New rules affecting roads and drivers across Wales planned
A new law coming into force in England could soon be repeated in Wales. From this week, people in England will no longer need to submit planning applications in order to install electric vehicle chargers, a law which will effect every household in England.
The Labour government hopes that this new law will streamline the process of installing EV chargers and therefore reduce months of delays and possibly saving drivers £1,100 a year. They say it will give drivers more chargepoints, with less red tape.
In April this year, the Welsh Government published a consultation which proposes to change the development rules around EV charging infrastructure.

The proposals would bring Wales further in line with provisions in Scotland and England by removing the 2m from a highway restriction and, in certain instances, increasing the height limit of chargers to 2.7m.
The Welsh Government said: "The number of EV charging points across Wales needs to increase to support the anticipated growth in electric vehicle usage, and to align with Net Zero Wales targets and UK Government's proposed ban on the sale of new petrol and diesel vehicles by 2030/35.
"Reliable and comprehensive charging infrastructure is needed to support this transition.
"The changes will further facilitate the roll-out of electric vehicle charge points in line with predicted growth in use of electric vehicles and to ensure sufficient charging infrastructure is available to support zero emission vehicle targets."
Other changes to permitted development rights in Wales laid out in the consultation include increased provision for air source heat pumps and increased rights for recreation campsites.

She added: "We continue to make the switch to EVs easier, cheaper and better by investing over £2.3billion to support drivers and back British carmakers through international trade deals - creating jobs, boosting investment and securing our future as part of our Plan for Change."
Osprey Charging Network's operations director, Lewis Gardiner, said changes in England would make a "real difference".
He continued: "Removing the need for planning permission for essential electrical infrastructure like substations across the majority of sites will save months of delays, reduce costs and accelerate the delivery of the rapid charging hubs drivers need."
Research by Autotrader shows that the number of EV chargers in the UK rose from by 30,000 at the end of 2021, to 77,000 as of March 2025.

Two-fifths of consumers halt online purchase over no free delivery or return
More than two-fifths of consumers have stopped an online purchase because the retailer does not offer free delivery or return, a survey suggests. While 42% consider having to pay for delivery or return a deal-breaker, 13% also admit to buying multiple items with the plan to keep only one they like the most or that fits properly, the poll for KPMG found. KPMG said the findings highlighted the importance of free delivery and free returns to online shoppers but also the challenge posed to retailers from overuse of such schemes. In recent years, serial returners have placed pressure on the cost of returns for some retailers, and even led to resulting changes in postage policies. KPMG found that 13% of people say that when buying clothes or footwear online, they generally buy multiple sizes in order to find what fits best and then return the rest. Some 12% reported generally buying multiple items in one order to see which products they like the most and then returning the rest, with this practice rising to a quarter of those aged 18 to 24. Further, 6% said they buy an item to use or wear and then return 'as new' once finished with it. The survey also found that 14% of consumers said having no drop-off option or returns locker close to their home stopped them from making an online purchase – rising to a quarter of those aged 18 to 24. Linda Ellett, head of consumer, retail and leisure for KPMG UK, said: 'Free delivery or free and convenient returns options remain a key purchasing driver for many consumers shopping online. 'Companies are having to weigh these consumer demands up against the cost of such schemes, including due to a cohort of consumers that are repeat buying with no intention to keep all items – something that is clear in our research. 'Savvy retailers are increasingly utilising purchasing data to categorise customers into those making genuine returns choices versus the unprofitable serial returner cohort. 'And as technology, including AI, evolves further, the ability to target those taking advantage of free returns policies will improve. This will help retailers reduce the risk of losing those who could become a lifetime shopper and are just gradually becoming accustomed to the brand's sizing and fit.' One Poll surveyed 3,000 UK consumers online between March 5-11.

Police to get above-inflation boost after 11th-hour spending review wrangling
Policing is expected to receive an above-inflation boost in the spending review after eleventh-hour Cabinet negotiations over the weekend. Chancellor Rachel Reeves is prepared to announce real-terms increases to budgets for the service every year as she sets out spending plans for the next three years on Wednesday. The Times newspaper reported the boost would see cuts to other areas of the Home Office, which had been facing a significant squeeze to pay for extra funding in the NHS and defence. Ms Reeves is expected to highlight health, education and security as top priorities when sharing out some £113 billion freed up by looser borrowing rules. But she has acknowledged that she has been forced to turn down requests for funding for projects she would have wanted to back in a sign of the behind-the-scenes wrangling over her spending review. Economists have warned the Chancellor faces unavoidably tough choices in allocating funding for the next three years. She will need to balance manifesto commitments with more recent pledges, such as a hike in defence spending, as well as her strict fiscal rules which include a promise to match day-to-day spending with revenues. The expected increase to police budgets comes after two senior policing figures publicly warned the Chancellor that the service is 'broken' and forces are left with no choice but to cut staff to save money. Nick Smart, the president of the Police Superintendents' Association, and Tiff Lynch, acting national chairman for the Police Federation of England and Wales, said policing was in 'crisis'. In a joint article for the Telegraph, they said: 'Police forces across the country are being forced to shed officers and staff to deliver savings. These are not administrative cuts. 'They go to the core of policing's ability to deliver a quality service: fewer officers on the beat, longer wait times for victims, and less available officers when crisis hits.' The Department of Health is set to be the biggest winner in Ms Reeves' spending review on Wednesday, with the NHS expected to receive a boost of up to £30 billion at the expense of other public services. Meanwhile, day-to-day funding for schools is expected to increase by £4.5 billion by 2028-9 compared with the 2025-6 core budget, which was published in the spring statement. Elsewhere, the Government has committed to spend 2.5% of gross domestic product on defence from April 2027, with a goal of increasing that to 3% over the next parliament – a timetable which could stretch to 2034. Ms Reeves' plans will also include an £86 billion package for science and technology research and development.
