GCC is yet to remove encroachments, debris

Chennai: Madras high court has ordered removal of encroachments and debris that block water flow during the monsoon near the six-vent culvert at Velachery by June 12, but Greater Chennai Corporation is yet to begin work.
Residents are opposing the proposed eco-park project near the culvert, fearing it will block the flow of excess rainwater from residential areas and cause waterlogging on streets.
Earlier, GCC removed some of the encroachments that disrupted the free flow of water during the northeast monsoon. However, it failed to remove the debris, and many encroachments reappeared in recent years. During the 2024 monsoon, nearby residential areas received 7cm of rain that formed a pond in front of the culvert and caused flooding.
In response to a petition filed by the Residents' Welfare Association, the court in April directed GCC to remove the encroachments and submit a report on the number identified and notices issued to them. "It has been two months. Neither the local body nor the tahsildar inspected the site or took steps to clear the dumped debris and encroachments. Instead, the civic body deposited a huge pile of sand to prepare for the eco-park," says Velachery-based Tansi Nagar Residents' Welfare Association general secretary M Balakrishnan.
"The beautification will obstruct the free flow of excess rainwater from residential areas during the monsoon season."
Residents say the proposed eco-park near the six-vent culvert will not benefit them. "Instead of spending a large sum on this project, GCC should construct another six-vent culvert here to prevent flooding," says J Kamalanathan, another resident of Velachery.
Adyar zonal officer Haritn Rosario says the tahsildar is identifying encroachments near the culvert. GCC will work to remove the illegal structures, he said. The official also noted that penalties and legal action have been initiated against those dumping construction debris and waste."

She said women in Chennai had become more independent and free compared to the past years and the city's infrastructure had been improved to meet their needs. At the event organised by the GCC with the Chennai Photo Biennale and The Kala Collective, at the Thiruvanmiyur MRTS Park, Chennai Mayor R. Priya released a design guide — 'Inclusive Design Manual' — for gender-inclusive and accessible urban infrastructure. The exhibition will go on till July 15. The guide covers general design policies for 12 types of public infrastructures such as parks, beaches, streets, public spaces, open and closed markets, e-service centres, subways, foot overbridges, and spaces under flyovers. According to the GCC, inputs were collected from experts and a range of user groups, including people of different genders, ages and abilities, before finalising the guide. Advaita, a student of Indian Institute of Technology, Madras (IIT-M), said, although Chennai is much better regarding safety compared to New Delhi, her recent visit to Kannagi Nagar changed her perspective as locals pointed out to her places which are unsafe for anyone, let alone women. A native of Kerala, she said, 'Privilege has to be acknowledged and better amenities are needed,' she added. Shanthi Radhakrishnan, 53, who moved from Bengaluru to Chennai 18 years ago said the safety infrastructure, especially roads were better in Chennai. Sakthivel of Vyasai Thozhargal, a photographer whose work has been featured at the exhibition, said, in North Chennai, people of all genders speak up when they see something amiss and question the wrongdoers. While writing in Bengali to her friend in West Bengal at the booth set up by the GCC, where people can send postcards about their favourite places in Chennai, Shayanthika says that her favourite spot is the Thiruvanmiyur MRTS Park. She appreciates it for its gym equipment and the ample walking space it provides for her elderly mother.

He also advised farmers to cultivate fodder crops, highlighting their importance in improving soil fertility, applying compost manure, and several other techniques. JSS KVK experts and other agriculture scientists discussed modern methods of cultivating bananas, several other crops, fisheries, and other comprehensive agriculture methods. There is a trouble spot on Dr. Radhakrishnan Salai, by the side of the compound wall enclosing the Stella Maris campus. A tree stump resting more on the carriageway than the pavement can be missed at night, its brown colour getting 'absorbed' in the dark. A motorist can run into the stump. The tree stump has to be either painted in fluorescent colours or extracted from the landscape. The stump belongs to a rain tree that was considerably weakened due to digging of earth for Greater Chennai Corporation's Integrated Stormwater Drain project. The tree was set in place with some packing that accompanied closing of the trenches following completion of the SWD work. The tree did not have much leg space and was also leaning on the compound wall. The removal of the tree is justified, but leaving behind a part of it is not.
