Federal judge appoints remediation manager for Rikers Island cleanup

NEW YORK CITY (PIX11) – A federal judge has appointed a remediation manager to oversee the cleanup of Rikers Island. New York City has lost control of the infamous jail.
The decision was filed as part of Chief United States District Judge Laura Talor Sawins' 77-page ruling released Tuesday morning.

'The Court will appoint an independent Nunez Remediation Manager who shall report directly to this Court and be empowered to take all actions necessary to cure Defendants' contempt and support remediation of the ongoing violations of the constitutional rights of people in custody in the New York City jails. The Court expects that the Remediation Manager and the Commissioner of the Department of Correction will work as collaboratively as possible to achieve remediation of the Contempt Provisions and compliance with the Consent Judgment, including by building upon the progress that has been achieved since the current Commissioner took office.'

The jail complex, located on a hard-to-reach island in the East River, has long suffered from rampant disorder and neglect. Rates of violence, use of force, self-harm, and deaths in custody in city jails have gotten 'demonstrably worse' since the city and parties agreed in October 2015 to a settlement, consent decree, and the appointment of a federal monitor, Swain said.
In 2022, 19 people died in custody at Rikers Island. Nine more died in 2023, and at least five died in 2024.
By the end of 2024, Swain had held New York City in contempt for failing to stop violence and brutality at its jails and commented that there had been 'no substantial reduction in the risk of harm currently facing those who live and work in the Rikers Island jails.'
The U.S. Attorney's office stated that the women and men of the Southern District are prepared to collaborate with the new manager. The attorney's office also noted that Rikers fails its over 7,000 individuals in custody, as well as the correction officers, staff, and the people of New York.

Woman accused of punching 73-year-old subway rider in NYC train station
MANHATTAN, N.Y. (PIX11) — A woman is accused of attacking a 73-year-old subway rider in a Manhattan train station last month, police said. Bronx resident Marie McWilliams, 36, was arrested Tuesday and charged with assault in connection with the May 1 incident in the Fifth Avenue-53rd Street subway station in Midtown, according to the NYPD. McWilliams allegedly started yelling at the 73-year-old woman while they were on the Manhattan-bound E train before repeatedly punching the woman as she got off the train at around 4:30 p.m., authorities said. The victim was treated at the scene for minor injuries. The suspect got on a Queens-bound E train after the incident, police said. McWilliams' arraignment was pending Tuesday. The arrest was announced the same day that authorities said crime in the city's subway system has decreased, especially on trains and platforms. Transit crime is down about 5% this year. But when it comes to assaults, the primary cause is mental illness, police said. 'We have done a very good job targeting areas that we do see more prolific people who assault individuals in transit,' police said. Mayor refuses to condemn Council Member's call to deport Zohran Mamdani
NEW YORK CITY (PIX11) – Mayor Eric Adams stopped short of condemning a council member's post suggesting state Assemblymember Zohran Mamdani, a U.S. citizen who is running for mayor, be deported. Brooklyn City Council Member Vickie Paladino posted to X on Monday, calling his politics 'radical' and questioning his ability for office. More Local News 'Let's just talk about how insane it is to elect someone to any major office who hasn't even been a US citizen for ten years—much less a radical leftist who actually hates everything about the country,' Paladino wrote. 'Deport.' When asked about Paladino's remarks Tuesday, Adams suggested everyone needs to tone down their rhetoric, not just Paladino. 'I am not going to point out one specific comment… We all need to tone down our rhetoric,' Adams said. 'Everybody needs to tone down their mean-spirit, hateful language.
