Shivamogga Lok Sabha member B.Y. Raghavendra has congratulated Prime Minister Narendra Modi on 'Operation Sindoor'.
Mr. Raghavendra said following the Pahalgam terror attack, in which 26 tourists died, the PM had stated that the country would give a fitting reply to the attack. 'The 'Operation Sindoor' was launched at midnight. Nine locations where terrorists were present have been attacked. I am confident that the country and the soldiers will succeed in their efforts to eliminate terrorists,' the MP said.
Further, he said that this was not the time to talk about peace. 'There have been many terror attacks targeting India. This is not the time to chant the 'mantra of peace'. The PM has taken action, keeping the forces ready,' he added.

After his remarks on Operation Sindoor caused an uproar, Madhya Pradesh Tribal Welfare Minister Vijay Shah made his first public appearance in 17 days when he visited the family of a rape-murder victim in Khandwa. Shah was booked by the Madhya Pradesh Police last month after saying in a public meeting in Mhow on May 11 that India taught a lesson to those responsible for the Pahalgam terror attack using 'their own sister'. While he did not name anyone, it has been alleged that he was alluding to Colonel Sofiya Qureshi, who had briefed the media when Operation Sindoor was underway. The minister is now under investigation by a Supreme Court-ordered special investigation team (SIT), and had not been seen in public until May 28, when he visited the grieving family of a woman who was gangraped and murdered in Khandwa district's Khalwa region. Both the Madhya Pradesh High Court and the Supreme Court have reprimanded the minister for his statement, and Shah has apologised for the comments three times. The ruling BJP went into damage control mode, and the central leadership of the party is yet to take a call on Shah's future. While his visit to Khandwa on May 28 marks his first public outing since the backlash, he did not speak to the media. Local BJP sources said Shah spent over two hours with the victim's family and promised both financial support and systemic interventions. He reportedly handed over a Rs 60,000 cheque, committed to building a tin roof for the family's house, and promised further financial assistance, sources said. 'He also said that a young girl in the family who had dropped out of school would be re-enrolled. Monthly monitoring meetings are to be initiated in the area to track school dropouts,' a BJP leader said. The Opposition Congress had launched a sarcastic 'missing minister' campaign, plastering posters across Indore and Bhopal with his photograph and a mock reward of Rs 11,000 for anyone who could find him. During this period, Shah skipped the special Cabinet meeting in the historic Rajwada palace to commemorate regional icon, Ahilyabai Holkar, on May 20 and another special Cabinet meeting hosted in the scenic town of Pachmarhi on Tuesday, to honour tribal icon and freedom fighter, Raja Bhabhoot Singh. Shah had also skipped the 300th birth anniversary events of Ahilyabai Holkar, for which Prime Minister Narendra Modi had arrived in Bhopal on May 31. The Supreme Court has extended the operation of its interim order protecting Shah from arrest. It also closed the suo motu proceedings pending before the Madhya Pradesh High Court as it is already seized of the matter. The SIT had submitted its report to the Supreme Court, which contained investigation details like forensic evidence, and sought more time for the probe.

