NATO hails Strong Cooperation with Iraq

NATO Secretary General Mark Rutte has visited Iraq, accompanied by Supreme Allied Commander Europe (SACEUR), U.S. Army General Christopher G. Cavoli.
During his visit, he met with President Dr. Abdul Latif Rashid, Prime Minister Mohammed Shia' Al-Sudani, and other senior officials to discuss NATO Mission Iraq (NMI), NATO-Iraq cooperation, and regional security.
Rutte commended the progress made through NATO's non-combat advisory and capacity-building mission, established in 2018 to support Iraqi security institutions. He emphasised NATO's commitment to evolving its support in alignment with Iraq's sovereignty and long-term stability goals.
The delegation also met with NMI Commander Lieutenant General Lucas Schreurs and NATO personnel in Baghdad. Iraqi authorities have prioritised cooperation with NMI in areas such as security education, logistics, cyber defence, and governance reform.

NATO Secretary General, Mark Rutte, visited Iraq on 4-5 February 2025, together with Supreme Allied Commander Europe (SACEUR), U.S. Army General Christopher G. Cavoli. During his trip, he met with the President, Dr. Abdul Latif Rashid, the Prime Minister, Mohammed Shia' Al-Sudani, and other high level officials of the Iraqi government, with whom he exchanged views on a range of topics, including the role of NATO Mission Iraq (NMI), the NATO-Iraq partnership, and the security situation in the region. He also met with the NMI Commander, Lieutenant General Lucas Schreurs, other NMI personnel and the NATO diplomatic community in Baghdad.
"Since 2018, through its advising and capacity-building efforts, NATO Mission Iraq has contributed to make Iraqi security forces, institutions and structures more effective, inclusive and sustainable for the long term. I congratulate our Iraqi partners and NMI's leadership and personnel for the excellent level of cooperation developed, in several domains, including security education, logistics, cyber defence, and good governance," the Secretary General said. "Together we have achieved a lot through our NATO-Iraq partnership. Upon request from the Iraqi authorities and in full respect of Iraq's sovereignty and territorial integrity, we are evolving the scope of our activities, in support to Iraq's ongoing efforts towards lasting security and stability for all of its citizens," he added.
At the NATO Summit in Brussels in July 2018, Allied leaders launched NATO Mission Iraq, following a request and upon invitation from the Government of Iraq. The mission was established in Baghdad in October 2018. Its current commander is Lieutenant General Lucas Schreurs, from the Netherlands.
NATO Mission Iraq is a non-combat advisory and capacity-building mission that assists Iraq in building more sustainable, transparent, inclusive and effective security institutions and forces, so that they themselves are able to stabilise their country, fight terrorism, and prevent the return of ISIS/Daesh. To achieve this, NATO advises relevant Iraqi defence and security officials in the Ministry of Defence, Office of the National Security Advisor, Prime Minister's National Operations Centre, and the Federal Police Command within the Iraqi Ministry of Interior. The mission also advises Iraq's professional military education institutions in the greater Baghdad area. Iraqi authorities have identified a number of primary objectives for cooperation with NMI. These include security education, logistics, cyber defence, and good governance.

Critical reforms including adoption of revised primary aviation law and strengthening of safety oversight systems remain incomplete without verifiable outcomes, according to the assessment. The planned Union on-site assessment visit scheduled for September 2025 has been deemed premature given the need for further demonstrable progress across core aviation safety oversight areas. Under current arrangements, EU member states must continue prioritising ramp inspections of all Iraqi-certified carriers to verify compliance with international safety standards. The Commission stated it would take further action if safety information reveals imminent risks from non-compliance with international standards. Iraq's Minister of Labour and Social Affairs, Mr Ahmed Al-Asadi, has confirmed his country's readiness to provide all possible facilitation for Lebanese workers in Iraq, provided that they comply with legal procedures designed to ensure their rights and protection. The remarks were made during a meeting with Lebanon's Minister of Labour, Dr Mohammad Bahjat Haidar, on the sidelines of the 113th session of the International Labour Conference in Geneva. The two ministers discussed ways to enhance bilateral cooperation, particularly in investment and encouraging Lebanese business owners to return to invest in Lebanon. Mr Al-Asadi acknowledged the impact of Lebanon's economic crisis on capital flows, especially in light of past failures in the banking sector. However, he affirmed Iraq's commitment to supporting Lebanon's economic recovery by encouraging Iraqi investors to explore opportunities there. He described investment as fundamental to national development, noting that Iraq has seen significant investment-driven growth over the past two to three years. On the subject of foreign and Arab workers in Iraq, Al-Asadi highlighted concerns about the large number of workers entering the country illegally. He stated that Iraq's Council of Ministers has issued a decision to regularise the status of such workers, enabling them to obtain residency and register with the Ministry of Labour. This step ensures their eligibility for legal wages, social security registration, and broader labour rights. Shafaq News/ On Monday, Iraq's Popular Mobilization Forces (PMF) confirmed the arrest of several members accused of using the group's name to coerce citizens into surrendering their electoral cards. The Security and Discipline Directorate within the PMF launched intensified inspections after receiving complaints of election-related violations involving affiliated personnel. 'Following thorough monitoring and verification, several suspects were detained and referred for investigation,' the directorate stated, adding that inspection campaigns are ongoing to preserve the integrity of the force. The PMF, formed in 2014 to fight ISIS and now officially integrated into Iraq's security apparatus, includes factions with political affiliations—raising concerns over their conduct during the upcoming provincial elections. Under Iraqi law, manipulating or confiscating voter cards constitutes a criminal offense that may lead to fines, disqualification, or imprisonment. The PMF urged citizens to report similar incidents directly to its oversight directorate.
