Chief Hedrick recalled how the community came together after three of Rapid City's officers were shot in 2011. Officers Ryan McCandless and Nick Armstrong died.
'We are all defined by our response to hard times,' Hedrick said.
Dozens of officers gathered beforehand at state government's George S. Mickelson Criminal Justice Center and then drove in a procession to the memorial ceremony at Capitol Lake.
A service followed at Lutheran Memorial Church.
