Perth Amboy, Kushner Companies to finalize agreement for 602 waterfront apartments

PERTH AMBOY - The city is again looking to move forward with Kushner Companies' $200 million plan to build 602 apartments along the city's waterfront and receive a long-term tax break.
The City Council has introduced an ordinance approving the tax break and a financial agreement with Perth A Urban Renewal LLC to redevelop the properties along Front, Commerce, Rector, Broad, High and Fayette streets.
A public hearing and final adoption of the ordinance is scheduled for the City Council's Feb. 12 meeting.
The ordinance comes just five months after the Council tabled a similar ordinance in part because of residents' concerns about whether the former Perth Amboy Police Headquarters and First Aid Squad building, along High and Fayette streets, could be preserved and reused, rather than demolished.
In tabling the ordinance, city officials planned to renegotiate the terms, but a city notice gives no indication whether the historic structure will be saved.
A city spokesperson has not yet responded to a request for comment about those sites.
Perth A Urban Renewal LLC is an affiliate of Landings, which in 2000 reached a redevelopment agreement with the Perth Amboy Redevelopment Agency and Charles Kushner of Kushner Companies, as the redeveloper for the Landings at Harborside.
Kushner has been nominated by President Donald Trump to serve as the United States ambassador to France.

Kushner Companies has two condominium buildings in Perth Amboy − Bayview, at 368 Rector St., and the Admiral at 358 Rector St. They are part of the planned $600 million Landings at Harborside complex.
In 2017 a confidential settlement was reached between Kushner Companies and 32 condo owners in the Landings at Harborside community after the residents filed a consumer fraud lawsuit alleging construction issues such as water infiltration and insufficient parking. Kushner Companies then suspended all construction of the Landings, but maintained ownership of the property.
Perth A Urban Renewal LLC is now looking to finance, design and construct 602 residential apartments in five, five-story buildings with 909 parking spaces.
The project is scheduled to be built in three phases, according to a public notice.

The plan also authorizes the city to grant a tax exemption and a Payment in Lieu of Taxes (PILOT), in accordance with the provision of the Long Term Tax Exemption Law.
Upon completion and stabilization of the project, the municipal share of the annual service charge is projected to be about $1.2 million, and the total municipal share of annual service charges is projected to be about $64 million over the term of the tax exemption.
The project is expected to produce about 600 temporary construction jobs with wages estimated at about $44 million.
The project will also require more than $12.5 million in infrastructure improvements, including the construction of a waterfront bulkhead and esplanade, streetscaping, and utility infrastructure improvements as well as about $2 million in environmental contamination/remediation costs.

Jun. 7—The Lodi City Council approved the 2025-26 budget on Wednesday, and staff said the $291 million spending plan reflects an 8.35% increase over last year. The increase was primarily driven by rising staff costs, supplies and materials, staff said. Despite a slowing economy, general fund revenues are expected to see a modest 4.1% increase. "Our budget and finance team has done a great job managing our resources," Mayor Cameron Bregman said. "Because of smart planning and solid reserves, we're in a good spot to handle an uncertain economy without cutting essential services. We'll keep focusing on what matters most — supporting public safety, growing our local economy, and taking care of our proud community." The projected increase in revenues comes from recently approved Parks, Recreation and Cultural Services facility rental rate hikes, as well as an anticipated $560,000 in annual rental income from a new power plant on the south west side of Lodi Lake and $1.7 million of interest income. Reserves will continue to support park improvements, information technology upgrades and vehicle and equipment replacements, staff said. The budget also includes investments in capital infrastructure, deferred maintenance and addressing the city's underfunded pension liabilities. For example, $16.9 million has been allocated to infrastructure projects that include water main rehabilitation, signal improvements at the Ham Lane and Turner Road intersection, security cameras at city parks, the Ham Lane widening project, and transit facility repairs and upgrades. "Operating within a constrained fiscal environment, particularly within the general fund, required deliberate reflection and thoughtful choices to ensure a balanced and responsive plan to sustain our core services," Acting City Manager James Lindsay said. "To align our resources with current market conditions, we implemented a series of mitigations totaling $7.4 million to balance revenue assumptions and expenses." In addition, the budget includes allocating $2.23 million from existing reserves to cover worker's compensation, general liability, and property liability coverage; cutting a proposed $154,000 increase in the Lodi Police Department's part-time budget for pay raises to retired annuitants; reducing department budget requests by about $952,000; and eliminating a proposed $2 million budget for a new facility internal service fund. The 2025-26 draft budget is available online at and the adopted budget book will be available in the coming weeks after approved updates have been completed.

