Less than half of small and mid-sized regional firms upbeat about business outlook post-US tariffs: UOB study
[SINGAPORE] Business sentiment in the region has declined sharply following the announcement of US tariffs, with only 48 per cent of firms positive about the business outlook, down from 77 per cent before.
The study, titled UOB Business Outlook Study 2025 (SMEs and Large Enterprises), was conducted in January; about 4,200 businesses in Asean and Greater China were polled, including 900 from Singapore. Following the announcement of US President Donald Trump's 'Liberation Day' tariffs on Apr 2, a dipstick study of 800 businesses was next conducted from Apr 9 to 12.
The survey found under half (48 per cent) of companies in the region 'positive' or 'very positive' about the business environment, down from just over three-quarters (77 per cent) in 2024 and 2023.
In Singapore alone, 53 per cent of businesses are 'positive' or 'very positive' about the business environment, down from 82 per cent before the tariff announcements. The study noted heightened concerns around increased business costs and inflation.
The study also found that companies are facing significant supply-chain disruptions – especially those in Indonesia and Hong Kong.
In supply-chain management, 41 per cent of businesses cited rising supply costs due to high inflation as the top challenge; 36 per cent attributed rising supply costs to high interest rates, and 31 per cent flagged difficulties in procuring supplies and raw materials.

Adjusting business strategies
Nevertheless, the study revealed that businesses in the region are adjusting their strategies accordingly, to cope with tariff developments.
In response to supply-chain challenges, UOB noted that many companies are adopting a localisation strategy, and aiming to improve the stability and resilience of their supply networks by sourcing and operating closer to home.
Singapore companies are adopting better inventory-management practices, investing in stronger supplier relationships and digitalising supply-chain management.
Based on the study, about 67 per cent of respondents in Asean expect intra-Asean trade to grow, following the announcement of the tariffs; 47 per cent expect to quicken the pace of overseas expansion.
Other strategies to respond to the US tariffs included stepping up the pace of digital adoption to improve productivity and customer experience. This was named by 60 per cent of the respondents.
About 56 per cent plan to adopt sustainable practices more quickly, in order to improve the company's reputation and become more attractive to investors.
UOB's head of group commercial banking Eric Lian said: 'Businesses are actively planning their next steps following the US tariff announcements. Nearshoring looks set to be a longer-term trend as companies rebalance their supply chains within Asean.'
Tackling workforce challenges
Businesses expect manpower challenges to escalate following the announcements of US tariffs, said UOB.
The study revealed that close to six in 10 respondents are affected by workforce or manpower-related issues.
Among the top three workforce challenges flagged were higher expectations from employees on pay and remote working (45 per cent), talent retention (42 per cent) and talent attraction (40 per cent).
To address these issues, 47 per cent of businesses are offering higher pay and benefits, and 44 per cent are providing reskilling and upskilling to staff.
About 39 per cent are embarking on digital transformation; 37 per cent are offering flexi-work arrangements; and 36 per cent are offering job-rotation opportunities across departments or markets.

China issues rare earth licenses to suppliers of top 3 US automakers, sources say

