Households are being told to brace for higher insurance premiums. The alert from environmental groups warns that the economic impacts of natural disasters will extend beyond the federal budget. Treasury figures show a loss of $2.2 billion from economic activity following Tropical Cyclone Alfred and floods in NSW and Queensland. The impact is expected to be reflected in March-quarter GDP figures to be released on Wednesday. The government's priority was helping fund recovery and rebuilding for communities, Treasurer Jim Chalmers said. 'The human impacts matter to us most, but the economic cost is very significant too, and we'll see that in Wednesday's National Accounts,' he said. 'Because of the progress Australians have made together in the economy, with inflation down, debt down and unemployment low, we're in a stronger position to provide support when communities need it most.' Policyholders are set to pay more for their insurance because of the increasing frequency of severe weather events. Major insurance companies underwriting coal and gas projects were exacerbating the issue, environmental group Market Forces chief executive Will van de Pol said. 'Customers have every right to be ropeable with insurers for the staggering increase in premiums in recent years, especially when the global insurance industry is making the problem worse,' he told AAP. Skyrocketing premiums and refusing to cover climate change risks in some areas should ring alarm bells for policymakers, according to van de Pol, who said the insurance industry was the 'canary in the coal mine' for climate change. Recent flooding in NSW has left 10,000 homes and businesses damaged or destroyed, and the Insurance Council of Australia reported more than 6000 insurance claims. Tropical Cyclone Alfred in March caused widespread damage and flooding to communities across southeast Queensland and northern NSW. Prolonged downpours in southwest and central Queensland flooded a vast area spanning about one million square kilometres. The government's Disaster Assist website lists 27 separate natural disasters from January to May consisting of flooding, storms, cyclones and bushfires. Opposition Leader Sussan Ley travelled to the NSW Mid-North Coast on Monday to visit flood-affected communities with local MPs. Emergency Management Minister Kristy McBain said the government was funding measures to increase resilience, adaptability and preparedness, and the Disaster Ready Fund initiative would provide another $200 million. Multiple disaster payments have been activated, and the federal government will continue working with NSW on any other funding requests, McBain said. The minister said she had been on the ground in disaster areas to see the impact and had been meeting with affected small business and primary producers.

The Coalition has confirmed it will not propose any changes to the controversial GST arrangement that disproportionately benefits Western Australia. It comes amid renewed calls from NSW, Queensland and Victoria to revisit the national carve up of GST revenue, which hands WA better services despite lower taxes. Shadow treasurer Ted O'Brien and shadow finance minister James Paterson told Sky News the Coalition's position would not change the existing arrangement. 'The Coalition will not be proposing changes to the current GST settings with respect to Western Australia,' the shadow economic team said. The statement reinforces the Coalition's acceptance of the 2018 GST deal, which guarantees WA at least 75 cents for every dollar of GST raised in the state. NSW, Victoria, and Queensland typically receive less than 75 cents per dollar of GST raised within their borders and do not have a guaranteed minimum. The arrangement also includes a 'no worse off' guarantee designed to protect other jurisdictions from losing funding, but critics say it has come at a heavy cost. Independent economist Saul Eslake was scathing in his response to the Coalition's decision, telling Sky News it shows they were 'not serious about returning the budget to balance'. Mr Eslake has previously described the WA GST deal as the 'worst public policy decision of the 21st Century', citing two key reasons. Firstly, he argues the deal fundamentally undermines the purpose of the GST system, which is meant to ensure states and territories have the capacity to provide similar public services while imposing comparable tax burdens. Instead, the deal allows WA, Australia's richest state, to enjoy better public services while paying lower state taxes. 'The 'WA GST deal' which Albanese champions means that residents of Australia's richest state, WA, will get better public services whilst paying lower state taxes than other Australians,' he said. 'It is giving WA $7 billion in 2025-26, and at least $8 billion per annum in 2026-27 through 2029-30. 