Govt revises biomass guidelines to boost bio energy and ease of doing business
New Delhi [India], June 28 (ANI): The Centre has revised guidelines for the Biomass Programme under Phase-I of the National Bioenergy Programme to promote cleaner energy solutions, ease of doing business, and accelerate the adoption of biomass technologies across the country, according to a statement.
'The Ministry of New and Renewable Energy (MNRE) has issued revised guidelines for the Biomass Programme under Phase-I of the National Bioenergy Programme, applicable for the period FY 2021-22 to 2025-26. These amendments aim to promote cleaner energy solutions, ease of doing business, and accelerate the adoption of biomass technologies across India,' the statement said.
Under the new framework, Ministry has simplified several processes, such as cutting down on paperwork and easing approval requirements, which will enable the industry especially MSMEs to enhance their production.
These changes align well with improvement of stubble management and India's broader goal of reaching net-zero emissions by 2070, the statement added.
One of the major highlights of the revision is technological integration by enabling the use of IoT-based monitoring solutions or quarterly data submissions instead of expensive and high-tech systems like SCADA.
This cost-effective step promotes digital monitoring and accountability, especially for smaller business operators.
The guidelines also encourage significant simplification of documentation requirements. Developers of briquette and pellet manufacturing plants will no longer be required to submit a number of documents related to clearance matters. This change will save time, and promote ease of doing business.
In a move to enhance operational flexibility, the earlier requirement for a two-year briquette or pellet sale contract has been replaced with a general sale agreement.
This change will allow project developers to respond more dynamically to market conditions without being constrained by long-term contracts, as per the Ministry's statement.
The amended guidelines allow flexible selling of biomass products, meaning businesses no longer need long-term contracts to get started.
Furthermore, the subsidy disbursement mechanism under the Central Financial Assistance (CFA) component has been made performance-based and transparent. Projects that run efficiently, above 80%, will receive full financial assistance, while below 80 percent will receive on pro-rata basis.
The performance inspection period has been simplified. Earlier, it has to be done within a period of 18 months from the date of commissioning, but now, it can be carried out within 18 months period either from the commissioning date or from the date of In-principle approval, whichever is later.
Additionally, to cater on-ground operational challenges of developers, Secretary, MNRE may extend the time period, the Ministry added.
During inspection, a performance report was made on the basis of Operation Plant at an average of 80 per cent of rated capacity measured over a period of three consecutive days, taking average 16 Hrs per day.
However, now it has been reduced to just 10 hours as the inspection process primarily aims to verify the claimed and operational capacities and inspection for 10 hours of continuous operation would suffice for this purpose.
Recognising the urgent need to address air pollution, especially from stubble burning in northern India, the new guidelines include a provision allowing biomass pellet producers in Delhi, Punjab, Haryana, and NCR districts of Rajasthan and Uttar Pradesh to choose the most beneficial support scheme, either from MNRE or CPCB.
These revisions will not only support the smooth implementation of the biomass programme and timely delivery of approved financial support to commissioned plants, but also encourage the sector to establish more biomass-based plants. This would ultimately help in addressing the menace of crop residue burning and ensure sustainable management of agricultural waste.
Overall, the updated guidelines will make it easier for businesses to adopt biomass technologies, provide financial incentives for efficient operations, and support India's clean energy efforts, all while promoting practical, business-friendly solutions to waste management and pollution reduction. Tribal women empowerment: PM Modi praises Bhadradri Kothagudem's
Bhadradri Kothagudem (Telangana) [India], June 30 (ANI): In a significant recognition of grassroots entrepreneurship and women's empowerment, Prime Minister Narendra Modi on Sunday praised the efforts of tribal women from Bhadradri Kothagudem district in Telangana for their successful transition from sanitary napkin production to manufacturing millet-based biscuits under the brand Bhadradri Millet Magic. The initiative, supported by the Integrated Tribal Development Agency (ITDA) Bhadrachalam, has empowered a self-help group named the Sri Bhadradri Sri Rama Joint Liability Group--registered as a Micro, Small, and Medium Enterprise (MSME)--to create sustainable livelihood opportunities while promoting healthy eating habits. Speaking to ANI, B. Rahul, IAS, Project Officer of ITDA Bhadrachalam, explained how the journey began. 'Earlier, the group used to make sanitary napkins to supply to all our tribal institutions and students. They used to supply 50,000 napkins in three months and earn a turnover of Rs 20 lakhs per annum,' he said. 'But they were only active for three months and remained idle the rest of the time. They wanted to utilise this idle period and approached us for training opportunities.' Acting on their request, the ITDA sent the group to Hyderabad for a two-day training programme on making millet-based cookies. 'They learnt to make jowar, foxtail millet, and ragi cookies,' Rahul said. 'Initially, they marketed the products on ITDA premises. Later, with our help, they set up stalls near the Srirama Temple and the tribal museum.'The initiative quickly gained momentum. 'With support from Tribefed, we helped them showcase their products at Rashtrapati Bhavan,' he added. 'The President visited their stall and appreciated the quality of the biscuits. Since then, they've been receiving a large number of orders, which they are fulfilling within a day or two.'Highlighting the health benefits of the millet-based snacks, Rahul said, 'In today's time, when people are prioritising their health, giving millet cookies to children is also very beneficial. The group uses ragi and raw ingredients sourced directly from farmers, ensuring no adulteration. That is one of the major reasons for their success.'The products are now sold under the brand name Bhadradri Millet Magic, and customers can find them at local stalls and other events promoted by the ITDA. Lalitha, one of the women from the group, also shared her experience. 