Dubai Culture, Municipality to transform public spaces into art

Dubai Culture and Arts Authority (Dubai Culture) has signed a Memorandum of Understanding (MoU) with Dubai Municipality to enrich Dubai's visual identity and enhance artistic experiences in public spaces and residential neighbourhoods.
This aligns with the Dubai 2040 Urban Master Plan, which aims to achieve sustainable urban development centred around people.
The agreement reflects Dubai Culture's social and cultural responsibilities to elevate the quality of life in the emirate and reinforce its position as a global destination for living, working, and leisure, as well as a global centre for culture, an incubator for creativity, and a thriving hub for talent.
The MoU underscores the shared commitment of Dubai Culture and Dubai Municipality to expanding cooperation, strengthening communication channels, and exchanging best practices and experiences in identifying suitable locations for displaying artworks and artistic installations. This initiative will contribute to transforming Dubai into an open-air global art gallery accessible to all.
Under the agreement, Dubai Culture will determine the number of artworks and installations to be implemented annually within a set timeframe, aligning with the city's beautification plan.
Meanwhile, Dubai Municipality will be responsible for selecting proposed showcasing sites and coordinating with government and private entities to obtain the necessary approvals and permits for executing public art projects.
Hala Badri, Director General of Dubai Culture, affirmed the importance of the partnership between Dubai Culture and Dubai Municipality in transforming Dubai's streets and public squares into an open art museum, saying: 'Through our Public Art Strategy, we seek to foster a culture of innovation, support Dubai's creative economy, empower artists by expanding their presence in the local art scene, and encourage them to contribute to greater artistic appreciation in the emirate. These spaces will be enriched with distinctive artworks that enhance the local art scene and reflect the emirate's unique creative identity.'
Badri also commended Dubai Municipality for its efforts in supporting the Dubai Public Art Strategy and raising the city's appeal through various projects across Dubai's streets and residential areas.
Marwan bin Ghalita, Acting Director General of Dubai Municipality, highlighted the significance of the partnership in enhancing Dubai's aesthetic appeal and cultural vibrancy, stating: 'This agreement marks a key step in our efforts to integrate art and urban development, ensuring that Dubai remains a city of creativity, innovation, and cultural expression.'

Dubai's Roads and Transport Authority (RTA) has signed agreements with Dubai Municipality and leading developer Wasl Group to implement a series of affordable housing projects across the emirate in line with the 2040 Urban Master Plan. According to RTA, the first phase of the housing projects covers six areas across Me'aisem 1, Al Twar 1, Al Qusais Industrial Area 5, and Al Leyan 1, with a combined area of approximately 1.46 million sq m. The development will deliver more than 17,000 residential units, catering to skilled professionals of various nationalities working in strategic positions in both public and private sectors. The overall objective is to provide suitable housing options at affordable rental rates, optimise land use, and develop residential models tailored to diverse community needs, it stated. Mattar Al Tayer, Director General, Chairman of the Board of Executive Directors of the RTA, signed the agreement with Marwan bin Ghalita, Director General of Dubai Municipality and Hesham Abdulla Al Qassim, the CEO of Wasl Group, in the presence of Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister, Minister of Defence, and Chairman of The Executive Council of Dubai. The deal comes following a directive from The Executive Council of Dubai to allocate land for affordable housing projects, in line with the Dubai 2040 Urban Master Plan and the objectives of the Affordable Housing Policy. The policy aims to develop vibrant, healthy communities; support urban centres that drive key economic sectors; diversify employment opportunities; and address the housing and service needs of residents across income levels, said the statement. It also seeks to provide diverse, high-quality housing options that meet approved standards, ensure connectivity to the city centre, offer access to essential services, and align with the '20-Minute City' concept, it added. Al Tayer said: "Housing remains a key priority under the guidance of our leadership, reflecting their commitment to enhancing community well-being and quality of life. The Affordable Housing Programme is one of the Dubai Government's pioneering initiatives aimed at supporting individual and family welfare, while promoting a balanced lifestyle." "The launch of the programme also aligns with the UAE's designation of 2025 as the 'Year of Community'," he stated. Bin Ghalita said the new projects represent a major step in developing sustainable urban centres that will shape the future of housing in Dubai and support the goals of the Dubai 2040 Urban Master Plan. "These projects will also contribute to building inclusive, healthy communities equipped with comprehensive services and recreational facilities that meet residents' needs. In parallel, they will support job creation, stimulate economic