ALBUQUERQUE, N.M. (KRQE) – Four years after the city launched Albuquerque Community Safety, the department is seeing a big expansion with the goal of decreasing field response time. 40% of calls for service are on the west side, and the city has opened a second headquarters for ACS on 98th St. near Tower Rd. 'We want to meet people where they're at in their moment of crisis,' said Walter Adams, Safety Deputy Director of Field Operations with ACS. The program has steadily expanded, becoming operational 24/7 a year ago. The team is specially trained for mental health and substance abuse calls. 'We are the only city in America that has a full-service 24/7 alternative response integrated with our 911 system,' said Albuquerque Mayor Tim Keller. The program allows police officers to focus on responding to crime instead of behavioral health calls. The response team said it also creates a less intimidating environment for the people in crisis. The new headquarters will be the base of operations for about half of ACS's 60 community responders. 'What this allows us to do is cut response times in half because we're not having to go from the east side of the city to the west,' said Keller. It also allows ACS employees who live on the west side to serve the community where they live. 'We're responding to over 3,000 calls a month. It's the impact our responders are making every single day in the lives of individuals that need help. It ranges from mental health crisis, suicidal ideation, welfare checks, wellness checks,' said Adams. City leaders hope that this expansion is only the beginning. 'My plan with the support of everybody is to continue to pop up these locations,' said ACS Director Jodie Esquibel. Although this facility is for staff and dispatch only, this fall, a public facility will open down the street where people can seek out services. St Francis Samarahan to host Sarawak Day 2025 prayer service for unity, blessings

KUCHING (July 18): The Sarawak Day Ecumenical Prayer Service 2025, organised by the Association of Churches in Sarawak (ACS) Samarahan Branch, will take place this Monday, July 21, at 8pm at St Francis Church in Kota Samarahan. In a statement, organising chairman Pastor Cliff Bidi said the event is themed 'Seeking Peace through God's Grace', and will highlight the spiritual values of unity, hope, and social responsibility in building a peaceful, prosperous, and blessed Sarawak. This year's service is hosted by the Seventh-Day Adventist Church of Kota Samarahan in collaboration with the ACS Samarahan branch. The programme will feature prayers, scripture readings, and spiritual reflections by representatives from various churches under the ACS Samarahan umbrella. Additionally, the event will celebrate Sarawak's rich cultural and linguistic diversity, with prayers and readings delivered in multiple languages. 'The prayers, among others, are for Christian unity so that we may continue to live and work harmoniously in upholding religious freedom, justice, liberty, political stability, unity, and social inclusivity,' said Cliff. He added that prayers will also be offered for Sarawak's leadership to be guided by wisdom, courage, and justice, and for continued economic progress, particularly under the Post Covid-19 Development Strategy (PCDS) 2030. 'It is a prayer for reconciliation – to strengthen cooperation between church and community – in bringing the voice of hope and healing to all and; prayer for children of Sarawak and the future of Sarawak – that the Lord will bless, guide, empower and equipped the children of Sarawak with wisdom and strong faith for the future of Sarawak,' the statement read. The pastor further noted that the prayer service is open to all church members, families, friends, students and the wider community. UP govt revises norms to set up, modify engineering colleges for 2025-26 session

Lucknow: The Uttar Pradesh govt has revised regulations for establishing new engineering colleges and modifying existing technical education institutes for the academic session 2025-26. These changes encompass procedures for new course introduction, adjusting admission capacity, and institute closure. To enhance transparency, a scrutiny committee will evaluate all proposals. The committee will forward applications to respective district magistrates through a portal, and each institution will undergo geotagging. Additional chief secretary Narendra Bhooshan communicated these changes to Dr APJ Abdul Kalam Technical University through a letter on Thursday. "Applications for starting new institutes and courses and for extension of affiliation on the AKTU portal will now be scrutinised by a committee. After the applications are scrutinised, the institute will be inspected by the inspection committee constituted by the university," the letter said. Subsequently, university-appointed committees will inspect recommended institutions. Regarding new courses and admission capacity modifications, the varsity's inspection committee will assess all submissions according to AICTE guidelines. "For opening new degree-level engineering institutes (except BArch and BPharma) and starting new courses in old institutes, AKTU will geotag all the institutes using Google API. After examining the need for centralisation of institutes related to a particular subject at one place and completing all the formalities, the case will be presented before the Affiliation Committee as per section 23(2) of the Technical University Act-2000, and a proposal will be made available to the govt from the level of AKTU," the ACS told TOI. He said with this the state govt has simplified the procedure. For the first time, the provision to give a minimum of three years of affiliation (and five years to those who are better on quality parameters) has been provided rather than an annual exercise, which is the main reason for the delay in the academic session. "The system now requires only one enquiry report from the district magistrate instead of two," he said.

