KUWAIT CITY, March 1: Kuwait Municipality has approved the request of the Justice Ministry to allocate a site measuring 6,000 square meters with dimensions of 100 by 60 meters in Mubarak Al-Abdullah Al-Jaber, Block Seven for the establishment of the Expert Affairs Department building in Hawally Governorate. The newspaper obtained a copy of the Municipality's statement regarding the request, approved by its acting Director General Manal Al-Asfour. It stressed the need to provide parking spaces within the site's boundaries, submit a traffic study before licensing the building, fulfill the requirements stated in the responses of the members of the Subcommittee for Public Facilities and Services at its meeting held on March 26, 2024 and coordinate with them before implementing the project.
This is in addition to authorizing the competent departments to modify the dimensions and area of the site by no more than the designated sizes in the event of conflict with any existing infrastructure s or for regulatory reasons. On the other hand, the Ministry of Justice submitted a letter to the director general of the Municipality on Sept 2, 2020; requesting the allocation of sites in all governorates for the establishment of an independent building for each of these governorate's experts affairs units (Capital, Hawally, Ahmadi, Jahra and Mubarak Al-Kabeer), including the parking lots. This is based on Ministerial Resolution No. 146/2017 on streamlining the organizational structure of the Experts Department and raising it to the level of general department, which is currently located in rented buildings that do not accommodate the new organizational structure, future vision and increasing needs; hence, the need for the establishment of an independent building in each governorate to manage the experts' affairs. Based on prior coordination between the Ministry of Justice and the Municipality, plots were allocated in the governorates, including the Hawally Governorate measuring 6,000 square meters mentioned above, The proposed site in Jahra Governorate is not less than 5,000 square meters; the one in Mahboula measures 5,000 for Ahmadi Governorate, and 5,000 square meters in Abu Futaira for Mubarak Al-Kabeer Governorate.

Lawyer Reem Al-Baghdadi, representing the aggrieved citizen, requested detailed information on debt repayment records, the disbursement process, and the list of beneficiaries. She explained that her client was extremely surprised to be excluded from the current debtors' campaign beneficiary list, despite not having applied for any previous campaigns. An investigation revealed that the committee overseeing one of the previous campaigns had paid the government a fee of KD 10 owed by the citizen, based on a request from the Ministry of Justice. Her client was unaware of this payment and that his name had been included in the previous campaign's beneficiary list without his knowledge. Despite being able to pay the KD 10 fee himself, he applied to register in the latest campaign due to a large debt he could not afford to repay. Lawyer Al-Baghdadi emphasized that the purpose of this lawsuit is to clarify the mechanisms of the debtors' campaigns, ensuring transparency and fairness so that aid reaches those truly entitled to it based on clear and just criteria.