and commercial activity, and strengthen sustainable urban planning - enhancing Dubai's attractiveness, resilience, and liveability," he added. The second phase of the Rochester Institute of Technology (RIT) Dubai University campus expansion at Dubai Silicon Oasis (DSO), a specialised economic zone for knowledge and innovation, has been approved by Sheikh Ahmed bin Saeed Al Maktoum, Chairman of the Dubai Integrated Economic Zones Authority (DIEZ). Valued at over AED313 million ($85.22 million), this expansion will add 85,000 sq m of advanced educational infrastructure – increasing the total campus built-up area by nearly 217 percent to 124,000 sq m – significantly scaling up the campus capacity and reinforcing RIT Dubai's role as a global leader in academia and research, a Wam news agency report said. Upon completion, the expansion will boost the capacity of the campus by 115 percent, enabling it to accommodate approximately 4,500 students. The development will comprise nine new academic and administrative buildings, alongside cutting-edge educational and support facilities, including an expanded parking structure. The project will be delivered in two phases, with the first scheduled for completion by Q1 2027 and the second marking full completion by Q3 2028. This will bring the total investment in the university's buildings since its establishment and through the completion of this new expansion to over AED520 million. DIEZ's strategic expansion aligns seamlessly with Dubai's broader vision to elevate the quality of higher education, foster an integrated academic ecosystem, and address the growing demands of the knowledge economy. The initiative also aligns with the Dubai 2040 Urban Master Plan, launched by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai, which envisions transforming Dubai into the world's leading city in terms of quality of life and sustainable development. Sheikh Ahmed highlighted how investments in higher education underscore Dubai's unwavering commitment to nurturing a forward-thinking educational environment that drives the economy of the future and strengthens its position as a global hub for knowledge and innovation. He emphasised that this expansion of RIT-Dubai reflects the vision of Dubai's wise leadership to establish an educational system that evolves alongside technological transformations and enhances the nation's competitiveness in scientific research and innovation, as a key pillar of Dubai's vision for educational development. 'We firmly believe that universities are the cornerstone of the knowledge economy. By advancing RIT Dubai within the innovative ecosystem of Dubai Silicon Oasis, we are nurturing a future-oriented educational environment that will further attract creative minds and empower key sectors by providing them with the next generation of talent. This expansion will not only address Dubai's growing academic needs but also play a pivotal role in building a knowledge-based society. In turn, it will support a diversified and sustainable economy, positioning Dubai as one of the world's top three urban economies by 2033,' he noted. Dr Mohammed Al Zarooni, Executive Chairman of the Dubai Integrated Economic Zones Authority, said: 'The expansion of RIT Dubai is a major milestone in reinforcing Dubai Silicon Oasis as a premier hub for innovation and education. Dubai Silicon Oasis remains committed to supporting leading academic institutions in establishing specialised research programmes that align with the evolving demands of the rapidly expanding global digital economy. 'This expansion will offer students a fully integrated academic environment, equipped with state-of-the-art smart facilities and advanced technologies, fostering scientific research, innovation, and digital transformation across a variety of scientific and technological fields. As a result, it will further accelerate Dubai's growth, driving sustainable and competitive economic development, powered by the talents and innovative minds of the future generation,' he added. Dr Yousef Al Assaf, President of RIT Dubai, emphasised that the expansion is key to meeting the rising demand for advanced academic programmes. 'This expansion supports RIT Dubai's mission to supply vital sectors with the talent needed to meet the growing demands of the digital economy. Since its establishment in 2008, RIT Dubai has become an integral part of the higher education system across the GCC and the Middle East, offering modern academic programmes that keep pace with the latest global developments in scientific research and innovation,' he stated. 'Aligned with Dubai's vision for a knowledge-based economy, RIT Dubai is committed to developing and nurturing new programmes in emerging fields such as data science, AI, and environmental, social, and governance (ESG) sustainability, and more. This will enhance RIT's role in equipping the region's digital economy with highly skilled professionals prepared to meet the future challenges of a rapidly evolving market,' he added. The expansion project will be executed in two phases, each covering 61,000 sq m. The first phase will involve the construction of two academic buildings, which will house the Department of Science and Arts and the Department of Business Administration. In addition, two administrative buildings, a student centre, a dining hall, and a modern parking facility will be developed. The new parking facility alone will deliver a 150 percent increase in capacity to