S'porean nabbed for being part of illegal vape network

A 37-YEAR-OLD Singaporean man was part of a group arrested in Bangkok for selling drug-laced electronic cigarettes, amassing nearly 16 million baht (RM2.04mil) in suspected ill-gotten gains, said the police in Thailand.
The man, identified by the police as Neo Ming Loon, was among six suspects arrested on April 30.
Evidence, including vaping equipment and cash, was also seized in two raids – one at a house in the Bangkok subdistrict of Din Daeng, the other at an apartment in the Pathum Thani province north of the Thai capital.
The Royal Thai Police's Central Investigation Bureau (CIB) said in a statement on May 2 that they had received a report about smuggled e-cigarettes or vapes that were mixed with narcotics like ketamine and hawked as 'Kpods' to tourists.
Suspicions were partially confirmed when an undercover officer managed to purchase a vape from one of the suspects described as a low-level dealer at around 2,500 baht (RM318), said the police.
Investigations found that etomidate, a substance commonly used as a medical anaesthetic, and not ketamine, had been mixed into the vape pods.
The vapes, also known as 'zombie cigarettes', act as depressants on the nervous system and can cause unconsciousness, heart failure and even death if inhaled in large quantities, said the CIB.
Neo and two other Thai nationals – Phanuwat Eiatthongdam and Siwaporn Paiplod – were found to be supplying the vapes to the low-level dealers.
Police said one of the dealers, who also acted as a middleman, Thai national Nattapol Boontham, was estimated to have earned more than 25 million baht (RM3.18mil) from vape sales within the past year.
According to the police, customers would contact Nattapol to buy the vapes he obtained from Neo, a friend he met at an entertainment venue.
Further investigations led to suspicions of Neo, Phanuwat and Siwaporn being also guilty of money laundering.
Neo was discovered to be using Phanuwat's bank account for transactions linked to buying and selling the vaping products.
Other bank passbooks and cards were found with Siwaporn, with about 15.8 million baht (RM2.03mil) of suspected vaping proceeds found across six bank accounts, police said.
Neo was also charged with entering Thailand illegally.
Like in Singapore, vaping is banned in Thailand. Selling or producing e-cigarettes, Kpods or refill fluids is also a violation of the Consumer Protection Act.
In February, Thai Prime Minister Paetongtarn Shinawatra launched a multi-agency crackdown on vapes that were illegally imported and sold in the kingdom. — The Straits Times/ANN

Kulai District Police Chief Assistant Commissioner Tan Seng Lee said the accident occurred at 9:45 AM when the cyclist, who was riding with three others, hit a pothole and fell onto the road. 'A 41-year-old local trailer driver travelling to Singapore to deliver stones could not avoid the fallen cyclist in time,' Tan said in a statement. The cyclist suffered severe head injuries and was pronounced dead at the scene. The trailer driver was uninjured. Investigation Underway, Videos Surface Online The victim's body has been taken to Temenggong Seri Maharaja Tun Ibrahim Hospital for autopsy. Police are investigating the case under Section 41(1) of the Road Transport Act 1987. Two videos of the incident have circulated online – one, recorded by the trailer driver, shows the cyclist trapped under his vehicle, and another, by a passing truck driver, who commented on the heavy peak-hour traffic in the area. Nevertheless, this statement should be treated as public opinion rather than a definitive legal fact, as traffic law and liability issues require Legal Questions Surround Cyclist Rights It is also argued that the driver can't be charged because this was an accident caused by road damage rather than driver negligence. KANGAR: Belacan, chocolate bars and keropok lekor — these familiar favourites turned out to be a cover for a pungent plot here. The drugs, valued at RM9,238, were found in the possession of a 21-year-old Thai national who was arrested while attempting to board the Electric Train Service (ETS) heading south from Bukit Keteri Railway Station. Perlis police chief Datuk Muhammad Abdul Halim said the incident took place at Bukit Keteri railway station after police received information regarding a Thai man carrying cannabis who was planning to board the ETS. "Based on the information received, our personnel from the Narcotics Criminal Investigation Department (NCID) of the Perlis police contingent headquarters went to the station and successfully identified the 21-year-old suspect. "The man was believed to be waiting for the ETS heading south, and upon inspecting the backpack he was carrying, we found 27 plastic packets containing green plant material suspected to be cannabis, weighing 2.98 kilogrammes and valued at RM9,238," he said. Muhammad said preliminary investigations revealed the suspect was paid more than RM1,000 by the syndicate to deliver the cannabis via the ETS. "The cannabis was shaped and packaged to resemble shrimp paste, chocolate bars, and raw 'keropok lekor' in an attempt to fool the authorities during inspections. "The supply is believed to have been sourced from a neighbouring country, with Perlis used as a transit point before being distributed or sold in southern states. "The suspect's modus operandi involved delivering drug supplies from Thailand into the country on demand, for a fee of RM1,500," he said. Following this, police arrested another suspect, a 25-year-old local man in Alor Setar, who is also believed to be involved in the drug distribution syndicate. "Initial drug screening on the main suspect found him positive for methamphetamine. A background check revealed he has four prior criminal records related to drug offences. "The total amount of drugs seized in this case could serve approximately 29,870 drug addicts," he said. Muhammad said the case is being investigated under Section 39B of the Dangerous Drugs Act 1952. The suspect has been remanded for seven days until this Thursday to assist with investigations.

KOTA BHARU, June 16 (Bernama) -- The Kelantan Customs Department seized over 14 kilogrammes (kg) of ganja flowers, estimated to be worth RM1.43 million, at Gate 1 of the Duty Free Zone in Rantau Panjang on May 27. Its director, Wan Jamal Abdul Salam Wan Long said the seizure was made after the Rantau Panjang East Zone Narcotics Unit inspected a bag left in the said area and found 10 transparent plastic packets of ganja flowers. He said his department also conducted a check on a Thai man at the same location and found in his bag 15 transparent plastic packets of suspected ganja buds, the potent flowering tops of the cannabis plant.
