Open Letter to Fellow Shareholders of Reitmans (Canada): Board Refresh, Proper Governance and Exchange Listing Graduation
TORONTO, May 13, 2025 /CNW/ - Concerned shareholders (the "Concerned Shareholders") of Reitmans (Canada) Limited ("Reitmans" or the "Company") are calling for immediate action at Reitmans to halt and reverse the ongoing governance concerns and stagnation of shareholder value
To our Fellow Shareholders
We believe that the Board of Directors (the "Board") of Reitmans must take the following significant and immediate steps to address critical issues;
In light of the consistently poor decision making at Board level, the Company must adopt and ensure an appropriate governance framework is in place to address the current dominance of the Executive Chairman, Stephen Reitman
The removal (and replacement) of non-executive Directors, Bruce Guerriero and Daniel Rabinowicz due to independence issues and a clear misalignment with the interests of all shareholders
The collapsing of the dual class share structure and graduating from the TSX Venture Exchange to the Toronto Stock Exchange
We, as concerned shareholders of the Company hereby demand the Board take steps to address the chronically low valuation of the Company's shares. We believe that the number of shareholders who share our concerns already constitute a very large portion of the total shareholder base and continues to grow. Yet, our numerous requests to engage in dialogue with the Board as a means to unlocking value for all of the Company's shareholders have been consistently ignored as a result of the Executive Chairman, Stephen Reitman's complete dominance over Board members.
We will no longer accept the poor decisions being taken at the Board level that have resulted in the persistent undervaluation of our investment. We are united in our commitment to ensuring swift and concise steps are taken by the Board that result in the market awarding the Company with an appropriate valuation and we wish to assure investors that we are committed to doing so without any interference in the Company's operations and without influencing the majority voting interests of the founding family.
Below we outline what we believe is a reasonable and effective proposal to unlock value for all shareholders of the Company, including the founding family, assuming that the founding family's interests are aligned with those of minority shareholders, and that they too wish to ensure the market recognises the true valuation of the Company and do not focus instead on receiving a premium for their shares over the non-voting equivalents in the event of a takeover.
Background
Reitmans, a well-established Canadian retailer, is currently listed on the TSX Venture Exchange ("TSXV"), a junior market typically suited for emerging companies. Despite its strong brand, operational history, and balance sheet strength, the Company's enterprise value is negative, meaning its market capitalization is less than its net cash position. Such a valuation is generally reserved for companies who generate negative free cash flow.
As of 12 May 2025 Reitmans' market capitalization is C$105 million while its net cash stands at C$158 million. It is also worth noting that its net book value is approximately C$280 million. This extraordinary situation has arisen from continuous poor decision making at Board level and we, as minority shareholders, cannot allow this to continue
Ongoing Issues
The persistent undervaluation of Reitmans' shares is wholly self-inflicted and raises several critical issues:
1.
Equity Valuation: The current market price significantly underrepresents the Company's intrinsic value, including its net assets, operations and future potential.
2.
Limited Investor Reach Having a dual class share structure and listing on the TSXV reduces visibility and attractiveness to large institutional investors who typically focus on senior exchanges. Roughly 90% of large Canadian institutional funds do not have the mandates to hold TSXV-listed securities, thus limiting the potential investors for the Company's shares. Currently no sell side analysts cover Reitmans, as has been the case for several years despite our best efforts to encourage the company to address this. David Kassie, former Chairman of Canaccord Genuity Group, a broker and investment bank, has sat on the Board for 14 years and yet, as the Board's Capital Markets expert, he does not appear to have ever been vocal on the need for the likes of Canaccord and other brokers to publish research on the Company and thus opening the investment case to a wider audience. It is also concerning that, as disclosed by the Company in its 2024 management information circular, David Kassie, the Board's Capital Markets expert, had the lowest attendance rate of any Board member who served during the full fiscal year 2024.
3.
Board Inaction & Executive Chairman Dominance: Despite the consistent chronic undervaluation of the Company's equity, the current Board refuses to take any significant and appropriate steps to secure a fairer price for the Company's shares and instead it continues to focus on capital allocation policies that are destructive to shareholder value such as;
a.
the most recent announcement on 10 April 2025 of large capital expenditure on speculative growth whilst a large buyback of the Company's shares represents a far more compelling return.
b.
