Cash crunch delays GMCH cancer equipment purchase

Nagpur: The district administration on Monday informed the Nagpur bench of the Bombay high court that it was unable to arrange the additional Rs25 crore required for the procurement of a Linear Accelerator for the Government Medical College and Hospital (GMCH). This was due to the exhaustion of available funds and an escalation in equipment costs.
A division bench comprising Justices Avinash Gharote and Abhay Mantri then asked the Maharashtra govt to inform how it would arrange the remaining funds of Rs22 crore needed to purchase the new Linear Accelerator used for treating cancer patients. The bench pointed out that while Chhatrapati Sambhaji Nagar GMCH has two such machines, Nagpur has none, thus affecting the cancer patients.
The bench was hearing Suo Motu (PIL) No. 1/2023, initially filed by CH Sharma and others, which shed light on the grim state of medical facilities in Vidarbha. It expressed strong displeasure over administrative inertia that stalled key improvements in public healthcare.
In an affidavit filed by Atul Doad, District Mining Officer and collector's authorised representative, it was submitted that despite repeated directions from the court, the necessary funds could not be sourced from the District Planning Committee (DPC), District Mining Fund (DMF), or Corporate Social Responsibility (CSR) reserves. Doad stated that although Rs23.20 crore was sanctioned by the state govt in 2018 for purchasing the Linear Accelerator, the cost has now doubled to around ₹45 crore due to inflation, customs duties, and associated maintenance expenses.
The affidavit detailed that Rs52.52 crore was already released from the DMF to GMCH for various projects between 2019 and 2024, while another Rs53.13 crore and Rs28.49 crore were sanctioned by the DPC for GMCH and Super Speciality Hospital works during the 2023–24 and 2024–25 financial years, respectively. As per the affidavit, currently only Rs3.29 lakh is available from the CSR fund, with an additional Rs25.58 lakh reserved as per earlier court directions, leaving insufficient resources for the Linear Accelerator's procurement.
Referring to a previous court order dated February 19, 2024, Doad acknowledged that the cost escalation primarily stemmed from a 34.64% increase in customs duty and other taxes, and about Rs5 crore earmarked for a five-year maintenance contract. The affidavit pointed out that earlier delays, procedural bottlenecks, and miscommunications about the procurement status further exacerbated the funding crisis.
Given these constraints, the collector's office conveyed its inability to contribute the additional Rs25 crore from district-level funds and sought further directions from the court. The affidavit emphasised that administrative approval for the escalated cost would now have to come directly from the govt.
The court had earlier urged both the state authorities and the amicus curiae to explore potential waivers of customs duties to reduce the financial burden, noting the urgency of securing the Linear Accelerator for public health purposes.

Listed residential real estate companies are focusing on increasing their capital expenditure (capex) towards acquiring new land parcels. On an aggregate basis, developers utilised around 35% of their sales and pre-sales collections on land-related capex in 2024-25—the highest in recent years, showed an analysis by Nuvama Research. A combination of favourable factors is giving realty firms the financial muscle to aggressively invest in land acquisitions, including healthy collections for most developers. Aggregate collections and operating cash flows were up 24% year-on-year each in FY25, showed Nuvama data. Also, realtors were on a fund-raising spree during FY25, garnering over Rs22,000 crore through qualified institutional placements (QIPs) and rights issues. Plus, deleveraging efforts have made their balance sheets leaner, giving more legroom for expansions. Investing in new land parcels is crucial for project launches, which, in turn, is required to drive growth in pre-sales or bookings. In FY25, many realty projects faced delays in launches due to approval-related challenges, including key geographies such as the Mumbai Metropolitan Region, the National Capital Region, and Bengaluru. Central and state elections during FY25 added to approval delays. However, latest management commentaries suggest this problem is gradually easing. Despite RBI's rate cut, demand remains a worry For FY26, except for DLF Ltd, key listed realty developers have guided for double-digit pre-sales growth of 18-22% and have robust launch pipelines. The combined launch pipeline of nine listed developers under the coverage of Kotak Institutional Equities is around 140 million up 30% year-on-year, with a potential gross development value of ₹1.7 trillion, indicating investments in land-related capex are likely to stay elevated. While realty companies are making all the right moves to buoy supply, concerns linger on demand moderation, which may impact absorption of new housing units and pre-sales. In the past year, the Nifty Realty index has declined by 4% versus the benchmark Nifty 50's nearly 8% rise. The Reserve Bank of India's latest 50 basis points cut in repo rate is sentimentally positive for the real estate sector. It is expected to translate into cheaper home loan rates, boosting demand for the beleaguered affordable housing segment. But post the covid-19 pandemic, many realty companies have increased focus on premium and luxury housing offerings where demand is relatively less sensitive to interest rates movements. So, meeting FY26 pre-sales targets on a high base and timely launches remain the key upside triggers for realty stocks.

