Housing Ministry targets completion of Mazarin project by June 2025
Minister of Housing, Utilities, and Urban Communities Sherif El-Sherbiny announced that the Mazarin project in New Alamein City is on track for completion by 30 June 2025. Spanning 707 feddans, the mixed-use development is located on the southern shore of the Alamein Lakes and overlooks the city's iconic beachfront towers. Designed as a residential, recreational, commercial, and administrative complex, the project includes a wide variety of villas, chalets, and apartment units, with a total of 7,956 residential properties.
According to Ahmed Ibrahim, Head of the New Alamein City Authority, many units have already been completed and delivered to clients. The remaining sold units are currently being handed over, with all deliveries expected to be finalized by mid-2025.
El-Sherbiny elaborated on the broader residential development efforts within New Alamein, noting that the first phase of multi-level residential construction includes three beachfront mixed-use tower zones comprising four towers, along with the Mazarin compound, the Latin District, Downtown apartments, the Sakan Misr project, and Distinguished Housing. Together, these areas represent a total of 28,975 residential units. Of these, 15,295 units have been sold, 11,320 units have been completed and are ready for delivery, and 6,396 units have already been handed over or inspected by their new owners. The remaining units are set to be delivered by the end of June 2025.
The second phase of development is currently underway and will deliver approximately 11,616 residential units. This phase includes four zones of beachfront mixed-use towers comprising 14 towers, five additional towers in the Marina Towers area, the Housing for All Egyptians project, five towers in the Downtown area, and residential units in the Heritage City. Structural work has been completed on three of the beachfront towers and five Downtown towers, with interior finishing works now in progress. Simultaneously, both structural and finishing works are advancing on the Housing for All Egyptians initiative. In response to growing demand for mid-income housing, work has also begun on the Diarna project, which will provide 6,786 units tailored to this segment.
The minister affirmed that essential infrastructure and service buildings needed to support the city's population are now operational. These include two mosques, a church, a primary school, a nursery, a five-a-side football field, a notary office, and the first phase of Alamein National University. Additional facilities currently under construction include a family health centre, more schools, nurseries, and other community services.
Commercial developments in New Alamein are also gaining momentum. The North Square Mall project has brought 65 commercial units into operation, while another 110 units across various projects in the city have been sold. Of these, 45 units have already been delivered to buyers, with the remainder ready for immediate handover.

In a related development, Prime Minister Madbouly also attended the signing of a comprehensive operation and maintenance agreement for the Central Business District (CBD) in Egypt's New Administrative Capital. The agreement, signed between the New Urban Communities Authority (NUCA) and an Egyptian-Chinese alliance represented by Horizon Management and Operations Company, aims to ensure world-class service delivery and infrastructure sustainability. The agreement was signed by Amin Ghoniem, NUCA Vice President for Real Estate Affairs, and Qi Zhang, Managing Director of Horizon Management and Operations Company. Minister El-Sherbiny explained that the agreement introduces a modern 'Cost + Margin' management model—balancing service quality with operational sustainability. It enables the state to maintain full oversight through budget controls and regular reviews of technical and financial performance. The agreement covers the maintenance and operation of critical infrastructure such as electricity and water networks, fire safety systems, and other essential facilities. It also includes cleaning, security, landscaping, and environmental monitoring services. All operations will adhere to strict technical specifications and legal standards, with ongoing performance monitoring and financial oversight. El-Sherbiny noted that this approach reflects a shift toward integrated, high-efficiency urban management aligned with Egypt's vision for modern, sustainable cities. He stressed that the agreement sets a new benchmark for managing public utilities, protecting state investments, and delivering services that meet the expectations of residents, visitors, and investors in the CBD. He added that the contract underwent rigorous institutional review, overseen by a ministerial committee tasked with ensuring full compliance with legal and technical standards throughout the pre-contract and implementation phases. 'This marks a pilot model for smart, integrated urban management that we aim to replicate across the New Administrative Capital and other new cities,' El-Sherbiny concluded. 'It represents a shift from traditional service models to sustainable frameworks based on performance, accountability, and governance.'

The Arab Contractors Company and China State Construction Engineering Corporation (CSCEC) signed a cooperation protocol to form a joint alliance to execute major infrastructure projects within Egypt and across the African continent, the Egyptian cabinet announced in a statement on Sunday. Marine ambulance service inauguration among PM's key activities this week
CAIRO, May 30 (MENA) – The cabinet's media center published Friday infographics on social media, highlighting the key activities of Prime Minister Mostafa Madbouly during the current week. The premier's busy agenda included meetings, visits, tours, and inaugurations of national projects. The infographics showcased the prime minister's participation in the celebration of the 123rd anniversary of the launch of ambulance service in Egypt, during which he announced the inauguration of maritime ambulance service for the first time. It was noted that there has been significant recent attention given to the ambulance system, culminating in the signing of the largest deal for ambulance vehicles with 1,000 units in a single batch. He also conducted an inspection tour to follow up on the implementation status of several housing and utilities projects in the cities of 6th of October, Sheikh Zayed, and New October and handed over housing contracts as part of the presidential initiative 'Housing for All Egyptians' in New October. The prime minister participated in the opening session of the 2025 US-Egypt Policy Leaders Forum, noting that more than 1,800 American companies operate in Egypt, with total investments exceeding $47 billion over the past two decades. Madbouly also met with the Vice President of ExxonMobil for Exploration Affairs to review the status of the 'Cairo' and 'Masry' natural gas concession areas in the Mediterranean, directing that procedures be facilitated to accelerate drilling operations. In a meeting with the Awqaf minister, several work files were reviewed. The premier directed a comprehensive, digitized inventory of the Awqaf Authority's properties. The prime minister also reviewed the progress of the subsidy system and its governance measures, including the issuance of a unified card to around 42,000 beneficiaries out of 171,000 subsidy cardholders in Port Said. He met with the head of the Suez Canal Economic Zone (SCZone) to review recently contracted projects. These included a $17 million investment by China's Hightex Company and a $60 million investment by China's Kinlead Innovative Materials Company, in addition to the signing of four commercial contracts to export ductile pipes for major international projects in several Arab countries, totaling $47 million. The prime minister also received a delegation from Samsung, headed by the CFO of the company's Middle East regional headquarters. It was noted that Samsung's factory in Beni Suef is its first in the Middle East and Africa, with an annual production capacity of 6 million units and $700 million in investments. He attended the 120th anniversary celebration of the founding of the Heliopolis Company for Housing and Development and inaugurated the renovation and development works at the Granada Palace. He also witnessed the signing of a partnership between the Holding Company for Pharmaceuticals and the American company 'Dawah Pharma' to manufacture and export pharmaceuticals and dietary supplements to global markets. The partnership includes plans to expand the holding company's exports and enter the US market for the first time. The infographics also included a meeting to review proposals aimed at reducing debt as a percentage of the gross domestic product. The premier emphasized continued efforts to boost the country's foreign currency reserves from various sources.