The previously announced minuscule share buyback that appears to be nothing more than a facility to allow staff to sell exercised options into the open market and/or ensure no dilution of the economic rights of the founding family's stake from the exercise of options
In addition, the total remuneration and share options awarded ($900,649 in 2024) to Executive Chairman, Stephen Reitman, since taking this position is far in excess of what one would expect for a company of this size. These numbers would be difficult to justify in a high-growth public tech firm, let alone a beaten down, underperforming, TSXV-listed retailer. Since emerging from its restructuring proceedings under the Companies' Creditors Arrangement Act (Canada) ("CCAA") in January of 2022, a process where creditors compromised a significant portion of their debt, the Executive Chairman, who at that time was Chief Executive Officer, was awarded 500,000 shares, over 50% of the 940,000 shares allotted on April 26, 2022, less than 4 months after exiting CCAA proceedings. This fact we are sure has not been lost on the creditors who lost over $90 million dollars during the process. Stephen was also awarded far more shares than what Andrea Limbardi, the Company's first external Chief Executive Officer, received, being 327,689 shares. Not only was Ms. Limbardi awarded less shares upon joining, her shares vest over four years while Stephen Reitman's shares vest in three. Moreover, this is a particularly concerning strategy for Stephen Reitman to take as controlling shareholders do not typically award themselves with excessive options as they already hold enough vested interest in the company's success via existing holdings. Furthermore, given the appalling share price performance under his tenure as Executive Chairman, there should be absolutely no reason for any large option awards.
We see this as classic corporate excess and behaviour that reflects an opportunistic approach to governance by the Executive Chairman to extract personal value from the Company as opposed to focusing on creating value for all shareholders.
To address this unacceptable situation, we are proposing the following steps be taken by the Board:
1.
Collapse Dual Class Structure: Reitmans collapse its dual class share structure and pursue a graduation to the Toronto Stock Exchange ("TSX"), Canada's premier stock exchange. Notwithstanding the significant issues we have flagged that are plaguing the Company we propose a targeted buyback to ensure the founding family is able to maintain voting control of the Company. The return on this buyback would represent an IRR in excess of 100%, a far greater use of the Company's cash pile than pursuing largescale speculative growth as was announced by the Company on 10 April 2025. We steadfastly believe that this step would unlock significant benefits for the Company and its shareholders allowing the following to happen:
Increased Visibility: A TSX listing would elevate Reitmans' profile among investors, sell side analysts, and the Canadian financial community.
Access to Institutional Investors: Many large institutional investors, restricted to TSX-listed companies, would gain the opportunity to invest in Reitmans, thus significantly broadening the potential shareholder universe.
Enhanced Liquidity: Higher trading volumes on the TSX should result in more efficient price discovery, leading to a fairer and more accurate valuation of shares.
Strategic Advantage: A stronger market position would provide Reitman's with greater flexibility for growth and value-enhancing opportunities. We are confident that Reitmans meets the TSX listing requirements and that graduation represents a practical and impactful solution to the current valuation crisis.
2.
Board Refresh: Minority shareholders have consistently lacked representation on the Board for years. Moreover, we believe that the Executive Chairman has and continues to exert total dominance over the Board's decision-making. We intend to vote against the reappointment of Bruce Guerriero and Daniel Rabinowicz at the upcoming shareholders' meeting scheduled for June 18 2025 (the "Meeting") and to put forward two alternative independent Board nominees who will ensure that minority shareholders are represented appropriately.
The reasons for our decision to vote against these reappointments are as follows;
Questionable independence as both had existing relationships with Reitman's as external consultants prior to being appointed to the Board. Members of the Concerned Shareholders met with Stephen Reitman in 2024 and he was unaware that Bruce Guerriero was head KPMG Partner on the Reitman's audit from 2007-2013 prior to his appointment to the Board in 2016. It is extremely concerning that the Executive Chairman is not aware of potential conflicts on the Company's Board.
Miniscule shareholdings indicating that their interests are not aligned with those of all shareholders.
According to public filings, Bruce Guerriero holds 2,500 common shares despite annual Directors fees of C$100,000 and Daniel Rabinowicz holds only 6,500 class A shares despite annual Director's fees of C$95,000 – this is a startlingly low level of share ownership by non executive Directors of a publicly-listed company, especially in light of such long tenures of 9 and 13 years respectively. Clearly these Directors have little interest in seeing the Company's shareholders be awarded with an appropriate valuation given the lack of appropriate action over recent years at Board level. If they held material positions in the Company, then we would have more confidence that their interests were aligned with all shareholders and not just those of the founding family.
