old discovery in inner-city backyard
An Aussie woman has made an astonishing ancient discovery in the backyard of her inner-city rental home. During one particularly rainy day earlier this month, the Sydney renter noticed an 'unusual' pattern emerge on a large, heavy rock propped up in her garden. 'It was quite dirty so it wasn't until it washed off a bit that I went 'oh, it's got something on it',' the woman, who wished to remain anonymous, told Yahoo News. The clusters of fine lines seen on the stone were created by 'a group of animals known as Bryozoa, which are simple aquatic invertebrates that we still have today', she explained. 'This one in particular is called Fenestella. It's from the mid-Permian, so before the dinosaurs, at around 272 to 259 million years old!' Hurst, from Macquarie University, told Yahoo the fossil is likely from the Fenestella Shale Member exposed at Mulbring Quarry in the Hunter Valley. 'So not originally from Sydney or the cellar of the property, but slightly further afield,' she said. 'It's a beautiful specimen, and quite a common find from that area.' While they are found around the world, in Australia fossilised Fenestella is primarily seen in the Sydney Basin and the NSW's South Coast. Major change on Aussie roads to combat ongoing crisis: 'About time'
Across the country's most populous state, koalas are under enormous threat. Classified as endangered, local populations have drastically reduced by up to 60 per cent in the last 25 years. The 2019–2020 Black Summer bushfires alone resulted in the death of an estimated 6,382 koalas across NSW. Other factors, such as deforestation and collisions with cars, also continue to impact their numbers. In response, the state government has unveiled a new device designed to help koalas — and hopefully other animals — safely leave dangerous road corridors and return to their natural habitats. In a NSW-first, Transport for NSW (TfNSW) has now installed eight Fauna Escape Hatches along sections of the Hume Highway, including at Wilton, Nepean Bridge and Moolgun Creek Bridge. These locations were chosen because they already feature koala exclusion fencing and are supported by timber pole structures. The hatches form part of a broader, layered approach to wildlife protection, which also includes dedicated crossing points and fencing to keep animals off the roads. TfNSW plans to expand the use of these hatches to other high-priority koala habitats, including Deadmans Creek on Heathcote Road and Appin Road in southwest Sydney and eventually, further across the state. Speaking to Yahoo News, a TfNSW spokesperson said it is determining where the devices might be of most benefit. "We are examining how fauna escape hatches can be applied in other areas where there is high koala activity," they said. They will form part of several initiatives, including koala protection fencing, koala poles, three koala underpasses and signs to increase driver awareness." The one-way design includes angled aluminium or stainless-steel prongs that allow koalas to push through from one side but prevent them from re-entering the roadway. This aligns with koalas' instinctive behaviour to push under obstacles rather than climb over them. The hatch works best when installed alongside koala exclusion fencing, where it adds an extra layer of protection and can be retrofitted to existing infrastructure. Its primary aim is to reduce the risk of collisions between vehicles and wildlife, ultimately improving safety for both koalas and motorists. Originally developed by Endeavour Veterinary Ecology, the Fauna Escape Hatch underwent a 12-month field trial beginning in 2023 in Toorbul, Queensland.
