Tunisian 'revolution oasis' palm grove thrives on self-rule

SINCE the inhabitants of Jemna in southern Tunisia wrested control of their 100-year-old palm grove from the state during the 2011 Revolution, residents say their lives have radically improved.
The desert town – where the palms produce some of the North African country's finest dates – ejected businessmen tied to the old regime when the uprising toppled longtime ruler Zine El Abidine Ben Ali.
Jemna, population around 8,000, has since become a unique grassroots experiment in Tunisian agricultural self-management – a non-profit project run by a local community to reinvest all benefits locally.
Residents founded the Association to Protect the Jemna Oasis (ASOJ) which runs the grove where 57-year-old Abdelbasset Abed works full-time, along with some 50 other people.
During harvest season, the 12,000 date palms provide work for 160 people – 10 times more than before. Two-thirds of these are seasonal workers.
"The situation is a lot better than before," said Abed as he cleared away dry branches at the foot of a towering date palm.
"I have a stable job."
The results are visible beyond the grove itself, with production generating nearly 14 million dinars (roughly US$4.5 million) over the past 15 years.
A covered market, a sports field, computer labs in schools, scholarships and funds for other groups... the association has created more opportunities in a highly indebted Tunisia where little to no government funding reaches NGOs.
"They even help students with financial aid," Abed said of the ASOJ.
UTAIM, another local association that works with children who have disabilities, has had a constant source of income after ASOJ donated 50 palm trees to it.
"They gave us a stable source of revenue," UTAIM director Halima Ben Othman told AFP.
The local cemetery has also been revamped using income generated by the town's surrounding palm trees.
It now has a separation wall and a seating area for people visiting the graves of those buried there.
"Even the dead benefit," smiled Tahar Ettahri, the head of ASOJ.
Such gains did not come easily, however, and now locals are saying they have to fight to preserve their economic self-rule.
Two days before Ben Ali fled the country in early 2011, locals occupied the palm grove that had been leased cheaply to two well-connected businessmen.
"The young people of Jemna decided to reclaim their ancestors' land," which Ettahri said had a history of being plundered since French colonial rule.
When the regional governor sent armoured vehicles and deployed security forces in an attempt to reclaim the grove, residents staged a three-month peaceful sit-in.
Meanwhile, they had to keep producing the dates.
So local trade unionists, activists, and ordinary citizens formed a coalition, and a community fundraiser gathered some 34,000 dinars (about US$10,000) from more than 800 contributors to fund the project at its onset.
"We came together with the goal of improving the well-being of our community," Ettahri said.
"We came from different ideological backgrounds, but our shared interest in Jemna united us. Maybe that's why we succeeded."
In his book "Jemna, the Revolution Oasis", sociologist Mohamed Kerrou called it a unique legacy of the ideals that sparked the Arab Spring.
Ettahri said this stemmed from a sharp sense of social justice and a propensity for the common good.
The town has a public space – the "Jemna Agora" – where people are handed a microphone and speak freely to discuss a problem or to propose projects for locals to put to a vote.
Despite being a success, with revenues of 1.8 million dinars (about US$592,000) by the fourth year of self-management, Jemna has had to battle post-revolution governments in order to preserve its model.
Now, 15 years later, Ettahri said residents were still waiting to "settle the issue legally with the state."
The former unionist and teacher said this was not a fight against the authorities – the residents asked to lease the grove, and were ready to pay 15 years in back rent.
To comply with a decree from President Kais Saied establishing "citizen's enterprises", which cited Jemna as an example, the ASOJ has formed a "community company."
It has 334 members – far more than the required 50-member minimum – and all of them insist on voluntary status, another unique aspect among such enterprises, Ettahri said.
"It's a lot of members, but the idea is to sociologically represent everyone," Ettahri said.
The group now aims to launch a plant to sort and package dates locally, providing year-round employment for 100 women.
Ettahri, 72, is a grandfather of seven and has taken a step back from day-to-day date production. He still heads the ASOJ, but more as a lookout to warn of potential problems ahead.