We also note that according to public filings, Anita Sehgal, another non-executive Director, does not hold any equity since her appointment in 2021 almost 4 years ago despite annual Director's fees of $75,000, again highlighting the lack of alignment of interests at the Board level with those of minority shareholders.
The Canadian Coalition for Good Governance recognizes the importance of aligning Board and shareholder interests, and guides that appropriate Board share ownership policies should reflect the below.
"Boards should establish a minimum shareholding for directors, perhaps based on a multiple of their annual compensation. The minimum threshold of shares should be held by directors for a minimum of one year after retirement or resignation from the board."
"Minimum formal shareholder requirements for directors (achievable over a predetermined time frame) establish and maintain an alignment of interests between directors and shareholders by requiring directors to have a meaningful investment in the company."
Failed tenures as neither of the two non-executive Directors have, in our view, demonstrated an ability to steer the Board into making decisions that are in the best interests of all shareholders and not just those of the founding family. Mr. Guerriero and Mr. Rabinowicz have served in their roles for 9 and 13 years, respectively, a period marked by poor decisions at Board level that have resulted in shareholders being in the appalling situation we are in today.

U.S. ambassador says Canadians facing device searches, detainment ‘not a pattern'
OTTAWA – The American ambassador to Canada is pushing back on Ottawa's travel advice, saying his country doesn't search phones at the border and arguing some Americans travelling here are having a tough time. 'We welcome Canadians to come in and invest, to spend their hard-earned Canadian dollars at U.S. businesses,' U.S. Ambassador Pete Hoekstra told The Canadian Press in an interview Friday. 'If a Canadian has had a disappointing experience coming into the United States, I'm not denying that it happened, but I'm saying it's an isolated event and it is not a pattern.' In April, Ottawa updated its advice to Canadians travelling to the United States to warn them about the possibility they might be detained if denied entry. 'Expect scrutiny at ports of entry, including of electronic devices,' reads the new guidance. There have been reports of Canadians facing intensified scrutiny at the border, having phones searched and, in some cases, being detained. Hoekstra insisted concerns about device searches are not grounded in reality. 'Coming to the U.S., that's a decision for the Canadians to make. Searching devices and all of that is not a well-founded fear. We don't do that. America is a welcoming place,' he said. He said some Americans have expressed similar concerns about Canada. 'I've heard that from Americans coming into Canada as well, OK? Saying, 'You know, we've not received a warm reception when we've gotten to Canadian customs,'' he said. When asked if these reports from American travellers involve arbitrary phone searches and lengthy detainment, Hoekstra said there are consular cases of Americans complaining to the embassy about the Canada Border Services Agency. 'We've said, 'OK this may have been an isolated event. There may have been a Canadian border person who was having a bad day, and thought they'd take it out on, you know, somebody across the border,'' he said. In a statement, the CBSA said its officers follow a code of conduct and the federal ethics code that both require them to treat everyone equally, and the agency investigates any complaints of mistreatment. 'Employees are expected to conduct themselves in a way that upholds the values of integrity, respect and professionalism at all times,' wrote spokeswoman Karine Martel. 'Treating people with respect, dignity and fairness is fundamental to our border services officers' relationship with the public and a key part of this is serving all travellers in a non-discriminatory way.' Hoekstra said travel to the U.S. is up to individuals. 'If you decide that you're not going to come down or whatever, that's your decision and you're missing an opportunity. There are great things to see in America,' Hoekstra said. He also noted the case of CNN journalist Christiane Amanpour, who recently said she prepared to visit the U.S. last month as if she was 'going to North Korea' — with a 'burner phone' that didn't carry any personal information — only to experience a warm welcome. 'It's like, (let's) get past the rhetoric and let's look at the real experiences that people are having here,' Hoekstra said. Airlines have been cutting flights between Canada and the U.S. due to a slump in demand, and Flight Centre Travel Group Canada reported a nearly 40 per cent drop in flights between the two countries year-over-year in February. A survey in early May conducted by Leger Marketing for the Association for Canadian Studies found 52 per cent of respondents feel that 'it is no longer safe for all Canadians travelling to the United States,' with 29 per cent disagreeing and 19 per cent saying they were unsure. Roughly the same proportion said they personally feel unwelcome in the U.S. LGBTQ+ groups have opted against attending World Pride events in Washington and United Nations events in New York, citing scrutiny at the border as the Trump administration scales back protections for transgender and nonbinary people. How a multibillion dollar defence bank could help Canada increase its military spending
