Incest, child neglect and abuse on the rise : Welfare Dept

PUTRAJAYA: Cases of child neglect in the country have almost tripled over the past five years and are now considered to have reached an alarming level, according to Social Welfare Department records.
Based on records from the Social Welfare Department, there were 1,618 reported cases of child neglect in 2020, which rose to 4,126 cases last year, Utusan Malaysia reported.
Section 17(1)(d) of the Child Act 2001 defines child neglect as the failure to provide basic necessities (food and drink, shelter, clothing, affection, and education), which may expose children to harm, including threats to their lives.
During that period, the Social Welfare Department recorded a total of 31,247 cases involving the protection and care of children, including neglect, with over 64 per cent of the victims being girls.
Sexual abuse cases also recorded high numbers, with a total of 9,365 cases over the same period—the highest being in 2023, with 2,523 cases.
Social Welfare Department director-general Datuk Che Murad Sayang Ramjan said that cases involving child neglect and abuse are deeply concerning, with many cases being unreported to the authorities.
Lack of awareness, fear of reporting, negative stigma, and insufficient information are among the contributing factors to the rise in such cases.
"This happens due to social problems, including economic pressure on our society.
"When parents are overwhelmed with financial problems, feelings of anger and frustration may be taken out on their children. What will happen to the kids?
"Some parents take illegal substances such as drugs. Their nearest victims are, of course, their children, who are powerless to do anything," he told Utusan Malaysia.
Che Murad added that statistics from the police also show that more than 95 per cent of abused children, including victims of sexual abuse, have a close relationship with the perpetrator - which are usually their biological or step-parents.
He believes many cases of incest occur in rural areas because perpetrators are 'desperate' to satisfy their lust but cannot afford to pay for sex workers.
Che Murad added that unregulated use of social media, where pornographic content is easily accessible, exposes children to paedophile threats.
"The irresponsible use of artificial intelligence (AI) to manipulate children's images in various forms is also a concern.
"As technology advances, efforts to tackle emerging problems become increasingly complex. This is extremely worrying," he said.
To address underage sexual crimes, Che Murad said the Social Welfare Department has implemented the "Kasih Kanak-kanak" child protection advocacy programme in schools nationwide, in collaboration with the Education Ministry.
The programme, which began last year and has been rolled out in 337 schools, has benefited 128,148 children and involved 189,479 participants.
This year, the programme aims to reach 300 schools and 30 selected Children's Activities Centres (PAKK).
Che Murad urges the public to make use of the 24-hour helpline (Talian Kasih hotline 15999) to report cases of abuse or neglect, especially those involving children.
"This hotline enables people to lodge complaints with a party they consider trustworthy and safe to share their problems with.
"Child-related cases often involve close individuals like parents or siblings, leaving children unsure of the proper channels for seeking help.
"If a child confides in a teacher or friend, use this hotline to report the wrongdoing. The police are working with us. They will investigate every report received, and no case will be ignored," he said.

The remains of 12 other students and a bus assistant killed in the crash were sent to Raja Permaisuri Bainun Hospital in Ipoh for post-mortem examinations. Several injured individuals also received treatment at Gerik Hospital. Earlier in the day, family members arrived at the hospital seeking news of their loved ones. The families of Wan Nur Suhaila and Adib were shattered after being informed of their deaths. Higher Education Minister Datuk Seri Zambry Abdul Kadir, Deputy Home Minister Datuk Seri Dr Shamsul Anuar Nasarah, and Bukit Aman Traffic Enforcement and Investigation Department director Datuk Seri Mohd Yusri Hassan Basri were present to console the families. Earlier, 15 people were confirmed dead and seven seriously injured when the bus they were travelling in overturned along Jalan Jeli-Gerik near Tasik Banding early this morning. The chartered bus was carrying 42 UPSI students travelling from Terengganu back to the university's campus in Tanjung Malim. Preliminary investigations indicate the bus hit a Perodua Alza from behind before the driver lost control and the vehicle skidded off the road.

