Chandigarh: The Chandigarh Administration on Tuesday launched the much-anticipated
Chandigarh Startup Policy 2025
during a ceremony held at Punjab Raj Bhawan, Chandigarh.
In his address, Gulab Chand Kataria said that the new Chandigarh Startup Policy was designed as per the vision and consistent efforts of Prime Minister Narendra Modi since 2016. Just like Pune, Bengaluru, and Ahmedabad, our City Beautiful can also become a startup hub.
Key highlights
The Chandigarh Startup Policy 2025 was meticulously designed to enable the creation and growth of over 200 startups over the next five years. It aims to promote a culture of research, innovation, and entrepreneurship among youth, women, transgenders, and underrepresented groups. The policy seeks to strengthen incubators and academic institutions, driving synergy between industry and academia for fostering innovation. The Chandigarh administration has earmarked an annual corpus of Rs 10 crore for the effective implementation of the policy for the next five years.

Policy structure and administrative framework
A high powered committee (HPC) chaired by the chief secretary, Chandigarh administration, will guide strategic decisions, monitor progress, and amend the policy if needed. The Policy Monitoring & Implementation Committee (PMIC), chaired by Secretary Industries, Chandigarh Administration, will be responsible for operational approvals, disbursement of incentives, and monitoring activities.
Financial and Non-Financial Incentives
Financial support for startups includes an idea grant of Rs 2 lakh for the top 20 startups and Rs 1 lakh for the next 50 startups selected through an annual grand competition. A seed stage grant of up to Rs 7 lakh per startup and an additional Rs 2 lakh for women-led and transgender-led startups is also available. The early-stage commercialisation grant offers up to Rs 12 lakh per startup, with an additional Rs 2 lakh for women-led and transgender-led startups. A rental subsidy of Rs 5,000 per month for 12 months is provided for using recognised co-working spaces. Support for certifications covers 80% of the cost incurred up to Rs 1 lakh per startup, and support for patent filings covers 80% of the cost incurred up to Rs 10,000 per startup.
Financial support for incubators includes a technology upgradation grant of up to 25% of the total project cost, with ceilings of Rs 30 lakh for public and Rs 20 lakh for private incubators. A sustenance allowance of Rs 7.5 lakh per annum is provided for operational expenses, and mentorship programme support of Rs 5 lakh per annum is available for organising startup mentoring activities.
Non-financial incentives for startups include access to incubation facilities at no cost for one year, relaxed public procurement norms, self-certification under six labour laws, and subsidised stalls at India International Trade Fair (IITF) and similar exhibitions. Full integration and service availability are provided via the dedicated "Start-in-Chandigarh Portal".

Ahmedabad: A textile design student at NIFT Gandhinagar is 3D-printing custom shoe soles to give everyday runners the kind of personalized footwear that only elite athletes could afford earlier. Jay Makan decided to examine shoes worn by athletes for his graduation project and struck gold. "While elite athletes get custom-made shoes, not all competing runners can afford them. Thus, I focused on the midsoles, insoles and outer soles to improve functionality and performance," said Makan, whose project was part of the institute's student showcase on June 6. His project involved 3D-printed material for the parts of shoes that can be customised based on the wearer's feet. Makan used thermoplastic elastomer (TPE) and thermoplastic polyurethane (TPU) polymers. "We took different combinations and densities to come up with the optimal mix. While some gave better flexibility, some gave better resistance. I was inspired by one of NIFT alumni's similar initiative to explore the possibilities offered by 3D printing technology," he said. New Delhi: The Adani group has identified a string of projects — well over 310 that will require a capex of about Rs 17,500 crore by March 2029 — to augment the annual passenger handling capacity of Mumbai's Chhatrapati Shivaji Maharaj International Airport (CSMIA) to 6.5 crore passengers annually (CPA). The projects include building a bigger Terminal 1 in place of the existing terminal, expanding Terminal 2's capacity from 4 CPA to 4.5 CPA and increasing the hourly flight handling capacity to over 52. By 2029-30, the combined capacity of CSMIA and the upcoming Navi Mumbai International Airport (NMIA) is expected to touch 11.5 CPA, to "cater to the growing demands of Mumbai region and Mumbai Metropolitan Region", shows an order issued by the Airports Economic Regulatory Authority (AERA) recently. Mumbai International Airport Ltd (MIAL) "has proposed extending existing taxiway M to link it with the physical beginning of runway 27, including the construction of a bridge over Mithi river. The proposed Taxiway M extension will create an additional holding area for aircraft.… It will be designed for Code F aircraft (that include Boeing 747-8 and Airbus A380)," the order states. NATS has done a study and has confirmed the peak hour theoretical capacity of 55 ATMs (aircraft movement) based on its analysis benchmarking with other busy single runway airports like Gatwick but in respect to taxiway infrastructure, it has stated that the 'master plan changes appear to offer significant benefits, but they require more detailed assessment to confirm'. The phasing of the taxiway infrastructure changes should be reviewed to ensure that sufficient capacity is provided as demand grows," the order shows. MIAL has proposed a capex of Rs 17,440 crore in the fourth control period, that is upto March 31, 2029, on the capacity augmentation at CSMIA through the various identified projects related to key areas including airside improvement and passenger terminals. T1 is proposed to be reconstructed at a cost of Rs 3,130 crore by Sept 2028. T2 expansion is projected to cost Rs 142 crore and be over by March 2027. The air traffic control technical block is projected to cost Rs 185 crore and be done by March 2027.

Mysuru: Union minister of state for railways V Somanna, on Sunday urged Karnataka govt to reconsider its decision to drop the Chamarajanagar–Hejjala and Mysuru–Kushalnagar railway projects. Following a review meeting with Mysuru division railway officials, Somanna said he wrote to the state urging it to take up both projects and plans to personally follow up with chief minister Siddaramaiah in the next 15 days. "State govt earlier returned both proposals citing an inability to implement them," the Union minister said. "I've since written requesting a reconsideration. I also spoke to Chamarajanagar MP Sunil Bose and Mysuru district minister HC Mahadevappa, but there has been no progress so far. I will increase pressure and ensure that these projects are approved at the earliest. Developmental initiatives should go beyond party lines. " On electrification progress between Mysuru and Chamarajanagar, he said only a 1.2km stretch near Kadakola, close to Mysuru airport, remains incomplete. He said this is due to "technical challenges".