Patna: Revenue and land reforms department has directed the district magistrates to pay compensation for land acquisition to only those raiyats (occupants) who are in possession of the property. The department's additional chief secretary, Dipak Kumar Singh, on Thursday said that in cases of a difference in 'khatiyan', 'jamabandi' and possession, only the actual occupant will be given compensation for the land acquired by the govt for any project. Under the Bihar Consolidation of Holdings and Prevention of Fragmentation Act, 1956, the process of consolidation had started in 5,657 villages. But the 'chakbandi' (consolidation) process could be completed in 2,158 villages only. "In many places, the possession of the occupants is still on the basis of the old survey khatiyan, whereas the consolidation khatiyan and register-II jamabandi have been updated," he said. The ACS added in many such cases, there were obstacles in the payment of land acquired due to mismatch between the chakbandi khatiyan, online jamabandi and actual possession of the land. "Due to this, various development projects are getting affected," he said. "The person in actual possession of the portion of land, which is being acquired, will be considered as the 'raiyat' for the payment of compensation, provided they are not encroacher and their claim is proved by the previous 'khatiyan' or the transaction based on it," Singh clarified, directing the district land acquisition officers to pass self-inflicted orders in such cases. "The process of amendment in the relevant Acts is underway. This interim solution has been implemented for the time being so that the pace of development work is not affected," he said.

BRP Sipho Sono has filed an application for leave to appeal Judge Denise Fisher's ruling handed down last month. Judge Fisher found that the plan, stripped of its complexity, amounts to nothing more than the confiscation of creditors' claims to be transferred by Sono to an investor who pays no value for them or the shares. She ordered: 'The compulsory cession contained in clause 6.2.6 of the business rescue plan is declared to be invalid and of no force and effect. It is declared that the business rescue plan cannot be implemented'. Judge Fisher said Sono's opposition to Aviation Co-ordination Services' (ACS's) application was unmeritorious. ACS, which provided security-related services such as baggage and cargo screening services, baggage reconciliation and check-in services, hauled Mango and Sono to court over the plan to save the subsidiary of South African Airways. The company is one of the creditors owed about R2.91 billion by Mango before it was placed under business rescue in July 2021 and is owed over R23.3 million. ACS complained that its estimated settlement would translate roughly to R44,300 per R1m, a return which it described as negligible, if not nominal. Sono has indicated that there are sufficient funds to pay a dividend of more than the 4.43 cents to each rand owed, as estimated in the business rescue plan. In the challenge to Judge Fisher's judgment, Sono stated that the court's findings that a business rescue plan cannot provide for an involuntary cession against non-acceding creditors was made as a principle that is far-reaching and has implications that extend beyond the present dispute and constitute a compelling reason why leave to appeal should be granted. 'The decision involves a question of law which is important, as the decision is of general application, affecting all business rescue plans that entail an involuntary cession, including against non-acceding creditors, which is a common feature of business rescue plans,' he explained. Mango and Sono want to be granted leave to appeal to the Supreme Court of Appeal and believe there are reasonable prospects of success. Sono defended the appeal, asserting his right to pursue litigation if he reasonably believes that a favourable outcome for Mango will benefit all affected parties. 'The BRP will continue to act and take such steps as he reasonably believes are in the best interests of all affected persons, notwithstanding the various threats made by ACS and its legal representatives, which are regrettable, inflammatory, and achieve no legitimate purpose,' he added. According to Sono, ACS's intentions remain unclear but on the face of it, it would seem that the company prefers a situation where the potential investor withdraws and Mango is wound up. 'It is not clear why such an outcome would be favourable to ACS, who during the height of Mango's operations generated approximately R70m per annum in revenue,' he added. [email protected]