'More than WA needs in order to be able to provide the same standard of services whilst levying the same burden of taxes as the average of all states and territories. Which I think is 'un-Australian'.' Secondly, Mr Eslake said the massive cost blowout of the deal, which has surged from $9 billion over eight years to nearly $60 billion over eleven years, marks it as one of the most expensive policy failures. 'That's the biggest blow-out in the cost of any single policy decision, ever, with the possible exception of the NDIS, which was at least for a noble purpose," he said. Calls to revisit the GST carve-up have intensified from the eastern states which argue the current system is unfairly weighted in WA's favour. NSW Treasurer Daniel Mookhey and Queensland Treasurer David Janetzki have both urged the federal government to reconsider the arrangement and pursue a model based more on population. WA Transport Minister Rita Saffioti accused eastern commentators of being 'obsessed with wanting to tear WA down' on Tuesday. 'If you're a true economic commentator, you would realise that WA is driving the national economic agenda,' she said. Prime Minister Anthony Albanese has likewise stood firm on the deal, saying he supports the position on WA GST given he did not propose changes in the election campaign. 'We support the position on WA that I took to the election, that I took the 2022 election, and that were enshrined at the National Cabinet,' Mr Albanese said on Tuesday. 'Importantly, as well, part of that is that no state's been worse off (under) that guarantee—and that guarantee is in place.' The deal was originally set to expire in 2026-27 but has been extended until 2029-30 as part of a broader agreement with states on the National Disability Insurance Scheme. Mr Eslake has urged bipartisan cooperation to end the costly arrangement, proposing the Productivity Commission be tasked with designing a simpler, more transparent system for distributing GST revenue. 'If the Coalition were to offer the government bipartisan support for reversing the 2018 changes… then the government would have absolutely no valid reason not to accept that," he said.

Western Australia's carbon emissions continue to rise, according to the latest data from Australia's national greenhouse accounts. According to the data for 2023 – the latest available – WA pumped 89.37 million tonnes of greenhouse gases into the atmosphere in that year. More than 90 per cent of those emissions comes from the burning of fossil fuels across sectors including electricity generation, the oil and gas sector and transport. WA's figure is nearly equal to the state's worst year in history 2010 when it emitted 89.64 million tonnes of pollution and represents a continued rise in the state's emmissions after recording 85.97 million tonnes in 2022. Nationally, Australia's emissions have also edged slightly higher from 397.06 million tonnes to 397.98 million tonnes, driven by WA's increase as well as increases in New South Wales and Queensland. WA Greens leader Brad Pettitt said the data reinforced what we already knew; Western Australia is the climate change capital of Australia. 'WA's emissions have continued to rise under Labor in the critical decade for climate action, peaking again in 2023 at 89 million tonnes, equal to their all-time high in 2019 and almost 17 per cent above 2005 levels,' he said. 'What's even more concerning is that WA's emissions are set to continue rising to 2030 and maybe even beyond because the Cook Labor government has no serious plan to decarbonise our economy. 'This decade – between now and 2030 - is when we need to substantially reduce emissions if we are to keep warming under 1.5 degrees. The Cook Labor government is abjectly failing on this key global commitment.' Premier Roger Cook has in the past acknowledged WA's emmissions would likely rise over the next decade or so because of the state's continued path of approving fossil fuel projects, which he said would help decarbonise other nations. 'I obviously speak to the gas companies, I speak to their customers, and their customers have said very clearly...'we want to get from 39 per cent profile of coal-fired power in our grid down to 19 per cent. The only way we can do that is by utilising gas',' he said. The data comes as environmental groups ramp up their protests over the Commonwealth's decision last week to approve the 40-year extension of the North West Shelf gas project. The Conservation Council of WA is holding a snap protest outside the Commonwealth government offices while the Prime Minister Anthony Albanese is in Perth for a cabinet meeting. 'At the recent election, Australians voted for climate action. They did not vote for Peter Dutton's 'bucket loads of gas' and a fast-tracked approval for the North West Shelf,' CCWA director Matt Roberts said. 'Labor's mandate does not extend to paving the way for more gas and climate chaos or a reckless approval for the North West Shelf.'
