INDIA bloc may knock door of judiciary against Special Intensive Revision drive: Digvijaya Singh
Senior Congress leader Digvijaya Singh on Sunday (June 29, 2025) said all constituents of the INDIA bloc may knock on the door of the judiciary against the ongoing Special Intensive Revision (SIR) of the electoral roll in Bihar if the Election Commission does not accept opposition parties' objections about the drive.
Mr. Singh accused the NDA government at the Centre of trying to erase the names of poor and marginalised voters from the electoral rolls through SIR ahead of the assembly polls in the state.

"The SIR drive of the EC is a deliberate attempt to disenfranchise poor, tribal, young, flood-affected, and migrant voters in the upcoming Bihar Assembly elections. All constituents of the INDIA bloc may knock on the door of the judiciary against the ongoing SIR of the electoral roll in Bihar if the EC does not accept the opposition's objections about the drive.
"I met RJD supremo Lalu Prasad ji in Patna on Saturday (June 28, 2025) and requested him to speak to our party president Mallikarjun Kharge over the issue," Mr. Singh told reporters in Patna.
Is it possible to conduct house-to-house verification of around eight crore voters within 25 days by the ECI in Bihar, he asked.
"I once again repeat that the drive is an attempt to snatch the voting rights of people of Bihar in big numbers, especially poor, farmers, labourers, socially marginalised and oppressed classes by making them ineligible to vote. It will be a sheer injustice to the majority of the voters of Bihar. This will adversely affect BJP also," he said.
'The SIR drive has been launched just a few months before the state polls,' he said, adding, 'The EC should have taken the opinion of all political parties before launching this drive.'
Criticising the NDA government in the state, Mr. Singh said, "The state of education is in a very pathetic condition in Bihar. The NDA government has ruined the education system in Bihar…the state has the worst dropout rates in the country. A large number of government schools in the state are running without electricity, teachers, computers, or libraries."
He alleged that around 2,637 government schools in the state operate with only one teacher, while 2.91 lakh students are enrolled in these schools and 117 schools have no students at all, yet 544 teachers are still posted there.
"Bihar has the lowest number of higher educational institutions per lakh population in the country. According to data provided by the authorities concerned, there are just 37 universities, 1,092 colleges, and 315 standalone institutes, totaling 1,387 institutions. That means the state has only seven colleges per lakh population, compared to the national average of 30 — the lowest in India," he claimed.
Under the NDA rule, there is a massive racket of scams in recruitment and competitive exams in Bihar. "Over the past seven years, more than 10 major exam paper leaks took place in the state, that includes NEET paper leak case and BPSC teacher recruitment scam," he said.

Lokesh asserted that the previous ruling party's arrogance was the sole reason for their decline from 151 seats to just 11. He urged all party members to remember this lesson. He advised party members to operate 'as if we are in Opposition, even while in power.' This approach, he explained, involved actively addressing public issues. The TDP national general secretary appealed to everyone not to forget the hardworking cadre who had faced harassment, false cases, and even imprisonment during the previous regime. He mentioned the appointment of observers to ensure the party cadre are not overlooked, while being fully utilised. Describing the party office as a 'sacred temple,' Lokesh stressed the need to build party offices in every district and constituency. He called for fostering a spirit of competition among party members, noting that Minister Nimmala Ramanaidu had topped the list for organisational building in his constituency, while Mangalagiri stood fifth. Lokesh concluded by observing 'party is supreme' and that continuous victory, as seen in Kuppam due to robust organisational structure, was achievable with focused efforts on party organisation. He mentioned that 90 per cent of KSS (Karyakartha Sadhikaratha Sarathi) registrations, along with 82 per cent of booths, 80 per cent of units, and 80 per cent of clusters, had been completed. 'Bihar elections will be announced in two months…why is the EC (Election Commission) rushing into this exercise? Have stakeholders been consulted? Is this an attempt to disenfranchise some voters?" RJD MP Manoj Jha asked during a conversation with News18. West Bengal Chief Minister Mamata Banerjee said: 'There is a lot of scam in this. This is dangerous, I am requesting all political parties to oppose this." WHY SIR NOW? They added: 'Before every election, revision of electoral roll is mandatory as per section 21(2)(a) of the RP Act, 1950, and Rule 25 of the Registration of Elector Rules, 1961." Officials further said the SIR is meant to ensure faith of people in the democratic process and institution is not eroded. 'An attempt is being made to create a perception that elections are being stolen. This is dangerous for democracy. We have to ensure people's faith in elections and democracy," they said. EC ACTION SANCTIONED BY CONSTITUTION Strongly rejecting the opposition's criticism, the EC said it will strictly implement Article 326 of the Constitution, which is the answer to all those questioning the SIR. 