accommodate the growing number of students and faculty. The second phase will focus on the establishment of the Department of Mechanical and Industrial Engineering, along with state-of-the-art applied science laboratories, collaborative research and innovation spaces, lecture halls, sports facilities, and a library. Through its new expansion project, RIT Dubai is setting new benchmarks in higher education by establishing five integrated academic centres dedicated to research and development. These centres are designed to empower the next generation of leaders, foster innovation, and contribute to the UAE's goals for economic diversification. The centres include the Energy and Sustainability Center, the Smart Cities Center, the Innovation and Entrepreneurship Center, the Modern Manufacturing and Materials Processing Center, and the Center for Empowering People of Determination. The Modern Manufacturing and Materials Processing Center is aligned with the UAE's strategic goal of enhancing the manufacturing sector's contribution to the national GDP. At the same time, the Center for Empowering People of Determination will offer psychological support, personalised training programmes, and innovative solutions to ensure better integration and inclusion of people of determination across Dubai and beyond. Additionally, the Innovation and Entrepreneurship Center will play a pivotal role in helping students and the broader community turn their business ideas into reality, fostering an ecosystem of creative problem-solving and entrepreneurial growth. Currently home to 2,100 students, RIT Dubai's upcoming expansion will enable the campus to accommodate approximately 4,500 students by Q3 2028. This significant growth will not only meet the increasing demand for higher education but also reinforce the university's commitment to providing world-class education and fostering a vibrant academic community.

Dubai has been ranked the best city in the world for foreign direct investment (FDI) projects in the cultural and creative industries for the third consecutive year. In 2024, Dubai attracted 971 projects in the sector, with total FDI capital inflows reaching AED18.86bn ($5.1bn), resulting in the creation of 23,517 new jobs. Sheikha Latifa bint Mohammed bin Rashid Al Maktoum, Chairperson of the Dubai Culture and Arts Authority (Dubai Culture), affirmed that Dubai's continued rise as a leading global hub for the creative economy reflects the far-reaching vision of Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai. She noted that Dubai's top global ranking for the number of foreign direct investment projects in the cultural and creative industries (CCI) in 2024, as reported by the Financial Times' 'fDi Markets' and its 'Creative Industries Cluster' classification, reaffirms the emirate's pioneering role in shaping a sustainable, innovation-driven creative economy. Dubai retained its position as the top global destination for attracting Greenfield FDI projects in cultural and creative industries among 233 cities in the report for the third year in a row, surpassing major cities such as London and Singapore. This achievement was driven by the emirate's strong performance across sub-sectors within the broader cultural and creative industries ecosystem. Flexible government policies contributed to boosting FDI flows into the cultural and creative industries and strengthening Dubai's position as an attractive destination for investors, entrepreneurs, and owners of innovative initiatives and projects. These include Executive Council Resolution No. (11) of 2025 issued by Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister, Minister of Defence, and Chairman of The Executive Council of Dubai, regulating the operation of free zone establishments within Dubai. The resolution allows them to expand their business outside the free zone, provided they obtain the necessary permits from the Dubai Department of Economy and Tourism (DET). The resolution aligns with the ambitious goals of the Dubai Economic Agenda D33, which focuses on building a dynamic business ecosystem in line with the leadership's vision to enhance competitive advantages and further improve the efficiency of local and international companies in the city. Another example is the Zero Government Bureaucracy (ZGB) programme, which aims to simplify and reduce government procedures, eliminate unnecessary requirements, and enhance efficiency, quality, and flexibility in government performance across the UAE, positioning it as an attractive destination for investors, entrepreneurs, and innovators. In addition, the recent introduction of the International Art Fairs Grant by the Dubai Culture and Arts Authority (Dubai Culture) offered financial support to Dubai-based galleries participating in art fairs abroad. Sheikha Latifa affirmed that Dubai's forward-looking strategies and progressive policies have been instrumental in deepening its cultural and economic diversity, transforming it into a global hub for business, creativity, and innovation and one of the world's most desirable cities to visit, live, and work in. She said: 'Guided by the leadership of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Dubai has succeeded in building a dynamic cultural ecosystem; one that inspires creativity, welcomes talent from across the world, and fuels innovation at every level. 