A new multilateral defence bank aims to help Canada and its allies build their militaries to meet looming threats in an increasingly hostile world while also giving Canadian industry a leg up when it comes to producing weaponry and military kit to tackle those threats head on. And its Canadian president is hoping it will have a major presence in Toronto. Announced this past spring, the new Defence, Security and Resilience Bank could solve financial problems for countries, including Canada, that are under pressure to increase military spending beyond two per cent of their gross domestic product (GDP). Some estimates peg the more likely target as five per cent of GDP as Russia and China grow increasingly belligerent on the world stage. 'We have to use our capital markets of allied nations for overwhelming force against our foes,' Kevin D. Reed, the new bank's president and chief operating officer, said in a recent interview. The theory is the bank would allow Canada and other countries to re-arm, said Reed, who has helped start nine companies including Equity Transfer & Trust. 'Hopefully that acts as a form of deterrent against big conflicts.' The United Kingdom 'has emerged as the lead candidate to take this on,' according to Reed. 'That being said, we've … advocated to our Canadian government that there's a window here for Canada to take a co-leadership role with the U.K.' Reed would like to see a branch of the bank located in Toronto. If Canada chose to be the bank's host nation, or to co-host with London, 'you're probably looking at 2,500-3,500' banking jobs in Toronto, he said. The bank would be owned by member nations, including NATO and Indo-Pacific countries. 'They would capitalize the bank, we would get a triple-A rating, and we would take it to the bond market to raise money,' Reed said. 'If we have all 40 nations in, we would expect about $60 billion of equity into the bank over time, and then subject to the bond markets we would seek to raise $100 billion at first, taking that up to about $400-500 billion over time.' For countries that don't have a triple-A credit rating, it would mean a lower cost to capital, he said. It would also allow nations in immediate need of more defence dollars to tap the bank for money, rather than waiting for annual budget cycles. 'The real driver in this is that it would provide credit guarantees to commercial banks to lend into the defence sector,' Reed said. 'Most commercial banks … unless you're a big prime (like Boeing), if you're a number two or three or four in the supply chain, you're almost unbankable, historically, because of ESG (an investing principle that prioritizes environmental and social issues, as well as corporate governance) and just a view of defence.' The Defence, Security and Resilience Bank would be similar to Export Development Canada, a Crown corporation that provides financial and risk management services to Canadian exporters and investors, 'but way bigger,' Reed said. It would offer large banks such as RBC and BMO credit guarantees 'that would loosen up capital so they could offer lines of credit, trade finance, you name it, but we can grow the industrial base a lot faster,' Reed said. That would, in turn, speed up military procurement, he said. 'It takes nine years to get a jet or seven years to get a shoulder-fired rocket launcher,' Reed said. 'It's because the industrial base just isn't big enough. It's been constrained. So, this would push liquidity into the commercial banks.' Sovereign countries could also 'enhance procurement' by borrowing from the Defence, Security and Resilience Bank on the promise that they 'have to execute within two years,' Reed said. 'We want to foster that rapid-fire procurement that we know has been a problem for all member nations.' Right now, it takes 16 years for startups to go from selling the Department of National Defence on their products to procurement, he said. 'Companies just can't live in that — they call that the Valley of Death,' Reed said. 'That is a problem. If you want to invent a new bullet … in your garage, you're going to wait a long time.' Rob Murray, NATO's inaugural head of innovation and a former U.K. army officer, started writing the blueprint for the bank about five years ago. But, at the time, interest rates were flat, Russia hadn't launched its full-scale war in Ukraine, and U.S. President Donald Trump was not in power. You do not attract first rate people with third rate infrastructure. And right now, you go to any garrison, any base, any wing across Canada and the infrastructure is crumbling When the Ukraine war began, interest rates started climbing and people started recognizing 'threat levels are changing around the world,' Reed said. Then Trump came to power in his second term and started 'forcing the hand of many NATO nations' to increase their defence spending, Reed said. Murray published his blueprint last December. 'On the back of that he was invited down to brief the president elect down at Mar-a-Lago,' Reed said, 'and Rob's world just started to expand rapidly with proposed member nations seeking him out, asking how would this work? How can we get involved?' Murray asked Reed to step in as the bank's president in early February 'to help stitch together the coalition of governments' needed to bring the idea to fruition. 'Every European nation has been briefed,' Reed said. 