With the surprising RBI monetary policy, the Nifty reclaimed the 25000 level, a significant milestone indicating a positive market sentiment. The central bank reduced the repo rate to 5.5 per cent, which further boosted the market. The Nifty gained by 252.35 points or 1.02 per cent last week, reflecting the market's positive response to these developments. The BSE Sensex is up by 0.91 per cent. The Midcap-100 and Small-cap-100 indices outperformed, gaining 2.77 per cent and 3.91 per cent, respectively. On the sectoral front, the Realty is the top gainer with 9.51 per cent, followed by the Metal index with 2.32 per cent. On the downside, the Media is down by 0.32 per cent, and the Nifty IT declined by 0.07 per cent. The India VIX is down by 9 per cent to 14.63. The market breadth is mostly positive. The FIIs were net sellers as they sold Rs3565.88 crore, and the DIIs bought Rs25,513.43 crore worth of equities. After consolidating for 18 days above the 61.8 per cent retracement level, the Nifty sharply bounced to above 25000 levels. The 61.8 per cent retracement level of 24545 has become a rock-solid support. The bears tested it at least seven times in the last three weeks, but their efforts were in vain. The Nifty is still in the defined range of 24500-25100. As the index tested the resistance line, the potential for a breakout is high, especially if it closes above 25116 with a strong move and volume. If the Nifty achieves this, the immediate target is at 25360. In most bull case scenarios, the index may test 25694, which is a 61.8 per cent extension of the recent swings. On a weekly timeframe, the index has formed a bullish engulfing candle, which is positive. The only concern is the volume last week. On an over one per cent advancing day, the volumes are low. Even on a weekly basis, the volumes were lower in the last three weeks. The Nifty holds nine distribution days, which is the highest number in recent times. Any further addition of distribution days means that the bulls are not convinced about Friday's move. The Bollinger Bands are contracted sharply on Friday, marking another rare technical development. During the 2022 correction, the index retraced 80 per cent and consolidated for a period. This time, it is already retraced 75 per cent. Let us wait and see how it will behave this time. The Nifty is facing resistance at the sloping trendline drawn from the all-time high. If it is able to violate decisively, as the underlying is bullish bias, it can test the 25350 and above levels. If a breakout is not a reality, expect more consolidation within the range. The RSI has entered the bullish zone on the weekly and daily time frames, a positive sign. The Weekly MACD is also bullish, further reinforcing the positive outlook. Importantly, there are no divergences visible on any time frame, providing additional reassurance about the market's direction. In the coming week, it's crucial to maintain a positive outlook, given the underlying bullish trend. Waiting for a decisive breakout is the best strategy, as there is no opportunity for a short position. Keep an eye on the many mid and small caps coming out on a weekly basis, as they offer better momentum and relative strength. The interest rate-sensitive stocks may continue to be in the limelight, and the Realty sector stocks are showing more strength. The PSU banks and Financial may continue to outperform, so stay positive and keep a watchful eye on these sectors.