Niti Aayog and a deepening federalism
In the past 11 years, India has witnessed an era of cooperative and fiscal federalism. The Centre and state governments have worked together on socioeconomic transformation for the achievement of shared goals. The ideal of Team India championed by Prime Minister Narendra Modi has been the driving force behind this approach. Institutional and process reforms of unprecedented scale have brought about exceptional impact at all levels, the most significant being the rise of 25 crore citizens from multidimensional poverty. The transformation of the Planning Commission into the NITI Aayog in 2015 was an important change – it replaced a Centre-to-state one-way flow of policy with a collaborative partnership between the two. For long, knowledge resided where power was wielded. A phygital world is increasing the gap. NITI Aayog plays a vital role in bridging it. Unlike the Planning Commission, it encourages states to take ownership of their development agendas and has become a bridge between the Centre and states. The Aayog's annual Governing Council Meeting acts as the apex platform for the political leadership of the Centre and states to deliberate on issues of national importance. The annual Chief Secretaries Conference is a platform for the senior-most bureaucrats of the country to discuss challenges and share best practices. Its indices have acted as a catalyst for a competitive federal system, inspiring laggard states to improve their performance. The Aspirational Districts and Blocks Programme has been transformative in improving the quality of life of citizens from nearly 350 districts and 500 blocks. It has brought the most backward regions at par with state averages across key socio-economic parameters. The key to development for states is the availability of sufficient resources. A significant step in this direction was the decision to increase the states' share in the divisible pool of taxes from 32 per cent to 42 per cent. Recommended by the 14th Finance Commission and implemented by the Centre, this was the largest-ever change in tax devolution at one go. This was implemented in a cooperative spirit to provide autonomy to states in designing and implementing schemes. The Finance Commission's formula has been constantly evolving to address the states' fiscal autonomy and reduce inequality. Transfers to poorer states such as UP, Rajasthan and Chhattisgarh between the 11th (2004-05) and 15th Finance Commissions (2023-24) have seen substantial increases. If one looks at aggregate numbers from 2014-15 to 2024-25, states' share in central taxes increased from Rs 3.37 lakh crore to Rs 12.23 lakh crore. The GST Council has acted as a platform for fiscal federalism with decision making through consensus between the Centre and states. In actual terms, states receive around 71 per cent of the revenue from GST, while the Centre's share remains at about 29 per cent. Since the rollout of GST, the Centre has foregone 0.5-1 per cent of GDP in revenue annually to fund the 14 per cent compensation guarantee to states. About Rs 6.52 lakh crore have been provided as GST compensation to states from 2017-18 to 2024-25. The Centre's commitment to fiscal federalism has empowered states with more resources in the last decade compared to the previous decade. The ratio of gross transfers (including states' share in central taxes, grants, and loans) to GDP was 5.2 per cent in the decade preceding 2015-16, and has now increased to 6.5 per cent. During this period, grants from the Centre have increased by 234 per cent, and gross loans from the Centre have increased by a massive 992 per cent. The Union budget 2025-26 further proposed an outlay of Rs1.5 lakh crore for 50-year interest-free loans to states for capital expenditure. Even in states like Tamil Nadu and West Bengal, average central taxes and grants from the Centre as a percentage of total revenue increased from 25 per cent to 31 per cent and 49 per cent to 56 per cent, respectively, from the decade of 2004-14 to 2014-24. In absolute terms, the annual total transfer by the Centre to all states/UTs increased by Rs 14.96 lakh crore in this period. The division of subjects into the Union, State and Concurrent Lists enables efficient distribution of responsibilities to each level of the government. However, the Centre continues to contribute to subjects in the State and Concurrent Lists through the Central Sector (CS) and Centrally Sponsored Schemes (CSS). Between 2015-16 and 2023-24, CS and CSS releases registered an increase of 197 per cent. Some of the CSS have had a transformative impact. The Jal Jeevan Mission witnessed a 570 per cent resource allocation increase between 2019-20 to 2025-26 and benefitted 15.44 crore rural households with tap water connections. Between its launch in 2018-19 and 2025-26, the budget estimate for PM Jan Aarogya Yojana surged by 292 per cent. Consequently, out-of-pocket health expenditure has declined from 62.6 per cent to 39.4 per cent, with recorded savings of Rs 1.25 lakh crore during the same period. From 2020 to 2025, the allocation for PM Awas Yojana-Gramin