'And we did the briefing for Canada right after the election' with senior people in Prime Minister Mark Carney's office, the Privy Council Office, and departments including National Defence, Finance, Global Affairs and Treasury Board. Reed also briefed officials in Singapore last week and plans to do the same in Japan, South Korea, Australia and New Zealand this week. 'We're trying to drive this around a consensus of a dozen anchor nations,' he said. NATO figures from last June suggest Canada spent just 1.37 per cent of its GDP on defence in 2024. The Liberals have said they expect it to reach two per cent by 2030 'at the latest.' But that's not fast enough for Trump, who has complained repeatedly about Canada piggybacking on the U.S. for military protection. 'While I don't like what he's saying, I see this as an opportunity to get ourselves going,' Reed said. 'We have not done our job in a long time. We've not fulfilled our commitments, and this a kick in the pants to say who are we, and what do we stand for?' Later this month, Reed expects NATO countries to accept a new spending minimum of 3.5 per cent of GDP for defence and 1.5 per cent for border security. 'To go from our base today … it's another $100-110 billion a year to ramp up to that,' he said of Canada. 'And that's not in future dollars. That's in last year's dollars. So, any available mechanism that can help grow the industrial base and get them towards those NATO soon-to-be targets is going to be well received.' Founding members of the bank will start meeting in the fall to hammer out details. Reed anticipates standing up the bank next year. 'I like the idea of another mechanism, and a very powerful and large one, and I think a very influential one, that can help us do more in the defence and security domain in Western democracies,' said retired general Rick Hillier, Canada's former top soldier, who has joined the Defence, Security and Resilience Bank's board of directors. He predicts Canada is going to need 'a revolution in defence and security procurement' to solve the Canadian Forces' equipment woes. More money could accelerate the acquisition of new aircraft, warships and submarines, he said. 'The component I'm most worried about is the army,' Hillier said. 'The army is broken. We're down people. Our bases and our infrastructure are in very sad condition. And we lack every kind of capability that a force needs in the kind of areas where we would find ourselves fighting right now. If things go south in Eastern Europe and (Vladimir) Putin and Russia get into some kind of thing they can't extract themselves from and start heading into Lithuania and Latvia, where there are several thousand Canadians, our sons and daughters, we are ill-prepared to insure that they're ready to look after themselves.' The army lacks self-propelled artillery pieces, air defence systems, technology that can detect, track, and neutralize drones, and equipment to remove minefields, Hillier said. 'We need to focus a huge amount of that defence spend on the army.' Canada has also been lagging in spending to defend our north, he said. 'We've got to know what's going on in the Arctic, to be able to see what's going on specifically, to be able to communicate what's going on and then to be able to respond to what's going, whether its air, land, or depending on the time of year, sea forces. Right now, we can only do a very small part of that.' The country needs satellites and ultra-long endurance drones to cover the north, Hillier said. Bases should be built in Inuvik, Rankin Inlet, and Iqaluit, he said. 'Then you have to connect … those spots by upgrading the airfields across the north.' The military also needs billions of dollars to repair and replace old buildings, Hillier said. Canada's military has a shortfall of about 15,000 people right now, Hillier said. 'You do not attract first rate people with third rate infrastructure. And right now, you go to any garrison, any base, any wing across Canada and the infrastructure is crumbling.' At CFB Trenton, the military's hub for air transport operations in Canada and abroad, people can't even drink the water on the base 'because it's contaminated,' Hillier said. At CFB Petawawa, 'the fire hall they've been trying to replace for years floods in any kind of a rainstorm,' he said. 'As soon as it shuts down, you shut down operations in that training area, in that garrison, for the brigade, for the helicopter squadron and for the special forces training centre.' Hillier believes the Defence, Security and Resilience Bank could help alleviate all of these problems. 'There's an enormous amount of momentum because the inherent good in it is evident to most people as soon as they sit and think about what it could achieve,' he said. Article content It would offer large banks such as RBC and BMO credit guarantees 'that would loosen up capital so they could offer lines of credit, trade finance, you name it, but we can grow the industrial base a lot faster,' Reed said. Article content That would, in turn, speed up military procurement, he said. Article content 'It takes nine years to get a jet or seven years to get a shoulder-fired rocket launcher,' Reed said. 'It's because the industrial base just isn't big enough. It's been constrained. So, this would push liquidity into the commercial banks.' Article content Sovereign countries could also 'enhance procurement' by borrowing from the Defence, Security and Resilience Bank on the promise that they 'have to execute within two years,' Reed said. 