Dubai unveils master plan to transform historic Jebel Ali Racecourse area
An ambitious master plan has been unveiled to transform the area surrounding Dubai's historic Jebel Ali Racecourse into a sprawling urban district of islands featuring a network of walkable residential neighbourhoods with a public park at its heart. The 5km development will bring together equestrian venues, cultural institutions and mixed-use developments in what is being hailed as a "archipelago of urban islands in a sea of green". Jebel Ali Racecourse, which is located besides Emirates Golf Club, near to The Greens and Emirates Hills areas of Dubai, is to be preserved under the forward-thinking strategy. The major project is being led by leading global architecture and design company Bjarke Ingels Group (Big) in partnership with A.R.M. Holding, a UAE-based private investment firm. Construction work is expected to begin early next year, with phased development across housing, education, hospitality and public infrastructure. 'Occupying the grounds of Dubai's historic Jebel Ali Racecourse, this project is an archipelago of urban islands in a sea of green - reimagining the site not as a collection of objects in isolation, but as a living landscape of interconnected communities," said Bjarke Ingels, founder and creative director of Big. He said a large central park will serve as a 'green spine' to a community with a focus on sustainability and the environment. The urban district will featured shaded, communal plazas and a cluster of streets which encourage walking and cycling. Automated shuttles will be in operation in the area to provide easy access to public transportation. The initiative is just the latest large-scale development project to take shape in support of the Dubai 2040 Urban Master Plan, which aims to help the emirate oversee urban expansion to keep pace with rapid population growth. The master plan calls for developing a '20-minute city' — allowing residents access to 80 per cent of their daily needs and destinations within 20 minutes on foot or by bicycle. The Jebel Ali Racecourse revamp is one of a number of major development plans already in the works to cement Dubai's status as an attractive destination to live, work and do business. In October, Sheikh Mohammed bin Rashid, Vice President and Ruler of Dubai, unveiled an updated master plan to position Expo City Dubai as a catalyst for the emirate's development. The district - which hosted Expo 2020 Dubai and the Cop28 climate talks in 2023 - would become a "hub for pioneers, entrepreneurs and investors" and was central to a long-term vision to "propel the UAE into a new era of prosperity". Spanning 3.5 sq km, Expo City Dubai will be home to more than 35,000 people and 40,000 professionals as it develops into a centre for businesses, investors, homeowners and visitors. In 2023, Sheikh Mohammed set out a new vision for Palm Jebel Ali – a luxury lifestyle mega project that will occupy an area twice the size of Palm Jumeirah. The long-planned tourist attraction – spearheaded by leading developer Nakheel – will include 80 hotels and resorts, green spaces and other leisure and retail amenities spanning 13.4 square kilometres. The project will add about 110km of coastline to Dubai, offering beachside living to 35,000 families. The Dubai Walk Master Plan, announced in December, 2024, is to feature more than 3,000 kilometres of walkways and 110 new bridges and tunnels. It will include a walking network featuring 112km of waterfront paths, 124km of green walking paths and 150km of rural and mountain paths for pedestrians. Jebel Ali Racecourse has played a pivotal role in Dubai's meteoric rise to become a global powerhouse in horse racing. Its track and grandstand were constructed in 1990, with the inaugural racing season taking place the following year. Renowned British champion jockey Lester Piggott was among the sporting stars to ride into action on the Jebel Ali turf in its early years, helping set the stage for the emirate's crowning glory in the sport of kings. The first Dubai World Cup was held in 1996 and has since grown to become one of the richest races on the calendar, with a $12 million prize fund for grabs in this year's event. Jebel Ali Racecourse still hosts more than 70 races each year, which regularly attract more than 10,000 spectators.