surged by approximately 181 per cent with 2.67 crore houses already constructed by 2024. The grassroots change that these impactful schemes have brought into the lives of common citizens is evident. The Centre's commitment to cooperative federalism is equally evident as water, health and housing are all in the State List of the Constitution. The word 'federalism' is not specifically mentioned in the Constitution. Yet, it has been our guiding mantra. B R Ambedkar had said, 'Our Constitution would be both unitary as well as federal according to the requirements of time and circumstances'. The last decade has been a testimony to the power of cooperative, competitive and fiscal federalism and the positive impact it has had on the lives of 140 crore citizens. "Insulted India, armed forces...": BJP MP Sambit Patra slams Rahul Gandhi over Operation Sindoor remarks
New Delhi [India], June 4 (ANI): Bharatiya Janata Party (BJP) MP Sambit Patra launched a sharp attack on Congress MP and Leader of Opposition (LoP) Rahul Gandhi for his remarks on India's retaliatory military action against Pakistan and Operation Sindoor, accusing him of 'insulting the country and its armed forces.' The BJP MP said Rahul Gandhi's speech in Madhya Pradesh on Tuesday does not befit any 'civilised politician or any leader of the opposition.' Sharing a self-made video on X, Sambit Patra said, 'Today, during his speech in Madhya Pradesh, Rahul Gandhi has not only insulted Operation Sindoor but also the Indian Army and the country. The way Rahul Gandhi spoke about Operation Sindoor does not befit any civilised politician, any leader of the opposition or any politician. This kind of politician, who uses words like 'surrender' for his motherland, is not fit for the country.' 'The terrorist attack of Pahalgam was avenged by entering a nuclear-powered country, nine terrorist hideouts were destroyed, more than 100 terrorists were killed, and when retaliation took place, 11 airbases of Pakistan were destroyed. All this is on record, there is evidence... India has never surrendered to terrorism,' he added. Patra further said, 'When there was a logjam between India and China over Doklam, Rahul Gandhi's entire family was caught spying against India...' This comes after Congress leader Rahul Gandhi attacked the BJP-led government on Tuesday over allegations of mediation by the United States in Operation Sindoor. He alleged that Prime Minister Narendra Modi 'followed' Donald Trump following a call by the US leader and that the then Prime Minister Indira Gandhi did not budge to the US in the 1971 war. Addressing a convention of Congress workers in Bhopal, LoP Rahul Gandhi said, 'Now, I understand RSS-BJP well. They run away out of fear if slight pressure is put on them. When Trump called Modiji- Modiji kya kar rahe ho, Narender-Surrender and with 'ji hazooor', Narenderji followed Trump. In the 1971 war, Seventh Fleet (came from the US), India Gandhi said I will do whatever I have to do. This is the difference. This is their character; all of them are like this. Since the Independence movement, they have had the habit of writing letters of surrender.' He also reiterated his attack on social media, X, stating, 'Trump's phone came, and PM Narendra Modi ji immediately surrendered. History is witness. This is the character of the BJP-RSS, they always budge. India had bifurcated Pakistan in 1971 despite the threat by the United States.' 'The 'babbar sher' and 'shernis' of Congress fight the Superpowers, they do not bow,' his post read. Rahul Gandhi's speech in Madhya Pradesh has sparked reactions from the BJP leaders. BJP spokesperson CR Kesavan launched a blistering attack on Rahul Gandhi on Tuesday, accusing him of cowardice and hypocrisy. He alleged that Congress has a legacy of appeasement and weak leadership. Responding to Rahul Gandhi's recent comments critical of Prime Minister Narendra Modi, Kesavan said, 'The Congress party, ever since Nehru's days, has been hyphenated with cowardice. Rahul Gandhi says don't be afraid, but he himself is afraid to release the contents of 51 cartons of letters written by Jawaharlal Nehru, which rightfully belong to the nation.' Referring to recent military operations, Kesavan said Gandhi's remarks insulted the armed forces. BJP national spokesperson Pradeep Bhandari also launched a fierce attack on Rahul Gandhi, accusing him of making 'indecent' remarks against Prime Minister Narendra Modi and questioning his values and patriotism. Bhandari also alleged that the Congress leader's actions, including offering tributes to former PM Indira Gandhi without removing his shoes, reflect a disregard for Indian traditions and respect. US President Donald Trump has repeatedly claimed credit for stopping hostilities between India and Pakistan after New Delhi's effective response to Islamabad's aggression following precision strikes on terror infrastructure. India had conducted Operation Sindoor early on May 7 and hit terror infrastructure in Pakistan and PoJK in response to the Pahalgam terror attack. India effectively responded to subsequent Pakistani aggression and pounded its airbases.