'We want to foster that rapid-fire procurement that we know has been a problem for all member nations.' Article content Article content Right now, it takes 16 years for startups to go from selling the Department of National Defence on their products to procurement, he said. Article content 'Companies just can't live in that — they call that the Valley of Death,' Reed said. Article content 'That is a problem. If you want to invent a new bullet … in your garage, you're going to wait a long time.' Article content Rob Murray, NATO's inaugural head of innovation and a former U.K. army officer, started writing the blueprint for the bank about five years ago. Article content But, at the time, interest rates were flat, Russia hadn't launched its full-scale war in Ukraine, and U.S. President Donald Trump was not in power. Article content When the Ukraine war began, interest rates started climbing and people started recognizing 'threat levels are changing around the world,' Reed said. Article content Then Trump came to power in his second term and started 'forcing the hand of many NATO nations' to increase their defence spending, Reed said. Article content Article content Murray published his blueprint last December. Article content 'On the back of that he was invited down to brief the president elect down at Mar-a-Lago,' Reed said, 'and Rob's world just started to expand rapidly with proposed member nations seeking him out, asking how would this work? How can we get involved?' Article content Murray asked Reed to step in as the bank's president in early February 'to help stitch together the coalition of governments' needed to bring the idea to fruition. Article content 'Every European nation has been briefed,' Reed said. Article content 'And we did the briefing for Canada right after the election' with senior people in Prime Minister Mark Carney's office, the Privy Council Office, and departments including National Defence, Finance, Global Affairs and Treasury Board. Article content Reed also briefed officials in Singapore last week and plans to do the same in Japan, South Korea, Australia and New Zealand this week. Article content 'We're trying to drive this around a consensus of a dozen anchor nations,' he said. Article content NATO figures from last June suggest Canada spent just 1.37 per cent of its GDP on defence in 2024. The Liberals have said they expect it to reach two per cent by 2030 'at the latest.' Article content But that's not fast enough for Trump, who has complained repeatedly about Canada piggybacking on the U.S. for military protection. Article content 'While I don't like what he's saying, I see this as an opportunity to get ourselves going,' Reed said. 'We have not done our job in a long time. We've not fulfilled our commitments, and this a kick in the pants to say who are we, and what do we stand for?' Article content Later this month, Reed expects NATO countries to accept a new spending minimum of 3.5 per cent of GDP for defence and 1.5 per cent for border security. Article content 'To go from our base today … it's another $100-110 billion a year to ramp up to that,' he said of Canada. 'And that's not in future dollars. That's in last year's dollars. So, any available mechanism that can help grow the industrial base and get them towards those NATO soon-to-be targets is going to be well received.' Article content Article content Founding members of the bank will start meeting in the fall to hammer out details. Reed anticipates standing up the bank next year. Article content 'I like the idea of another mechanism, and a very powerful and large one, and I think a very influential one, that can help us do more in the defence and security domain in Western democracies,' said retired general Rick Hillier, Canada's former top soldier, who has joined the Defence, Security and Resilience Bank's board of directors. Article content He predicts Canada is going to need 'a revolution in defence and security procurement' to solve the Canadian Forces' equipment woes. Article content More money could accelerate the acquisition of new aircraft, warships and submarines, he said. Article content 'The component I'm most worried about is the army,' Hillier said. 'The army is broken. We're down people. Our bases and our infrastructure are in very sad condition. And we lack every kind of capability that a force needs in the kind of areas where we would find ourselves fighting right now. If things go south in Eastern Europe and (Vladimir) Putin and Russia get into some kind of thing they can't extract themselves from and start heading into Lithuania and Latvia, where there are several thousand Canadians, our sons and daughters, we are ill-prepared to insure that they're ready to look after themselves.' Article content Article content The army lacks self-propelled artillery pieces, air defence systems, technology that can detect, track, and neutralize drones, and equipment to remove minefields, Hillier said. 'We need to focus a huge amount of that defence spend on the army.' Article content Canada has also been lagging in spending to defend our north, he said. 'We've got to know what's going on in the Arctic, to be able to see what's going on specifically, to be able to communicate what's going on and then to be able to respond to what's going, whether its air, land, or depending on the time of year, sea forces. Right now, we can only do a very small part of that.' Article content The country needs satellites and ultra-long endurance drones to cover the north, Hillier said. Bases should be built in Inuvik, Rankin Inlet, and Iqaluit, he said. 'Then you have to connect … those spots by upgrading the airfields across the north.'