'A single answer to all those questioning SIR is Article 326. The EC will strictly implement Article 326 during SIR. Political parties and other persons are also supposed to follow Article 326 in letter and spirit. The EC has made its stand clear, the SIR is in line with Article 326. Anyone opposing it is also opposing Article 326 and should, therefore, clear their stand," the officials said. Article 326 deals with qualifications that any resident must have in order to be allowed to vote in india. It makes 18 years of age and citizenship compulsory. It states: 'The elections to the House of the People and to the Legislative Assembly of every State shall be on the basis of adult suffrage; that is to say, every person who is a citizen of India and who is not less than eighteen years of age on such date as may be fixed in that behalf by or under any law made by the appropriate Legislature and is not otherwise disqualified under this Constitution or any law made by the appropriate Legislature on the ground of non-residence, unsoundness of mind, crime or corrupt or illegal practice, shall be entitled to be registered as a voter at any such election." UP TO 10% VOTERS COULD BE INELIGIBLE Sources in the EC said they suspect that close to 10 per cent of people included in Bihar's voter list may not be ordinary residents of that constituency or the state. This is based on the ground reality of migration from Bihar to other states. 'The law does not allow you to continue to vote in a constituency while you reside in another state. Some voters have dual voter cards in their Bihar address and also their place of work in Delhi, Mumbai or other parts of the country. Buddha Dariya pollution: PAC files plea against PPCB & CETP directors in NGT
Ludhiana: The Public Action Committee (PAC) filed a contempt petition against the concerned PPCB officials and directors of the Bahadur Ke Road Common Effluent Treatment Plant for intentionally violating National Green Tribunal (NGT) orders on effluent discharge into Buddha Dariya. The original petition was filed against three CETPs: Bahadur K Road, Tajpur Road, and Focal Point. However, PAC members have now filed a contempt petition against Bahadur Ke Road CETP members because it received a separate environment compensation in 2014, which mandated Zero Liquid Discharge (ZLD) — a condition it consistently failed to meet. All three CETPs were funded by central and state govts yet failed to honour mandatory conditions due to the active connivance of PPCB officials. PAC members Jaskirat Singh and Kapil Arora shared that Ludhiana's dyeing industry clusters have been illegally discharging effluent into Buddha Dariya for decades. After sustained citizen efforts, three CETPs were constructed, but PPCB failed to place their Environmental Clearance (EC) documents in the public domain. It also allowed three unauthorized outlets to discharge into the waterbody. They also pointed out that the state govt has repeatedly changed its lawyers before the Tribunal to stall proceedings and protect violators. PAC members Kuldeep Singh Khaira and Preet Dhanoa said that despite the NGT's clear orders in November 2024, the PPCB and state govt misread the directions and permitted continued effluent discharge into Buddha Dariya. This amounts to contempt of court and reflects how public health has been sidelined in favour of polluters. Dr Amandeep Singh Bains and Gurpreet Singh said that the NGT reiterated that EC conditions are binding and ruled that no coercive action would be taken against the CETP only if it fully complied with environmental norms. It further clarified that violating the zero discharge condition amounts to non-compliance with the law. They shared that despite these clear directions, PPCB officials continued to allow the illegal discharge of toxic waste into Buddha Dariya. They alleged that even after giving official undertakings, the state govt has not submitted a compliance report to the NGT, while pollution continues unchecked under official protection. The members claimed that it is on these grounds that they filed this contempt petition under the NGT Act, which allows for up to ₹10 crore in fines or three years' imprisonment, or both. PAC called on the Chief Minister of Punjab to break official silence, stop shielding violators, and take meaningful action to restore public faith in governance and environmental justice. However, when contacted, the PPCB Chief Engineer RK Ratra said, "The matter is pending in the tribunal, so it is difficult to comment on the same, and moreover, I am unaware of any such contempt petition. I can only comment after verifying things." April 2024 - NGT took suo moto notice of media reports about Buddha Dariya pollution and failure of samples collected from the drain. August 2024 - A team from the Central Pollution Control Board conducted an inspection, and as per the environment clearance granted to the CETPs, the treated water shall not be discharged into Buddha Nullah, so it ordered PPCB to take appropriate action. September 2024 - PPCB issued orders to CETPs to close their outlets, but when they did not follow the directions, PPCB also filed three criminal cases against directors of three CETPs at a local court. November 2024 - NGT issued orders to CETPs to comply with EC conditions. December 2024 - Kale Pani Morcha activists staged a massive protest at Ferozepur Road. December 2024 - NGT clarified its own orders that it is not a blanket stay and compliance with EC is a must. After that, multiple orders were issued, but no action was taken by the govt or CETPs; therefore, now contempt is filed.