KUALA LUMPUR, June 9 — Women, Family, and Community Development Minister Datuk Seri Nancy Shukri has given the assurance that the ministry will promptly provide the necessary psychosocial support, counselling, and assistance to the families of Universiti Pendidikan Sultan Idris (UPSI) students killed in a bus crash along the East-West Highway, in Gerik, Perak, early this morning. She said Social Welfare Department officers would be mobilised to assist the victims' families, particularly in managing their emotional well-being and overall welfare. 'The tragedy that claimed 15 lives has shattered our hearts. They were young, the nation's future, on their way back to campus to continue their studies after the Aidiladha break. But Allah's will surpass all,' she said in a Facebook post today. Nancy said the ministry is devoted to being by the people's side during trying times like these, as every life is precious to the nation. 'I pray that the souls of those who perished are bestowed with mercy and granted a place among the martyrs and the faithful. For those still undergoing treatment, I pray for their swift recovery. 'May all families affected by this tragedy be granted resilience, steadfastness, and extraordinary strength as they face this difficult test,' she said. Special task force probes UPSI bus crash that killed 15

KUALA LUMPUR: The fatal bus crash that claimed the lives of 15 Universiti Pendidikan Sultan Idris (UPSI) students in the early hours of this morning near Tasik Banding in Gerik, Perak has prompted the Royal Malaysia Police (PDRM) to establish a special task force to investigate the tragic incident. The task force, involving the Malaysian Institute of Road Safety Research (MIROS), Road Transport Department (JPJ), Land Public Transport Agency (APAD) and other relevant agencies, will conduct a thorough investigation into the incident. Bukit Aman Traffic Investigation and Enforcement Department director Datuk Seri Mohd Yusri Hassan Basri said the police aim to complete the investigation report as soon as possible to prosecute those allegedly responsible for the crash. The accident occurred at 1.10 am at KM53 of the East-West Highway (JRTB) in Banun, near Tasik Banding, when the chartered bus carrying UPSI students overturned after colliding with the rear of a Perodua Alza multi-purpose vehicle (MPV). The bus, carrying 42 students aged 21 to 23 returning to campus after the Aidiladha holidays, departed from Jerteh, Terengganu, at 9 pm last night. Thirteen victims died at the scene, and two succumbed to injuries in the hospital. Post-mortems for 13 bodies are being conducted at Raja Permaisuri Bainun Hospital (HRPB) in Ipoh, while two are at Gerik Hospital. The MPV, carrying a family of four including two children, veered off the road, resulting in minor injuries. Police have yet to identify all victims, including the 15 deceased, as post-mortem processes are ongoing, and are investigating technical aspects, human negligence, the driver's records and also if the road's dark, winding and downhill conditions contributed to the crash. The Higher Education Ministry (KPT) will provide RM2,000 initial aid and RM1,000 disaster relief to victims' families to ease the burden, including funeral arrangements. The Terengganu government has also pledged immediate assistance to affected families, while the Perak government has announced a contribution of RM1,000 per victim to help next of kin who travelled to Perak for identification and funeral arrangements. UPSI has also assigned a staff member to assist each family involved, ensuring their welfare is prioritised throughout the process. Also, a non-governmental organisation (NGO), Pertubuhan Amal Komuniti Besut (Amal Besut) from Terengganu, has dispatched hearses to Perak to facilitate the repatriation of the deceased. The Works Ministry (KKR) has instructed the Public Works Department (JKR) to work with the road maintenance concessionaire to provide technical advice and expertise. The tragedy has also drawn condolences from His Majesty Sultan Ibrahim, King of Malaysia and Her Majesty Raja Zarith Sofiah, Queen of Malaysia, to the bereaved families. Prime Minister Datuk Seri Anwar Ibrahim and members of the Cabinet also conveyed their condolences and sympathies via their respective social media platforms. In light of the incident, the Federation of Peninsular Malay Students (GPMS) has proposed that the government establish a National Emergency Student Fund to provide immediate support for higher education students and their families in the event of such tragedies, including access to psychological treatment and recovery assistance. This is not the first deadly bus accident involving driver-related factors. The most recent occurred on Dec 24, 2016, when 14 people were killed and 16 injured after an express bus plunged into a 20-foot ravine at KM137 of the North-South Expressway near Kampung Jayo, Muar in Johor. The deadliest bus tragedy in Malaysia took place on Aug 21, 2013, when 37 people, including the driver, were killed and 16 others injured after a bus carrying 52 passengers plunged 60 metres into a ravine at KM3.6 of the Genting Highlands-Kuala Lumpur road.