PHOTO: REUTERS BEIJING/WASHINGTON - China has granted temporary export licenses to rare-earth suppliers of the top three US automakers, two sources familiar with the matter said, as supply chain disruptions begin to surface from Beijing's export curbs on those materials. At least some of the licenses are valid for six months, the two sources said, declining to be named because the information is not public. It was not immediately clear what quantity or items are covered by the approval or whether the move signals China is preparing to ease the rare-earths licensing process, which industry groups say is cumbersome and has created a supply bottleneck. China's decision in April to restrict exports of a wide range of rare earths and related magnets has tripped up the supply chains central to automakers, aerospace manufacturers, semiconductor companies and military contractors around the world. China's dominance of the critical mineral industry, key to the green energy transition, is increasingly viewed as a key point of leverage for Beijing in its trade war with US President Donald Trump. China produces around 90 per cent of the world's rare earths, and auto industry representatives have warned of increasing threats to production due to their dependency on it for those parts. Suppliers of three big US automakers, General Motors, Ford and Jeep-maker Stellantis got clearance for some rare earth export licenses on June 2, one of the two sources said. GM and Ford each declined to comment. Stellantis said it is working with suppliers 'to ensure an efficient licensing process' and that so far the company has been able to 'address immediate production concerns without major disruptions.' China's Ministry of Commerce did not immediately respond to a faxed request for comment. China's critical-mineral export controls have become a focus on Mr Trump's criticism of Beijing, which he says has violated the truce reached last month to roll back tariffs and trade restrictions. On June 5, Mr Trump and Chinese President Xi Jinping had a lengthy phone call to iron out trade differences. Mr Trump said in social-media post that 'there should no longer be any questions respecting the complexity of Rare Earth products.' Both sides said teams will meet again soon. US auto companies are already feeling the impact of the restrictions. Ford shut down production of its Explorer SUV at its Chicago plant for a week in May because of a rare-earth shortage, the company said. The approval for the auto suppliers follows a green light granted to a US electronics firm's suppliers last week and another one issued earlier this week to suppliers of a US non-auto company, the first person said, declining to name the companies. 'We have to give the Chinese the benefit of the doubt that they're working through this. It's up to them to show that they are not weaponizing it,' said the person. Reuters reported on June 4 that China has introduced a tracking system for its rare earth magnet sector in a move to improve its control over the sector and crackdown on smuggling. US issues new round of Iran-related sanctions
WASHINGTON - The U.S. has issued a new round of Iran-related sanctions targeting 10 individuals and 27 entities, including at least two companies it said were linked to Iran's national tanker company, the U.S. Treasury Department said on Friday. The sanctions, which target Iranian nationals and some entities in the United Arab Emirates and Hong Kong, were announced as U.S. President Donald Trump's administration is working to get a new nuclear deal with Tehran. Treasury's Office of Foreign Assets Control added Ace Petrochem FZE, and Moderate General Trading LLC, both registered in the UAE, to its Specially Designated Nationals List, freezing any of their U.S. assets. OFAC said they are both linked to the state-owned National Iranian Tanker Company which is under U.S. sanctions for exporting oil. Talks between Iran and the U.S. that aim to resolve a decades-long dispute over Tehran's nuclear ambitions have been stuck over disagreements about uranium enrichment. Wall Street jumps, Treasury yields advance as upbeat jobs report eases economic fears
NEW YORK :Wall Street rebounded on Friday and U.S. Treasury yields jumped as a generally upbeat employment report and a bounce-back in Tesla shares helped put the indexes on track for weekly advances. All three major U.S. stock indexes surged from the starting gate with robust gains, while bitcoin jumped and crude prices touched their highest level since late April. The U.S. economy added 139,000 jobs in May, topping analyst expectations, while the unemployment rate held firm at 4.2 per cent, according to the Labor Department. The report also showed hotter-than-anticipated wage growth, rounding out a report that is unlikely to convince the U.S. Federal Reserve to cut its key policy rate in the near-term. "This is a sigh of relief report; people were really worried that this was going to be a kind of start of a downturn in the labor market and therefore start the downturn in the economy," said Scott Ladner, chief investment officer at Horizon Investments in Charlotte, North Carolina. "And it came in pretty much on the screws and we've got a sort of a bit of a reprieve, at least for a month. And that's leading to a pretty large relief rally," Ladner added. Tesla stock was last up 5.9 per cent. The previous day, the very public spat between U.S. President Donald Trump and his top advisor billionaire Elon Musk had shaken the markets, sending shares of Musk-helmed Tesla tumbling, which helped drag the indexes decisively lower. The falling-out between the erstwhile political allies revived concerns over Trump's "Big Beautiful Bill" of tax and spending plans and its effect on the growing deficit. Tariff negotiations between the U.S. and its trading partners remain fluid, with the European Union and India working toward ironing out deals, and further talks between Washington and Beijing promised after Trump's phone call on Thursday with Chinese President Xi Jinping. The Dow Jones Industrial Average rose 485.78 points, or 1.15 per cent, to 42,805.52, the S&P 500 rose 66.69 points, or 1.12 per cent, to 6,005.88 and the Nasdaq Composite rose 252.22 points, or 1.31 per cent, to 19,550.67. European shares followed their U.S. counterparts higher after the jobs report, as investors remain on the lookout for signs that tensions and uncertainties arising from Trump's erratic trade policies have begun to dampen the economy. MSCI's gauge of stocks across the globe rose 5.53 points, or 0.62 per cent, to 892.36. The pan-European STOXX 600 index rose 0.31 per cent, while Europe's broad FTSEurofirst 300 index rose 6.86 points, or 0.31 per cent Emerging market stocks fell 1.29 points, or 0.11 per cent, to 1,181.39. MSCI's broadest index of Asia-Pacific shares outside Japan closed lower by 0.14 per cent to 622.39, while Japan's Nikkei rose 187.12 points, or 0.50 per cent, to 37,741.61. The dollar gained ground against major currencies in the wake of the better-than-expected employment data. Against the Japanese yen, the dollar strengthened 1 per cent to 144.96. The report also prompted a rally in bitcoin, which gained 4.31 per cent to $104,840.63. Ethereum rose 5.02 per cent to $2,519.33. U.S. Treasury yields also rode the wave of the upbeat jobs data. The yield on benchmark U.S. 10-year notes rose 7.5 basis points to 4.47 per cent, from 4.395 per cent late on Thursday. The 30-year bond yield rose 5.1 basis points to 4.9346 per cent from 4.884 per cent late on Thursday. The 2-year note yield, which typically moves in step with interest rate expectations for the Federal Reserve, rose 8.8 basis points to 4.012 per cent, from 3.924 per cent late on Thursday. Crude prices were on track for their first weekly gain in three after Trump and Xi resumed trade talks, raising hopes of demand growth. U.S. crude rose 1.88 per cent to $64.56 a barrel and Brent rose to $66.33 per barrel, up 1.52 per cent on the day. Gold prices dipped in opposition to the strengthening greenback.