'Through strategic planning and pioneering initiatives, Dubai has cultivated an environment that empowers creatives, investors, and entrepreneurs to realise their ideas and turn them into impactful, sustainable projects that enrich the emirate's cultural fabric.' She said Dubai's ability to maintain its top ranking in attracting FDI in the cultural and creative industries signals investor confidence in the city's long-term vision. Sheikha Latifa said: 'FDI is not only a catalyst for economic growth but also a gateway to inclusive, long-term development. Dubai's success reflects its stature on the global cultural map and its reputation as a destination where ambition meets opportunity. 'Supported by world-class infrastructure, strategic positioning, and strong economic fundamentals, Dubai continues to be one of the fastest-growing cities for investment and talent'. She further noted that Dubai's performance across key areas of importance to the investor, including technological and innovation capabilities, efficient regulatory frameworks, financial mobility, government transparency, and investor protection, has reinforced its position as a global leader in trade, tourism, and investment, with the cultural and creative industries forming a core pillar of this continued success. According to data from the Dubai FDI Monitor, released by the Dubai Department of Economy and Tourism (DET), and based on the Dubai Framework for Cultural Statistics, the emirate attracted 971 projects in the cultural and creative industries sector in 2024. This represents an 8 per cent increase from the previous year's 898 projects. These projects generated a capital inflow of AED18.86b ($5.1bn), a nearly 60 per cent rise, and created 23,517 new jobs in 2024, a 9 per cent increase from 2023. This growth was driven by expansion in sub-sectors including: Advertising and PR Custom computer programming services Education and institutions in CCI domains CCI business services Filmmaking, media and gaming Software design specialising in advanced technologies AI Machine learning Digital engineering Cloud solutions Paint, coating and adhesive manufacturing The United States topped the list of countries for FDI capital inflows into Dubai's cultural and creative industries in 2024 with 23.2 per cent, according to the Dubai FDI Monitor and the Dubai Framework for Cultural Statistics, followed by India (13.4 per cent), the United Kingdom (9.4 per cent), Switzerland (7.6 per cent), and Saudi Arabia (4.8 per cent). India topped the list in terms of the number of FDI projects in the cultural and creative industries in 2024 with 18.8 per cent, followed by the United Kingdom (16.3 per cent), the United States (14.2 per cent), Germany (4.2 per cent), and Italy (3.7 per cent). These results reflect Dubai's targeted strategies and focus on these markets as key partners. India also led in job creation through FDI in CCI projects with 18.5 per cent, followed by the United States (14.6 per cent), the United Kingdom (13.6 per cent), Germany (4.3 per cent), and France (4 per cent). Data from the Dubai FDI Monitor, according to the Dubai Framework for Cultural Statistics, showed that greenfield wholly-owned FDI projects accounted for 76.5 per cent of the total FDI projects in the registered sectors in 2024, while new forms of investment made up 15.4 per cent, reinvestment projects 5.6 per cent, and merger and acquisition projects 2.4 per cent. Helal Saeed Almarri, Director General of the Dubai Department of Economy and Tourism (DET), said: 'Dubai's global leadership in attracting greenfield FDI — including in the cultural and creative industries — is a direct outcome of the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, and the disciplined execution of the Dubai Economic Agenda D33. 'As we advance toward our goal of solidifying Dubai's position among the world's top three urban economies, the creative economy has emerged as a strategic growth enabler, enhancing competitiveness, stimulating innovation, and reinforcing Dubai's role as a magnet for top-tier talent and international investment. 'Our regulatory clarity, robust IP protection, and adoption of frontier technologies such as AI are enabling this sector to integrate with high-impact industries including media, advanced manufacturing, and tourism, creating economic value at scale.' Hala Badri, Director-General of Dubai Culture, emphasised that Dubai's top ranking in the number of FDI projects reflects its flexibility and promising investment environment that encourages creativity, as well as the strength of its legal framework that has enabled the establishment of a progressive cultural ecosystem capable of attracting entrepreneurs and creatives worldwide. She said: 'Dubai continues to cement its leadership as one of the most prominent global hubs for FDI in CCI, thanks to its future-forward vision and ability to diversify its economy. 'Its innovative strategies like the Dubai Economic Agenda D33, which aims to position the emirate among the world's top three urban economies, and the Dubai Creative Economy Strategy, which seeks to increase the contribution of the creative sector to Dubai's GDP to 5 per cent by 2026, are helping expand opportunities for investors, entrepreneurs, and creatives in the cultural and creative industries. 'This is reflected in the findings of the 'Creative Dubai: Navigating Tomorrow's Creative Landscape' report launched by Dubai Culture in December 2024 to provide a data-driven analysis of the performance of the creative economy in Dubai and its diverse investment opportunities.'
