KL Declaration On ASEAN 2045 Paves Way For Next Phase Of Regional Integration

KUALA LUMPUR, May 26 (Bernama) — ASEAN took a major step forward in shaping its long-term future today with the adoption of the Kuala Lumpur Declaration on ASEAN 2045: Our Shared Future, a landmark document that stood out as the highlight of the 46th ASEAN Summit and Related Meetings held here. The forward-looking roadmap, signed by Southeast Asian leaders, outlines ASEAN's collective vision for the next two decades — one that aspires towards a more resilient, innovative and people-centred community amid rising global uncertainties and geopolitical tensions. Prime Minister Datuk Seri Anwar Ibrahim, representing Malaysia as current ASEAN Chair, described the declaration as 'a defining chapter in ASEAN's journey,' calling for future cooperation to be rooted in sustainability, inclusion and regional solidarity. 'Regional integration must be genuinely people-centred – that means closing development gaps, raising standards of living, and investing in the human spirit and potential of all our citizens,' he said in his address at the Kuala Lumpur Convention Centre. Anwar noted that while the world is increasingly shaped by technological advancement, economic fragmentation and climate disruptions, these same forces demand collective governance. 'We must not only embrace innovation – we must learn to govern it together and with care,' he said. Describing the 2045 vision as 'anchored in realism, animated by resolve, and made possible by trust,' the prime minister urged ASEAN leaders to move forward with 'clarity in our vision, steadiness in our purpose, and unity in our will.' The declaration succeeds the ASEAN Community Vision 2025, which was introduced during Malaysia's previous ASEAN chairmanship in 2015 and has guided regional cooperation across the bloc's political-security, economic, and socio-cultural pillars. Today's summit also featured ASEAN Leaders' Interface sessions with representatives from the ASEAN Inter-Parliamentary Assembly (AIPA), ASEAN Youth, and the ASEAN Business Advisory Council (ASEAN-BAC) — reinforcing ASEAN's commitment to inclusive stakeholder engagement.

Today, ASEAN marks a defining chapter in its journey of regional integration with the adoption of ASEAN 2045: Our Shared Future. It is often said that the best way to predict the future is to create it. That is what ASEAN has sought to do – through decades of steady effort, shared stewardship and strategic vision. Today, we renew that solemn promise – not as a tribute to the past, but as a living covenant with the future. In 1967, our founding members pledged to 'bind themselves together in friendship and cooperation and, through joint efforts and sacrifices, secure for their peoples and for posterity the blessings of peace, freedom and prosperity.' I record my deep appreciation to all who contributed to this vision, shaped by persistence, pragmatism and the quiet power of regional trust. Your Majesty, Excellencies, Ladies and Gentlemen, A decade ago, in this very city, we launched the ASEAN Community Vision 2025. That moment reaffirmed ASEAN's role as an anchor of stability and a rising centre of economic gravity. But today, the international order is unsettled. Geopolitical tensions, economic fragmentation, climate and technological disruption are testing the bonds between nations. The years ahead will be defined by revolutions in technology and science. Our ability to lead – in artificial intelligence, digital innovation and the green and blue economies – will determine not just our prosperity, but our cohesion. Yet these same technologies carry risks. Left unmanaged, they may deepen inequality, displace livelihoods and outpace our rules. We must not only embrace innovation – we must learn to govern it, together, and with care. The future we seek must rest on foundations of sustainability and inclusion. ASEAN's integration must be genuinely people-centred. That means closing development gaps, raising standards of living and investing in the human spirit and potential of all our citizens. KUALA LUMPUR, May 25 (Bernama) -- The ASEAN Community Vision (ACV) 2045, set to be adopted by regional leaders tomorrow, will serve as a bold yet pragmatic 20-year strategic roadmap to guide the region's development amid global uncertainties, said ASEAN Secretary-General Dr Kao Kim Hourn. According to him, the new vision reflects ASEAN's commitment to long-term resilience, inclusivity, and continued cooperation with external partners. 'Ten years ago, under Malaysia's leadership, ASEAN leaders adopted the ASEAN Community Vision 2025. This year marks its 10th anniversary, and now, leaders are embarking on a 20-year vision.. doubling the timeframe and ambition,' he said during a pooled media interview here today. Kao said the ACV 2045 is underpinned by four strategic plans covering the Political-Security Community, Economic Community, Socio-Cultural Community, and ASEAN Connectivity. 'It is not just a vision on paper. These four strategic plans are designed to guide ASEAN on how to prioritise its work while upholding unity, solidarity, and ASEAN centrality,' he said, adding that the roadmap also recognises the need to work closely with external partners, including dialogue, sectoral, and global partners. Kao said the ACV 2045—or the Vision—takes into account both the challenges and opportunities presented by global megatrends and aims to provide a realistic and strategic response over the next two decades. 'This document is forward-looking and strategic, acknowledging the shifts in geopolitics, digitalisation, demographic change, climate risks, and other pressing issues. It provides clarity on how ASEAN should navigate its future,' he emphasised. On ASEAN's increasing engagement with the the Gulf Cooperation Council (GCC) and China, particularly through the upcoming ASEAN-GCC-China Summit, Kao said the trilateral framework opens the door for greater synergy and new opportunities for economic cooperation. 'Each region has its own strengths. ASEAN has always sought to consolidate existing partnerships while also identifying new areas where it can capitalise on shared interests,' he said.

