AP JAC chief accuses govt of betraying employees

Vizianagaram: AP JAC Amaravati state president Bopparaju Venkateswarlu accused the coalition government of betraying government employees by failing to fulfill promises made during election campaigns. Addressing a press conference here during his district-wide tour, Venkateswarlu pointed to the growing discontent and insecurity among government employees across Andhra Pradesh due to the government's failure to deliver on pre-election commitments. He was in the district to attend a meeting to form the new AP JAC Amaravati committee for the united Vizianagaram district. The AP JAC is conducting statewide visits to form new committees and collect feedback from employees. 'We are gathering suggestions and grievances to pursue appropriate redressal measures,' Venkateswarlu said. Despite the coalition government being in power for over a year, it has not addressed key employee concerns, including pending arrears, Interim Relief (IR), Dearness Allowance (DA), and the cancellation of the Contributory Pension Scheme (CPS). Venkateswarlu pointed out that TDP leader N Chandrababu Naidu had promised a better Pay Revision Commission (PRC) and other benefits before the elections. 'Employees are now reminding us of those promises through video recordings,' he remarked. Venkateswarlu criticised the government for failing to appoint a PRC commissioner even after a year. 'Four DA instalments remain pending, and over Rs 25,000 crore is due to employees,' he stated, urging the government to ensure transparency by reflecting pending amounts in payslips or through official communication. He reiterated the demand for restoring the Old Pension Scheme (OPS) for employees recruited before December 31, 2004. Highlighting the plight of contract and outsourcing staff, he noted that of approximately 10,000 contract employees, only 3,000 were regularised previously, and the rest deserve permanent status. He also called for addressing the severe financial struggles faced by outsourced employees. Venkateswarlu urged the government to initiate immediate dialogue with employee unions and form a cabinet sub-committee to resolve these issues. He referenced the 2022 'Chalo Vijayawada' protest, which gained national attention, warning that unresolved grievances could lead to similar unrest. Revenue Services Association president T Govinda and others attended the event.

Velagapudi (Amaravati): Leaders of the Andhra Pradesh Joint Action Committee (APJAC), representing various employee, teacher, and pensioner associations, met chief secretary K Vijayanand at the Secretariat on Monday. Led by A Vidyasagar, the newly elected State President of the APNGOs Association and APJAC chairman, and K S Prasad (APUTF), secretary general, the delegation discussed pressing issues faced by employees. The APJAC leaders called for the immediate appointment of a Pay Revision Commission (PRC) stressing that over two years have passed since the last revision was due. They urged the government to promptly initiate the wage revision process. Furthermore, the delegation demanded the sanction of at least two out of the three pending Dearness Allowances (DAs) owed to employees. They also appealed to the government to address outstanding employee dues, including surrender leave arrears. The APJAC leaders brought several other critical issues to the chief secretary's attention including withdrawal of cases, interim relief, joint staff council meeting. They requested an early meeting of the Civil Services Joint Staff Council, chaired by the chief secretary, informing that the process for this has already begun. APJAC chairman Alaparthi Vidyasagar, secretary general K S Prasad (APUTF), APUTF deputy secretary general D V Ramana, co-chairman G Hrudaya Raju, APTF's Chennupati Manjula and N Chandrasekhar, vice chairman Chodagiri Srinivas, Irrigation CPS Employees Association state general secretary C M Daswere among the leaders who met the chief secretary.

Vijayawada: State president of the APNGOs Association and Chairman of the APJAC, on Sunday urged the government to reduce the mounting workload on panchayat secretaries, who are tirelessly working to realise Mahatma Gandhi's vision that if villages develop, the nation develops. Speaking at a press conference following a State-level executive meeting of the Panchayat Secretaries Association, held on Sunday at the AP NGO Home in Gandhinagar with YVD Prasad in the chair, Vidyasagar stated that the meeting's primary objective was to bring the issues faced by panchayat secretaries to the government's attention. The association thanked the government for reclassifying panchayat secretaries from six grades into three. However, Vidyasagar highlighted the pressing need to prevent delays in promotions for panchayat secretaries in some districts and expedite the promotion process. He called for changes in working hours to alleviate the increasing pressure on panchayat secretaries and urged the government to reconsider its policy of video callings secretaries in panchayats. He also noted that the monthly Rs 6,000 remuneration for Green Ambassadors is insufficient, forcing panchayat secretaries to make additional payments themselves. YVD Prasad, State president of the Panchayat Secretaries Association, expressed satisfaction with the government's transparent approach to promotions, commending the corruption-free process. He reiterated that the Panchayat Raj system is a robust, constitutionally-backed entity, unlike other systems, and promotions are a legal right of Panchayat Secretaries. He pointed out that panchayats often bear the brunt of any problems arising in villages. He also noted that the tricycles previously provided for waste collection and transportation to dumping yards are completely damaged, and urged the government to release funds for their repair and reuse. He also appealed to the government to completely abolish the IVRS calls system, expressing hope that the Panchayat Raj Department Commissioner would resolve the issues faced by Gram Panchayat Secretaries. The meeting was attended by APNGO State secretary D V. Ramana, State Panchayat Secretaries Association general secretary GTV Ramana, Vice President Y. Hemanth Kumar Reddy, treasurer K Venkatadri, Srikakulam district president and secretary Amarnath and Mohan Babu, Konaseema district president Suraparaju, and other state-level leaders.