A.R.M. Holding, BIG announce 5 sq km Dubai masterplan at Jebel Ali
A.R.M. Holding, a UAE-based investment firm, has formed a partnership with BIG-Bjarke Ingels Group to develop a 5 sq. km. masterplan around the Jebel Ali Racecourse in Dubai. The announcement came during a signing ceremony attended by Mohammad Saeed Al Shehhi, CEO of A.R.M. Holding, and Bjarke Ingels, Founder and Creative Director of BIG. The project, scheduled to begin early 2026, aligns with the Dubai 2040 Urban Master Plan and aims to transform the historic site into an integrated community space, the Emirates News Agency (WAM) said in a statement. Historic Dubai racecourse to transform under A.R.M. Holding and BIG partnership 'This partnership with BIG embodies our core values of creativity, integrity, and agility. In a diverse community of over 200 nationalities, we believe in creating spaces that connect people on a deeper level. This masterplan will serve as a bridge fostering communication, understanding, and principles of empathy that are central to our vision of enabling prosperity,' Mohammad Saeed Al Shehhi, CEO of A.R.M. Holding said. 'Through this transformative development, we are redefining Dubai's landscape by going back to our legacy and culture. By harmonising Emirati identity with global design standards, we create spaces that are both culturally significant and future-focused. This land, rooted deeply in heritage, will evolve into thriving communities and inspire future generations,' he added. The masterplan features what developers describe as an 'archipelago of urban islands in a sea of green' and incorporates 17 measurable performance indicators to track its impact, according to Bjarke Ingels, Founder and Creative Director of BIG-Bjarke Ingels Group. 'Each island connects to its surrounding neighbourhood, increasing in density as it converges around a lush central park – a social oasis at the heart of the city. But the park doesn't stop at the centre – it bleeds between the islands, weaving nature through the urban fabric and extending its reach to the wider community. This is not just a new neighbourhood; it's a new chapter for Dubai – where environmental responsibility and social sustainability become the foundation, not the footnote, of urban development,' he said. The development will focus on residential innovation and community design, with construction expected to begin in early 2026.

BIG and ARM Holding unveil transformation of Jebel Ali Racecourse
Bjarke Ingels Group , the renowned architectural firm, has unveiled a groundbreaking plan to redevelop the Jebel Ali Racecourse into a vibrant, sustainable urban district. The ambitious project, in collaboration with ARM Holding, a prominent Dubai-based development company, aims to revitalise a sprawling 5-square-kilometre area, turning the historical site into a hub for both residential and commercial spaces. The proposal includes creating an environmentally friendly, mixed-use community that integrates cutting-edge design with green technologies. This redevelopment is expected to redefine urban living in Dubai, focusing on sustainability, innovation, and improved connectivity within the city. BIG's design concept emphasises green spaces, pedestrian-friendly walkways, and eco-conscious architecture, making it a model for future urban developments. The plan includes residential units, office spaces, recreational areas, and cultural hubs, all within a green environment designed to reduce the carbon footprint. The development aims to cater to the growing demand for urban spaces that not only meet residential needs but also foster community engagement and sustainability. The project is being seen as a significant step in Dubai's broader urban planning strategy, which aligns with the city's Vision 2040. This vision focuses on creating a sustainable and diversified economy, with an emphasis on innovative, eco-friendly developments. By transforming the Jebel Ali Racecourse, the project supports the city's ongoing efforts to establish a greener, more resilient urban landscape. The existing racecourse, a significant landmark for horse racing enthusiasts in Dubai, will be integrated into the new district, preserving its cultural and historical value. The developers plan to retain the iconic racetrack as a key feature, while surrounding it with modern amenities and green infrastructure. One of the key aspects of the plan is the extensive use of renewable energy sources and energy-efficient designs. Solar panels, energy-efficient buildings, and water conservation systems will be incorporated throughout the district. This will not only minimise the environmental impact of the development but also contribute to Dubai's goals of reducing carbon emissions and enhancing the sustainability of its infrastructure. The residential aspect of the development will offer a range of living options, including apartments, townhouses, and villas, catering to a diverse demographic. A variety of amenities, such as schools, healthcare facilities, and retail outlets, will be integrated into the design to ensure that the community is self-sufficient and well-connected. The district will feature a state-of-the-art transportation network, including electric vehicle charging stations, bike paths, and enhanced public transport links. This will ensure that the development is easily accessible and fully integrated into the wider urban fabric of Dubai. The emphasis on sustainability extends to mobility solutions, with plans for a smart transport system aimed at reducing congestion and promoting greener travel alternatives. The partnership between BIG and ARM Holding is a significant development for the city's real estate market, with both parties bringing their expertise to the project. BIG, known for its innovative and sustainable designs, will be responsible for the architectural vision, while ARM Holding will manage the development and construction phases. Their collaboration is expected to set new benchmarks for urban development in the region. As part of Dubai's push to become a global leader in sustainable urban planning, the Jebel Ali Racecourse redevelopment is expected to attract considerable interest from international investors. The project aligns with Dubai's efforts to position itself as a hub for innovation and sustainability in the Middle East. Similar projects are already underway in other parts of the city, focusing on transforming underutilised or outdated areas into modern, sustainable communities that offer high quality of life for residents. The economic impact of this project is expected to be substantial, with job creation during the construction phase and long-term benefits from increased tourism, commerce, and real estate investments. The development will also contribute to the diversification of Dubai's economy, with a focus on attracting high-tech industries and green businesses. While the project is still in the early stages, it has already generated significant excitement in the city's real estate and architectural sectors. Dubai's reputation for ambitious and futuristic developments has been bolstered by similar large-scale projects, such as the Dubai Creek Tower and the Museum of the Future.