KUALA LUMPUR: The Youth and Sports Ministry (KBS) believes that the youth's active involvement in dialogue and policymaking processes is crucial for building an inclusive, resilient, and sustainable ASEAN in the future. Speaking at the fourth ASEAN Youth Dialogue 2025 this morning, Youth and Sports Minister Hannah Yeoh called upon delegates to drive change and build a future where every young person can thrive. Themed 'Youth for a Sustainable Future: Empowering Inclusion and Driving Change in ASEAN,' she said this year's dialogue, held from May 22 to 28 in conjunction with the 46th ASEAN Summit, comes at a pivotal moment as the world undergoes rapid technological, economic and environmental transformation. 'In this dynamic landscape, the youth of ASEAN are not just the leaders of tomorrow; you are the changemakers of today. As you embark on this dialogue, I encourage you to seize every opportunity to learn, connect and lead. 'Over the coming days, you will engage in critical discussions and policy dialogues, exchange ideas and best practices and draft recommendations in the ASEAN Youth Statement that will help shape ASEAN's youth agenda,' she said in the speech text shared with the media. Hannah also urged the participants to be bold, innovative and united in their purpose, highlighting the significance of presenting the ASEAN Youth Statement directly to ASEAN leaders to ensure youth voices are heard at the highest levels. 'We are all aware of the challenges faced by youth today, from the need for quality education and decent work to the urgency of climate action, digital transformation and building inclusive societies. 'We must also address the growing risks of misinformation, cyberbullying, and the impacts of climate change, the challenges that disproportionately affect young people and vulnerable communities,' she remarked. Hannah also reaffirmed Malaysia's commitment to ensuring that every young person can contribute meaningfully to the region's future, as the country assumes the ASEAN Chairmanship this year, guided by the principle of 'Inclusivity and Sustainability.' In this regard, she said the ASEAN Community Vision 2025, the ASEAN Work Plan on Youth, and the 2030 Sustainable Development Goals (SDG) collectively recognise youth as a driving force for positive change, demonstrating ASEAN's commitment to and support for youth development across the region. Looking forward, Hannah believes that the upcoming ASEAN Community Vision 2045, set to be launched in October, along with the ASEAN Work Plan on Youth 2026-2030, will place specific focus on critical challenges such as education and digital skills, and the enhancement of social and mental health support. Following the Malaysian-ASEAN Youth SDG Summit held two weeks ago, the minister said that KBS will also host the ASEAN Youth Robot Challenge 2025 in July, a programme aimed at enhancing skills in technology, engineering and robotics. However, she emphasised that to successfully advance the ASEAN youth development agenda, these efforts must be supported by strong partnerships among governments, the private sector, academic institutions, civil society and most importantly, the youth of ASEAN. The 46th ASEAN Summit begins today with a senior officials' meeting, followed by a ministerial meeting on May 25 and a leaders' summit on May 26. This marked the fifth time Malaysia has chaired ASEAN, following previous terms in 1977, 1997, 2005 and 2015.