'We have been making millet biscuits for the past one year with the help of ITDA,' she said. 'We received two days of training at Hyderabad's Rajendranagar. Now, we make ragi, foxtail, and jowar biscuits.' She emphasised the organic nature of the ingredients. 'We buy the millets directly from farmers, so there is no adulteration. The ingredients in our biscuits are butter, ghee, and jaggery. We don't use any chemicals--they're completely organic. Our goal is to make biscuits suitable for everyone, from children to the elderly.' According to Lalitha, the public response has been overwhelmingly positive. 'Everyone who has eaten the biscuits said they are good,' she said. 'We get a lot of orders after people taste them. ITDA also informs us about events where we can set up our stalls--at temples, in Shilparamam, and even in Delhi. We are also fulfilling online orders through courier.' Reflecting on the Prime Minister's acknowledgement in Mann Ki Baat, she said, 'PM Modi spoke about us, and we feel really proud. The officials here helped us in every way. That's how we could reach all the way up to PM Modi. Especially the ITDA Project Officer helped us at every step. If more people support us like this, we will reach even greater heights.' (ANI)

Railway Ministry enhances passengers waiting list cap from 25 to 60% for AC classes
The Railway Ministry has enhanced the limit on passengers' waiting list from 25% to 60% for all AC classes and 30% for non-AC classes by a fresh order issued on Saturday (June 28, 2025). The order to cap the waiting list of passengers of all classes at 25% was originally issued on April 17 to all zones as well as the Centre for Railway Information System (CRIS). The CRIS amended the reservation system and implemented it from June 16. "Just 12 days after implementing the order to cap all waiting list at 25% of the total seats/berths of travelling classes, the Ministry realised its mistake and almost reversed its decision," said a senior Ministry official requesting anonymity. "The matter has been reviewed and in super cession of the earlier instruction dated 17.04.2025 it has been decided that the maximum current waiting list limits will be revised to 60% and 30% of the redefined capacity of each class available at originating as well as roadside stations for air-conditioned and non air-conditioned classes respectively," said the circular issued by the Railway Ministry on Saturday. "This logic will also be applicable for issuing of waitlisted tickets from remote locations as well as tickets booked under Tatkal scheme," it added. The new circular stated that this waiting list limit shall, however, not be applicable to the tickets issued on concessional fares, warrants etc. "To enable issuing of waiting list tickets from the remote locations having zero defined berths, some waiting list limit shall be pre-defined based on demand pattern," it said. PTI had earlier reported that the Ministry's decision to limit the passenger waiting list to 25% of the capacity of each class was flagged by the reservation supervisors, ticket booking clerks and some senior commercial officers as uneconomical for the railways and inconvenient for passengers. The withdrawal order, released on Saturday evening, asked all principal chief commercial managers to take note of the change and CRIS to make necessary changes in the reservation system. According to the previous circular of 2013, the waiting list cap on berths/ seats of first AC/EC and 2 AC classes was 30 and 100 respectively. Similarly, the first class, 3AC/Chair Car and sleeper class had 30, 300 and 400 waiting limits, respectively. "It is good that the ministry has reviewed the April 17 circular as it was a wrong move and was hurting the interest of Railways as well as passengers. There is a need to enhance the cap on non-AC class as well," a senior railway official said.

Kapil Mishra announces additional relief for artisans affected by Delhi Haat fire
New Delhi [India], June 30 (ANI): Delhi Tourism Minister Kapil Mishra announced a relief and rehabilitation package for the artisans impacted by the recent fire at Delhi Haat INA. Tourism Minister Kapil Mishra confirmed that a total relief package of Rs 1.20 crore will soon be disbursed among the 24 affected artisans. A fire broke out on the evening of April 30 at Dilli Haat INA, gutting 24 artisan stalls and leaving several craftsmen without a source of livelihood. Chief Minister Rekha Gupta had earlier committed a financial relief of Rs five lakh for each affected artisan. Mishra stated that the approval for the Rs 5 lakh relief amount has been granted, and a total sum of Rs 1.20 crore will be disbursed to the 24 affected artisans. In addition to the financial aid, the Delhi government has also announced logistical support for the craftsmen. As part of the rehabilitation effort, the 24 artisans will be allotted stalls at Dilli Haat INA free of cost for a period of six months, from July 1 to December 31, 2025. The allotment will be done via a lottery process. He further stated, 'Our government is committed to safeguarding the interests of artisans and providing them with the necessary support.' Earlier, Mishra also announced that the Delhi government has made extensive arrangements to ensure a grand welcome for Kanwar Yatris while highlighting the various initiatives taken to ensure a smooth journey for the devotees. According to Minister Mishra, the Rekha Gupta-led Delhi government has taken three main steps: Direct Benefit Transfer (DBT) to accounts of Kanwar Yatra committees, Free electricity to 1200 units with a 25 per cent reduction in security for electricity, and a 'single-window' clearance being made for permissions to install camps. 'The devotees will be given a grand welcome in Delhi. Three changes have been made at the direction of the CM. Direct Benefit Transfer will be done to the accounts of the Kanwar Yatra Committees. There will be no middlemen. 1200 units of electricity have been made free for Kanwar camps. The security for electricity has been reduced to 25 per cent. A single-window clearance has been created for permissions to install Kanwar Camps,' Mishra told ANI. (ANI)
