Dunn County door-to-door bus service to start operations in June
MENOMONIE — A monthly bus service for rural residents in Dunn County is set to launch in June. The service, named Rural Doorstop, is being created through a collaboration between Dunn County Transit and the Dunn County Aging and Disability Resource Center (ADRC). Dunn County Transit Commission Manager Austin Witt said this service is partially an extension of a door-to-door service they have with Menomonie residents. 'For out of town, there is a lot of Dunn County that the doorstop service was not able to cover,' he said. 'After feedback from several of our Dunn County board representatives, we are trying to figure out a way to get service to these rural zones.' The service is designed to meet riders who call ahead a day early at their door. This helps with ridership, as the service does not have to utilize resources when no riders are using it. Additionally, Witt said, 'The problem with the fixed route service is that a lot of times our riders need ADA accessible vehicles. They would still need to be driven and transported to a city center with an accessible vehicle. Doing a doorstop service like this, coming right to their door with our bus eliminates that need and creates better ridership.' Rural Doorstop operates by rotating between four zones in Dunn County and connecting with residents once-a-month on a Tuesday depending on your zone. The boundaries for the zones are divided by Highway 25 and I-94. Zone one, in the northeast corner of Dunn, will be picked up the first week of the month. The following week, Zone Two in the southeast corner would be picked up. Zone Three in the southwest quadrant would then receive transport the third week and Zone Four in the northwest quadrant would receive transport the fourth week. 'This takes care of a lot of that need,' Witt said. 'It is only one day a month in these areas, but it is a start. If ridership really flows on, we can definitely look at more dates.' The bus fare is expected to be $15 per ride, but rides will be free as the service starts in June. Riders would be picked up at 10-11 a.m. and taking return trips from Menomonie between 1-2 p.m., giving residents a chance to shop, attend medical appointments or whatever they need. 'Finding specialized transportation — ADA accessible vehicles — is hard enough for our in-town residents,' Witt said. 'We have 40 riders a day that take that service alone. It is even harder for our rural residents, even getting into town just once I think will be a huge step forward. 'The idea for this is to be continuous. We started this idea as kind of a pilot trial program, but there is no reason that it can't continue on with it being a service where if people call ahead the day before, we map out the route and we go into that zone.' Residents are asked to call a day ahead to schedule their ride. Seats can be reserved by contacting Dunn County Transit at 715-235-7433. For more information on Rural Doorstop, visit

Cambodia calls for deeper Asean unity to tackle natural disasters
PHNOM PENH: Regional cooperation remains crucial to protect the welfare of over 670 million people in the South-East Asia region, which is exposed to multiple hazards. At the 46th Asean Disaster Management Committee Meeting that kicked off in Cambodia on Tuesday (May 20), the host called for greater collaboration among the grouping's member states as the meeting reaffirmed their commitment to a stronger and more resilient region. "The continued engagement and support of the Asean member (states) is important when all members work together to promote local cooperation on disaster management,' Cambodian Senior Minister Kun Kim (pic), first vice president of the National Committee for Disaster Management, said at the opening ceremony, held in the touristic province of Siem Reap. South-East Asia is prone to natural disasters, from typhoons, droughts, earthquakes, landslides and volcanic eruptions to flooding during the rainy season, due to its geographical location. According to the Asian Disaster Reduction Centre (ADRC), the Philippines, located along the typhoon belt in the Pacific, for instance, encounters an average of 20 typhoons annually and five of those are considered destructive. In mainland South-East Asia, countries like Laos, Cambodia, Myanmar and Vietnam continue to face troubling natural calamities. Myanmar is still recovering from the devastating March 28 earthquake that killed more than 3,700 people. The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) in Myanmar warned that over half a million people in earthquake-hit locations urgently need assistance. "Seven weeks on, the impacts of the March 28 earthquakes in central Myanmar continue to drive significant humanitarian needs, both for immediate relief and early recovery. "Many families remain displaced in temporary shelters or rental housing due to safety concerns, including fear of returning to structurally compromised homes, with limited sustainable long-term shelter solutions in sight,' OCHA Myanmar said in its May 17 "Myanmar: Earthquake Response' report. The ADRC reported that heavy rainfall in north-western Vietnam on May 16 triggered a landslide at the construction site of a hydropower plant that killed five and injured four others. - Bernama

Constitution of ADRCs: Three SOEs directed to approach FBR
ISLAMABAD: Appellate Tribunal Inland Revenue, Islamabad has directed three leading State-Owned Enterprises (SOEs) to immediately approach Federal Board of Revenue (FBR) for the constitution of Alternative Dispute Resolution Committees (ADRCs) to resolve their tax related disputes. These appeals, involving fiscal disputes between various State-Owned Enterprises (SOEs) and the State, have been instituted before the ATIR before July 1, 2024. 'For SOEs, participation in the ADRC mechanism is not an exercise in discretion but a statutory compulsion. The text of the law is couched in mandatory terms, leaving no interpretive ambiguity. An SOE is obligated to approach the FBR for the Constitution of an ADRC, and unlike its non-SOE counterpart, it does not possess the liberty to assess the desirability of this route. More importantly, the statute mandates that SOEs must withdraw all pending appellate proceedings prior to the initiation of ADRC proceedings, ATIR directed the SOEs. According to the order of the ATIR, the present appeals—being instituted by a state-owned enterprise — are no longer maintainable before this forum by operation of law. The remedy available to the appellants now lies exclusively within the domain of the ADRC constituted under Section 134A of the Income Tax Ordinance, 2001. The concerns raised by the appellants regarding the Constitutionality of the framework, however legitimate they may be, fall outside the scope of our jurisdiction and must be addressed before the appropriate constitutional forum. Accordingly, the subject appeals, filed both by the department and SOEs are disposed of without adjudication on merits. The SOEs shall approach the Federal Board of Revenue for the constitution of an ADRC in accordance with law. The Department shall ensure expeditious facilitation in this regard, so that the objective of speedy and amicable dispute resolution—so central to the philosophy of the amended law—may be realised in letter and spirit, ATIR order added.
