Three-day drive to crack down on illegal, overloaded buses in GB Nagar
The Gautam Budh Nagar transport department is conducting a three-day enforcement drive from May 15 to 17 against unauthorised and overloaded buses across the district. On Thursday, on the first day of the drive, the department seized 25 buses, nine from Morna depot alone, officials said. The campaign, which ends on May 17, aims to curb violations of the Motor Vehicles Act, with a sharp focus on passenger safety and regulatory compliance. The enforcement teams, including ARTOs and Passenger Tax Officers, are conducting intensive checks at high-traffic locations such as Yamuna Expressway, Mahamaya Flyover, Sector 37, and Pari Chowk. 'The safety of commuters is non-negotiable. We have directed the transport department to take strict action against any unauthorised or overloaded buses operating in the district. Regular monitoring and sustained enforcement will continue to ensure compliance,' said Manish Kumar Verma, district magistrate, Gautam Budh Nagar. The primary goal is to identify and act against buses operating without valid permits and those exceeding prescribed seating capacity, said assistant regional transport officer (enforcement) Udit Narayan Pandey, who is overseeing the campaign. Such vehicles are not only a threat to road safety but also compromise the comfort and rights of passengers, officials said. Transport department officials said that strict penalties will be imposed under relevant provisions of the Motor Vehicles Act, and repeat offenders could face cancellation of their vehicle permits. Additionally, drivers found speeding, driving under the influence of alcohol, or operating while sleep-deprived will risk having their licenses revoked. 'The three-day drive is focused on identifying and penalizing buses operating without valid permits or carrying passengers beyond capacity. Such practices directly endanger lives and violate transport regulations. We urge passengers to avoid overcrowded vehicles and cooperate with authorities in ensuring safer journeys,' said ARTO (enforcement) Pandey. The transport department has appealed to commuters to use only Uttar Pradesh State Road Transport Corporation (UPSRTC) buses or other legally permitted private operators. 'We urge passengers to board only those buses that are legally permitted and within capacity limits. Public cooperation is crucial in making our roads safer and the transport system more efficient,' added the ARTO.

Makers, sellers of non-certified helmets to face FIRs in Noida
Noida: Manufacturers and vendors selling non-ISI-certified helmets , linked to motorcycle accident fatalities, will soon face FIRs in the two NCR cities. Transport commissioner BN Singh told TOI that helmets are the first line of defence for bikers, yet many choose inferior headgear over BIS-approved helmets because these are cheaper. While enforcement drives are in the pipeline too, Singh said ARTOs and their teams will, for now, crack down on manufacturers and retailers, including roadside sellers, of substandard protective gear that have flooded the market. Teams will seize the non-BIS-certified helmets and lodge FIRs against manufacturers and sellers under Section 177 of Motor Vehicles Act, 1988, and other sections of the BNS. Last year, 24,118 people lost their lives in 46,052 road accidents in UP. The 1,156 road accidents reported in Noida last year left 462 people dead and 966 injured, data shows. During the period, Noida traffic police issued 17 lakh challans to motorcyclists for not wearing helmets. In the first quarter of the year, 8.1 lakh traffic challans were issued, of which 3.5 lakh (43%) were for bikers caught without helmets. "Nearly 51% of the victims were aged between 18 and 35 years, a trend that has raised serious concerns," Singh said. "Almost 80% of all registered vehicles in UP are two-wheelers, and with the rapid increase in the number of vehicles, accidents have also been on the rise." As per MV Act and Central Motor Vehicle Rules, 1989, it's mandatory for bikers to wear BIS (ISI) certified helmets. Section 129 of the Act also states both the rider and the pillion, above 4 years of age, must wear BIS-certified helmets. Section 177, which classifies the violation of any provision of the MV Act or related rules or notifications as a punishable offence, states that for a first offence, the penalty is a fine that may extend to Rs 500, and for any second or subsequent offence, the fine can extend to Rs 1,500, it says. Sub-standard helmets are freely sold roadside in Noida. While Section 138(4)(f) requires two-wheeler dealers to provide a BIS-certified helmet to a buyer at the time of sale, transport department officials said several dealers blatantly flout these norms by providing sub-standard helmets to bikers.

Vehicles sold without registration: UP transport dept pulls up 51 dealers, 28 ARTOs over lapses
The Uttar Pradesh transport department has taken action against car dealers and ARTOs for registration delays and procedural lapses. Notices were issued to 51 dealers for delivering vehicles without registration and uploading incomplete documents. NOIDA: The Uttar Pradesh transport department has served notices to several car dealers and 28 assistant regional transport officers in the state for delays and lapses in the registration of vehicles. In order to maintain a time-bound, transparent, and citizen-centric vehicle registration system in Uttar Pradesh, the transport department is regularly reviewing the dealer-point registration system. As part of this review, analysis of data recorded on the VAHAN portal between January and March 2025 revealed that several dealers did not adhere to the prescribed procedures. The Transport Commissioner, BN Singh, said that investigations showed many dealers delivered vehicles to customers without registration, uploaded incomplete or illegible documents to the portal, and failed to comply with departmental guidelines. "Additionally, ARTO offices did not ensure proper monitoring of these files, leading to prolonged pendency of registration applications," he said. The Noida transport department has nearly 10 lakh registered vehicles, and 7,000 new vehicles are registered monthly. "They have been directed to submit a clear and satisfactory response within fourteen days, failing which legal action for suspension or cancellation of their Trade Certificates will be initiated as per law," he said. The investigation also exposed administrative negligence at the level of district transport offices. In several cases, it was found that ARTOs failed to review the pendency of registration files, approved faulty documentation, or ignored procedural lapses. Consequently, 28 Assistant Regional Transport Officers (ARTOs) have also been issued show cause notices. Under Rule 44 of the Central Motor Vehicles Rules , 1989, proceedings for suspension or cancellation of the Trade Certificate of the defaulting dealers may be initiated. Siyaram Verma , ARTO (Noida), said that vehicle registrations are handled by the dealers. "Dealers sell the vehicles and upload buyers' documents on the Vahan portal, along with the registration fee. However, in some cases, they either submit incomplete paperwork or make errors in details such as the buyer's name or address. We send these files back for correction, but often the dealers fail to update them properly, which delays the issuance of registration certificates," he said. While registration certificates are typically delivered within two weeks, such lapses can lead to delays, with some owners receiving them after a month or even later.