The AP JAC (Amaravati) and the Contract and Outsourcing Employees Association have urged the State's coalition government to implement a dedicated Human Resource Policy for outsourcing employees, similar to the provisions extended to SERP and MEPMA employees. A delegation led by AP JAC Chairman Bopparaju, Association President K. Suman, General Secretary E. Madhu Babu, and Vice President Pasupuleti Shiva Saida Rao submitted a detailed memorandum to the Finance Minister and AP COS study committee member Payyavula Keshav on Thursday. The association highlighted the high hopes outsourcing employees had from the current coalition government, especially given the pro-employee steps taken during the 2014–19 TDP tenure. These included a 50% salary hike, GO granting ₹15,000 towards miscellaneous expenses, GO granting 180 days of maternity leave to female employees, and GO providing ex gratia for accidental or natural death. Key demands include the immediate implementation of HR policy for outsourcing employees through AP Corporation for Outsourced Services (APCOS); framing of exclusive service rules for full-time outsourcing staff in government departments; seniority-based increment benefits for long-serving employees; extension of all welfare schemes promised in the coalition manifesto to outsourcing workers; and provision of 30 days paid medical leave annually. They also cited the hardships faced under the previous administration, including only a 23% salary hike and the loss of welfare benefits due to treating employees as government staff under CFMS, leading to a withdrawal of schemes. Several private agency-led exploitation was also mentioned, where salaries were withheld or embezzled, seeking government intervention via the PD Act for recovery. The delegation expressed gratitude to the government for setting up a Cabinet subcommittee on outsourcing employees soon after assuming power and demanded swift, favourable action on long-pending issues. In response, Mr. Keshav assured the delegation of the government's intention to deliver better services to the public through outsourcing employees and that there was no plan to dismantle APCOS. He said all concerns will be thoroughly reviewed, and if necessary, the Group of Ministers will consult all stakeholders before arriving at a decision.

Vijayawada: The AP JAC Amaravati and the Contract and Outsourced Employees' Association urged the state government to address the grievances of thousands of outsourced employees across various government departments. On Tuesday, AP JAC leaders submitted a representation to the minister for municipal Administration and urban development P Narayana, who is also a member of the APCOS cabinet sub-committee, seeking resolution of their long-standing issues. The delegation, led by AP JAC chairman Bopparaju Venkateswarlu, general secretary Palisetti Damodara Rao, Contract-Outsourced Employees' Association state president K Suman, and general secretary E Madhu Babu, demanded reforms in the Andhra Pradesh Corporation for Outsourced Services (APCOS). Their key demands include rectifying loopholes in APCOS, implementing an HR policy for outsourced staff aligned with government societies like MEPMA and SERP, establishing specific service rules for outsourced employees to ensure long-term job security, and restoring welfare schemes, including family benefits, withdrawn by the previous government. The leaders explained the adverse impact of the YSRCP government's policies, such as the scrapping of welfare schemes and a partial pay hike of 23 per cent instead of the recommended 30 per cent. They expressed dismay at the lack of basic service rules and welfare entitlements for outsourcing employees despite their full-time service in government departments. The JAC also strongly opposed any revival of the old private agency system, citing past instances of salary theft, mismanagement, and exploitation, which in some cases led to legal action under the PD Act. Minister Narayana responded positively, assuring that there are no plans to dismantle APCOS. He confirmed that the cabinet sub-committee would seriously discuss the issues and reiterated the government's commitment to ensuring justice and job security for outsourced employees. The minister also agreed to include employee unions in future policy consultations to incorporate their insights into state government decision-making.
