The recently published 2024 Canal Cordon Report may be the most quietly significant government publication of the year. Since 2006, this annual report has meticulously tracked how people enter Dublin city centre during the morning peak. It stands as one of the few granular, long-running data series in Irish public policy — a rare mirror reflecting the realities of our transport planning.
That reflection is sobering. Despite years of concerted effort, Dublin's transport strategy remains distant from its stated goals. The city's modal split has seen minimal changes. Substantial investments and road space reallocations have failed to produce the anticipated shift. The underlying issue? A transport policy that has lost proportion, functionality and public purpose.