AT a small stream in India's eastern state of Odisha, indigenous villagers catch eels and fish for a dinner celebrating an annual harvest festival. The bounty of communal farming, foraging and fishing marks the start of a new season. But the fish and other resources have been dwindling. 'Nowadays, the rains come late, affecting our farming, leading to a decrease in production,' said Sunita Muduli, a Paraja tribeswoman from Putpondi village. She stood on freshly tilled fields that would be sown again with millet before the increasingly unpredictable monsoon rains. The indigenous Adivasis have lived in these villages for millennia. They continue traditional practices of farming millet and rice and foraging leaves and fruit from the forest to make plates, the local brew and more. With those practices under pressure from a changing climate, they are making their most significant effort yet to speak up for their community's needs, advocating for Indian authorities to protect and restore their lands as the nation of more than 1.4 billion people tries to adapt to a warming world. Unfortunately, rainfall has reduced, temperatures have risen and our forest cover has dwindled. 'However, once we acquire the rights we deserve, our priority will be to revitalise and flourish our forest,' said Saita Dhangada Majhi of Pangan Pani village. India is among the world's most vulnerable countries to climate impacts. According to the 2025 Climate Risk Index, the country between 1993 and 2022 was subject to 400 extreme events – including floods, heat waves and cyclones – causing 80,000 deaths and economic losses nearing US$180bil. Odisha is one of India's poorest states and among the most vulnerable to climate impacts. A study by researchers from Odisha's Fakir Mohan University published in 2023 found that food production there had decreased by 40% in the last 50 years due to climate change. Most Indian farmers rely on rain-fed agriculture, with about half of all farmed land dependent on downpours. As the monsoons become more unpredictable, livelihoods are affected. India's indigenous people feel those impacts the most as their traditions depend greatly on forests and natural produce, said Bidyut Bidyut Mohanty of the Odisha-based non-profit Society for Promotion of Rural Education and Development. The organisation helped the Odisha villages with the dream mapping process. Climate change is affecting 'their very existence', Mohanty said, asserting that they have not contributed to the problem but are paying the price. The forest commons are 'not only considered the lungs but are also a hidden kitchen for indigenous communities,' he said. The women's survey found that resources available a decade earlier had either dwindled or disappeared. In Muduli's village, the number of fruits such as mango, guava, java plum and Indian gooseberry had dropped drastically. Resources used to make traditional instruments and other items had become more rare. Climate experts said the Odisha project can be a model to be replicated across India and other nations. United Nations reports have said 80% of the world's biodiversity lies in regions controlled by indigenous peoples. Women from marginalised and vulnerable communities are affected the most by climate change, and the indigenous women of Odisha are an inspiration, said Neha Saigal, a gender and climate expert at Bengaluru-based Asar Social Impact Advisors who is familiar with the mapping project. 'They are actually leading from the front,' she said. Their work could be critical in deciding where India's efforts on climate change should be focused, Saigal added, noting that the country is working on a national adaptation plan. It is not clear whether the dream maps will become part of that plan. The women behind them say their project has given them formal understanding of what they and their communities have long known intuitively. They want to pass that on for generations to come. People Power Drives Southeast Asia's Forest Revival

Southeast Asia's tropical rainforests, among the most biodiverse on the planet, are under increasing threat. In Malaysia alone, more than 2 million hectares of wet primary forest were lost between 2002 and 2023, contributing to a global decline of 76.3 million hectares. The impact is being felt by both the environment and the indigenous and rural communities who depend on these ecosystems for their livelihoods and cultural heritage. In response, community-based forest restoration efforts are gaining momentum. In Malaysia, the Hutan–Kinabatangan Orangutan Conservation Programme (KOCP) stands out as a successful example of this approach. The programme is a partnership between the French NGO Hutan and the local Orang Sungai community. It employs more than 110 local staff who are involved in a range of conservation activities. One of their key initiatives is the construction of canopy bridges over the Kinabatangan River, which provide safe crossing points for orangutans and other wildlife. This collaboration not only helps protect endangered species but also supports the livelihoods of local people. A similar model of collaboration is taking root in Indonesia. In Aceh, the Aliansi Kolibri network and Jaringan Komunitas Masyarakat Adat (JKMA) are working with indigenous communities to restore degraded forests through funding, training, and capacity-building. At the heart of this initiative is 65-year-old Muhammad Nasir, also known as Imeum Mukim, a traditional leader in Mukim Paloh, Pidie Regency. Nasir is not only a community leader but also a passionate environmental advocate. Despite pressures from palm oil plantation expansion since 1987, Nasir has led his community in protecting nearly 3,000 hectares of ancestral forest, including conservation zones for traditional ceremonies and vital water springs. Under his leadership, the community has developed customary regulations, mapped their territories, and advocated for legal recognition of their forest rights. In 2012, Nasir and the Mukim Paloh community sought JKMA's support to strengthen their customary forest management through training in governance, mapping, legal capacity, and climate change. This empowerment enabled them to secure official recognition of their customary forest status in 2023, confirmed by a decree from Indonesia's Minister of Environment and Forestry and presented by President Joko Widodo. Aliansi Kolibri's community-based restoration model has also restored 22 hectares of degraded forest across six districts, involving multiple local organisations. This approach has encouraged local communities to plant native species that contribute to food security, with over 2,500 seedlings of fruit and nut trees such as avocado, durian, guava, cocoa, and mango planted, with harvests expected in four to five years. The model aims to inspire similar community-driven restoration efforts across Southeast Asia, ensuring local people directly benefit from forest conservation.
