Devuji or Sonu: Who will head the Maoists now that Basavaraju is dead?
A day after Maoist chief Basavaraju's killing, the security establishment is in the process of figuring out who will helm the Communist Party of India (Maoist) next. Nambala Keshava Rao alias Basavaraju, 70, was the general secretary of the banned outfit, serving both as its ideological and combat head.
Two names that have cropped up on India's intelligence wing's radar are Thippiri Tirupathi alias Devuji and Mallojula Venugopal Rao alias Sonu. While Tirupathi is the chief of the Central Military Commission (CMC) — the armed wing of the Maoist party — Venugopal Rao is believed to be the ideological head of the party at the moment.
Tirupathi is a Madiga (Dalit) community from Telangana, while Venugopal Rao is a Brahmin. 'Tirupathi's leadership, if he assumes the helm, is going to be pivotal because he comes from a marginalised background and can rally the party's cadre, including the adivasis,' a top intelligence officer from Telangana told The Indian Express.
What's striking is that each of them is considered second-rung leadership when compared to two former general secretaries who helmed the party – Mallojula Koteswara Rao alias Kishenji (56), who was killed in 2011, and Nambala Keshava Rao alias Basavaraju (70), who was killed on Tuesday. 'It's the second-tier leadership which is going to guide the party now that many among the older leadership have been killed,' the officer said. Devuji is 62 years old and Sonu is 70.
Devuji hails from Jagtial in Telangana, and Sonu is from the state's Peddapalli region. 'We need to see if the party will go for its armed command to take over during this crisis period or whether they rely on their ideological fountain to remain afloat,' a top intelligence official from Telangana told The Indian Express.
Another factor the party might consider is the appeal of who it chooses. 'The party may need someone who has a legacy like Venugopal Rao,' an official said. Rao is Kishenji's brother. 'There is a section of people who still consider Kishenji one of the outfit's tallest leaders. Rao alias Sonu could fill that gap,' an officer said.
At a time when the recruitment from the Telugu states to the party has practically frozen, even as the offensive by the security establishment is resulting in large-scale killing of Maoist leaders, the party is in crisis, officials said.
While the party has been demanding peace talks with the Centre, this has not materialised. 'Most of the old cadre will not lay down arms – a precondition for surrender – till they get killed. That is the unfortunate reality,' an officer said. Some states, including Telangana, where the Congress is in power, have been asking the Maoist leadership to surrender.

A week after a 9-year-old girl was allegedly dragged away and killed by a leopard, and three days after a 40-year-old woman was injured in another such attack, a village in Gujarat continues to be on edge with forest department teams of two other districts deployed in the area to locate the big cat. The officers from Banaskantha and Kevadia districts are also trying to ascertain if the attacks in Kolvan village of Sagbara taluka in Narmada district were carried out by the same animal or two different leopards. The village has seen multiple protests by residents, prompting the elected representatives to get involved in the matter. The forest department, meanwhile, has deployed trap cages and cameras and invited teams of experts to help catch the leopard. The first incident occurred on May 27, when the minor girl, Shreyal Vasava, was allegedly dragged from outside her house and mauled by a leopard. The second incident took place on Sunday when a woman, Bebi Vasava, was allegedly attacked by a leopard while she was sleeping in her hut in her farm. Though she was rescued by villagers who had arrived at the scene on hearing her screams, she suffered injuries on her hands and legs besides losing a part of her right ear. Following protests in Kolvan village, forest officials handed over a compensation of Rs 10 lakh to the family of the deceased minor. Range Forest Officer (RFO) Sagbara Abhay Singh told The Indian Express, 'We have installed 10 trap cages and trap cameras, and also taken help of drone cameras. A special tranquilisation team from Banaskantha, which has helped rescue leopards that stray into revenue areas, has been roped in. We also have one specialist team from the zoo from Kevadia that is helping us understand the behaviour of the wild leopards…' Singh said the forest officials are first addressing the question if the two attacks have been carried out by the same leopard. Singh said, 'The first question is whether the two leopards are same or different. We are trying to ascertain the same by examining pug marks from 550 periphery areas and zeroing down on the routes that the leopard might have taken… We are hopeful that in the next couple of days, we will be able to rescue it.' Singh said since the girl and the woman were attacked within a space of two kilometers, it was likely that the leopard in both the cases is the same. 'The woman, who is the second victim, is also of a small build like the 9-year-old. In leopard attacks, the size of the victim is also of consequence. There is a big possibility that it could be the same leopard but we are trying to confirm this through examination and probe. We have been regularly shifting the cages to increase the chance of the leopard being trapped,' Singh added. Even though the forest department is confident of catching the leopard in a few days, the villagers don't share the optimism. Anil Valvi, the brother of Bebi, said, 'It has been over a month since the leopard attacks have increased in the area and a single person venturing out close to sunset is risky now … We all are scared. The forest department is setting up cages but leopards do not walk into traps these days. They must tranquilise and catch the leopard…' Bharuch MP Mansukh Vasava, who visited Bebi on Tuesday, said a 'taskforce' should be formed to deal with the human-leopard conflict in the region. 'I will appeal to the government to form a special taskforce to tackle the problem of the leopard-human conflict. Now, more leopards are straying into the areas of human habitation from the forests and steps must be taken to resolve the problem,' said the Bharatiya Janata Party (BJP) leader.

Exclusive: Amid Kannada Language Row, Kamal Haasan's "No Apology Over Gunpoint"
Chennai: A day ahead of the pan-India release of his much-anticipated film 'Thug Life', actor and politician Kamal Haasan addressed the media but refrained from revisiting the controversy over his recent remarks about the Kannada language. The film will release across India and globally on Friday - except in Karnataka. Mr Haasan, who has been under fire for saying Kannada was born out of Tamil, earlier made it clear he has no intention to apologise or withdraw his remarks. "There can be no demand for an apology in a gunpoint situation," a person in the know of these developments told NDTV, alluding to pressure from fringe groups and political outfits. Mr Haasan told reporters he would speak at length later, as "a Tamil who wants to speak a lot." On Tuesday, he said his comments were made purely out of affection for the late Kannada actor Rajkumar and his family, and denied any malice toward Karnataka or the Kannada language. Amid strong observations from the Karnataka High Court, the actor, who approached the court seeking protection for the release of the film, later said he would not release the film in Karnataka. When asked the idea behind this, the person added, "There could be a sense of fear; audiences may avoid theatres. A Karnataka release will happen only in a conducive atmosphere." This suggested Mr Haasan is prepared to forgo revenue. Another lamented how freedom of expression often becomes the first casualty during such controversies. "Fringe groups tend to have their way threatening to trigger law and order problems. In a democracy, there should be conversations even amid disagreements," the source said. Support came from the ruling DMK, which had also backed Mr Haasan for his nomination to Rajya Sabha. KN Nehru said there was nothing wrong in what Mr Haasan commented. "Tamil is the root of south Indian languages like Kannada, Telugu and Malayalam. What he said is correct and historically factual."