Local officials are looking into the possibility of the county creating a Cooke County elections administrator position. At Tuesday evening's meeting, the city council approved advocating for a county position that would help local elections run smoothly. 'The city of Gainesville currently conducts its own municipal elections,' said City Secretary Diana Alcalá. 'While this gives us direct control over the process, it also requires a significant investment of staff, time, coordination and resources.' In recent years, the city has partnered with other entities in joint elections, including Gainesville Independent School District, North Central Texas College and Cooke County. While this helps save on costs, improves voter access and utilizes polling places more efficiently, it also creates coordination issues, spreading workers thin. 'Establishing a county elections administrator position is not just about shifting responsibilities,' said Alcalá. 'It's about strengthening the way elections are managed throughout Cooke County, including right here in Gainesville.' According to Alcalá, having a designated elections administrator would help ensure consistency and compliance with election code, and create a more consistent and clear process for voters. 'I regularly have voters show up to the tag office when I have an election at the Civic Center, and the same thing happens when the county election voters mistakenly come to our polling places,' said Alcalá. 'Each entity still has unique rules depending on its type and population, and coordinating that is not a small task.' Alcalá also mentioned that Cooke County Clerk Pam Harrison is looking to retire in the next few years, and having an elections administrator before that happens would help ease that transition, as Harrison does a lot in organizing local elections. The resolution passed by the city council simply voices its support for creating the position, and does not change the city's election authority.

In Morro Bay, the decision to fly — or not fly — the Pride flag is political

June is Pride Month, a time when we dust off our rainbow flags and don our regalia in celebration of decades of triumph over adversity. We commune with our siblings and allies to mark progress and honor those who came before us in brave elegance and hearty aspiration. There are moments of great joy and celebration, but also times of marked solemnity. Pride is a time of family and remembrance, but also a time to regroup and map the work that still needs to be done. When news broke that Morro Bay planned its final Pride flag raising, we shared a message on our business website encouraging folks to attend the proclamation earlier this week. Almost immediately, someone left a crude and loathsome response. Over the past calendar year in San Luis Obispo County, we have witnessed an alleged anti-LGBTQ+ hate crime death, along with several assaults and acts of vandalism rooted in queer hate. In the Southern U.S., we've heard preachers openly calling for the execution of LGBTQ+ individuals. And now, the current president has re-centered focus on making LGBTQ+ people once again targets of scorn and contempt. This is the backdrop that makes it clear: The decision to rescind Morro Bay's Pride flag ordinance did not happen in a vacuum. When City Councilmember Jeff Eckles publicly called for the removal of the ordinance that allows the Pride flag to fly, he offered scant and misleading justifications. Those justifications rang hollow as speaker after speaker faced the dais and systematically dismantled every point. Attempting to persuade the audience that his actions were rooted in the rosy ideal of 'neutrality,' the council member's words failed to resonate with the packed room of LGBTQ+ individuals and allies. It was a shameful insult to recast the rainbow Pride flag — a symbol that has stood for inclusion, affirmation and acceptance for nearly 50 years — as something divisive or exclusionary. Calling it a step toward 'tribalism' is disingenuous at best. It is intellectually dishonest to argue that allowing three council members to decide whether a symbol of unity and inclusion may fly is somehow a 'gross overreach of government.' If so, wouldn't removing it by that same process also constitute overreach? What is the point of representative government if not to represent all the people? While cities across the state and country are expanding Pride visibility, how is it that our small town of 10,000 cannot find the courage to take a principled stand in support of roughly 10% of its population? The Pride flag pushes back against the long history of violence, exclusion and discrimination that LGBTQ+ people have endured — and still endure. The claim that this decision affects all commemorative flags, not just the Pride flag, falls apart under scrutiny. No other flag has been requested to fly. And we've heard the same tired false dilemmas: 'What if someone wants to fly the Nazi or Confederate flag?' Well, there is a process, and the council votes on each request. If the council cannot distinguish between a flag that honors inclusion and one that glorifies violence and genocide, we have a much deeper problem than flag policy. We are not asking for rainbow crosswalks or high-dollar lighting displays. We are simply asking that the Pride flag continue to fly for one month out of the year to show that our town supports and represents all of its residents and visitors. The council has now rescinded the ordinance and chosen to limit flags to the Morro Bay flag, the state flag and the American flag. Some who spoke in favor of the decision said they wanted to return to 'unity under the American flag.' But here is the rub: the Stars and Stripes have not always symbolized unity. For many, they have represented prejudice, bullying and violence. Now, more than ever, the U.S. flag divides in new ways. Over the past decade, it has increasingly come to represent one political party. Often, it flies alongside banners promoting a leader who has actively worked to strip away protections and freedoms from the LGBTQ+ community — freedoms that should be guaranteed under that very flag. Unity under one banner sounds like a noble idea. But until we have a shared definition of liberty and equality, the Rainbow Pride flag must continue to fly. It is not a substitute for the American flag, it is a bridge that spans the divide between our country's promises and the lived reality of many of its people. Until the Stars and Stripes can fulfill their promise for everyone, the rainbow must remain. Aimee Brantley is a resident and business owner in Morro Bay.