KUWAIT CITY, June 4: Real estate transactions in May recorded a monthly growth in the value of various types of real estate by 24.3 percent or KD 94.384 million; reaching KD387.18 million with a total of 530 transactions, compared to KD292.797 million in April. Meanwhile, the value of real estate transactions decreased year-on-year by 6.24 percent or KD25.803 million, and the number of transactions increased by 19.8 percent or 105 transactions, compared to 425 transactions worth KD412.984 million in May 2024. The newspaper obtained a copy of the monthly report on real estate transactions from the Documentation and Real Estate Registration Department in the Ministry of Justice. The report confirmed the registration of 530 real estate transactions in May -- 390 private transactions, 125 investment transactions, six commercial transactions, five craft transactions, two warehouse transactions, and one transaction each for shops and the coastal strip. Private real estate transactions witnessed a 2.6 percent growth in number and a 21 percent growth in value, with a total of 390 transactions worth KD158.677 million, compared to 380 transactions worth KD125.202 million in April. On an annual basis, private real estate transactions recorded a 24.3 percent growth in number and a 15 percent growth in value compared to May 2024, which had 295 transactions worth KD134.811 million. Investment real estate transactions recorded a monthly growth of 2.5 percent in number and 28.4 percent in value, with a total of 125 transactions worth KD185.847 million, compared to 122 transactions worth KD132.982 million in April. The value of investment real estate transactions jumped 159 percent year-on-year (to KD114.119 million) and 17.6 percent in number (22 transactions); compared to May 2024 when the number of transactions totaled 103, valued at KD71.728 million. Commercial real estate witnessed a striking contrast between monthly and annual trading activities. While the value of real estate transactions increased by 166 percent every month and 33.3 percent in number, with a total of six transactions worth KD 22.062 million compared to four transactions worth KD8.290 million previously; the volume of transactions decreased by 70 percent year-on-year and 86.6 percent in value, with a total of 20 transactions worth KD164.526 million. Despite the 44.4 percent decrease in the number of commercial real estate transactions in May (four deals) compared to the number of transactions in April, the trading value of commercial transactions jumped by 11.7 percent (KD1.276 million). The number of commercial transactions in May reached five, worth KD10.945 million; compared to nine deals worth KD9.669 million in April. The craft real estate also witnessed a significant year-on-year increase in the number and value of transactions, increasing by 60 percent and 191 percent respectively, compared to May 2024 which had three deals worth KD3.765 million.

KUWAIT CITY, June 2: The amendment of some provisions of the Amiri Decree on the Kuwaiti Nationality Law – which aims to strengthen national identity, maintain public order and abolish Article Eight stipulating that the marriage of a foreign woman to a Kuwaiti man does not entail her becoming a Kuwaiti – has led to a 75 percent increase in the number of Kuwaiti women marrying Kuwaiti men and a lower rate of foreign marriages. The newspaper obtained a copy of the recent statistics issued by the Department of Legal Documentation at the Ministry of Justice, indicating that the number of marriages between Kuwaiti men and Kuwaiti women reached 2,916 from the beginning of January until the end of April 2025. The statistics showed that 332 Kuwaiti men got married to non-Kuwaiti women, 133 Kuwaiti women got married to non-Kuwaitis, 44 Kuwaiti men got married to Bedouns and 10 Kuwaiti women got married to Bedouns. In addition, the number of divorces between Kuwaiti husbands and Kuwaiti wives reached 1,419; while the number of divorces between Kuwaiti husbands and non-Kuwaiti wives reached 332, and 141 Kuwaiti women were divorced from non-Kuwaiti men. Moreover, a statistical analysis of the achievements of the Sharia Documentation Department in April 2025 revealed that the number of documented marriages, by nationality, reached 1,149. The rate of marriages where both spouses are Kuwaiti nationals was 75 percent, while the percentage of marriages where both spouses are non-Kuwaiti nationals was 13.4 percent. The rate of marriages where the husband is Kuwaiti and the wife is non-Kuwaiti was 8.4 percent, while the percentage of marriages where the husband is non-Kuwaiti and the wife is Kuwaiti was 3.2 percent of the total marriages. The total number of documented authentication cases by nationality of husband and wife reached 117. The rate of documented authentication cases in which both spouses are Kuwaiti citizens was 4.3 percent, while the percentage of documented authentication cases in which both spouses are non-Kuwaiti citizens was 29.9 percent. The rate of documented authentication cases in which the husband is Kuwaiti and the wife is non-Kuwaiti was 60.7 percent, while the percentage of documented authentication cases in which the husband is non-Kuwaiti and the wife is Kuwaiti was 5.1 percent. The total number of documented divorces by nationality of the husband and wife was 754. The percentage of documented divorces in which both spouses are Kuwaiti citizens was 59.1 percent, while the percentage of divorces in which both spouses is non-Kuwaiti citizens was 18.4 percent. The rate of divorces in which the husband is Kuwaiti and the wife is non-Kuwaiti was 15.9 percent, while the percentage of divorces in which the husband is non-Kuwaiti and the wife is Kuwaiti was 6.5 percent.
