Nada Mustafa Leaders of the Association of Southeast Asian Nations (ASEAN) have formally adopted the Kuala Lumpur Declaration on ASEAN 2045, outlining a comprehensive 20-year roadmap to guide the region's political, economic, social, and connectivity agenda. This is reported by Xinhua News Agency, a partner of TV BRICS. Endorsed at the 46th ASEAN Summit in Kuala Lumpur, the declaration sets the framework for the ASEAN Community Vision 2045, a forward-looking strategy designed to strengthen regional unity, promote inclusive growth, and enhance ASEAN's position as a major global economic force, according to TV BRICS. Malaysian Prime Minister Anwar Ibrahim emphasised that the vision rests on the principles of sustainability, inclusivity, and people-centred development. He noted the importance of closing development gaps, raising living standards, and investing in human potential. The ASEAN Community Vision 2045 is structured around four strategic pillars: political cooperation, economic integration, socio-cultural advancement, and enhanced regional connectivity. In addition to its development goals, the Vision includes measures to strengthen the use of local currencies for cross-border transactions, improve disaster risk financing, and address the impacts of environmental degradation. By Mohd Iswandi Kasan Anuar JAKARTA, May 28 (Bernama) -- ASEAN Secretary-General Dr Kao Kim Hourn on Wednesday hailed the 46th ASEAN Summit in Kuala Lumpur as a success, citing the adoption of the ASEAN Community Vision 2045 and progress toward Timor-Leste's full membership as landmark outcomes. Held under Malaysia's 2025 ASEAN Chairmanship themed 'Inclusivity and Sustainability', the two-day summit embodied the spirit of ASEAN's collective aspirations, he said. Kao highlighted the 'twin successes' of the summit - the launch of the ASEAN Community Vision 2045 with four strategic plans, and the consensus to admit Timor-Leste as ASEAN's 11th full member, with formal induction expected at the October summit. 'Leaders reached consensus on Timor-Leste's full membership during the summit's retreat session,' he said, noting that a dedicated Timor-Leste unit has been established within the ASEAN Secretariat to support the accession process. He made the remarks during a briefing on the summit's outcomes—including the 2nd ASEAN-Gulf Cooperation Council (GCC) Summit and the ASEAN-GCC-China Summit—attended by the diplomatic corps and media at the ASEAN Headquarters. Reflecting on the overall outcome, Kao said the summit was successful in terms of participation, substance, and organisation, achieving its intended goals, with a total of 22 outcome documents adopted during the summits. On internal challenges, Kao said ASEAN leaders engaged in 'frank and candid' discussions, particularly regarding the crisis in Myanmar and regional economic pressures. 'External meetings with China and the GCC also emphasised trust-building both within the region and with external partners,' he stressed.

Prime Minister and Finance Minister Datuk Seri Anwar Ibrahim has called on auditors, accountants and regulators across ASEAN to reinforce their commitment to ethical governance, moral clarity and independent oversight in discharging their responsibilities. He delivered this message during the closing ceremony of the ASEAN Auditors Conference 2025 at the Putrajaya International Convention Centre (PICC) today, where he stressed the importance of accountability as the core of good governance. 'We often talk about inclusivity and sustainability. However, if you examine the ASEAN Community Vision 2045, its foundation is accountability and good governance. It reflects the voice of the majority of our people,' Anwar said. 'Who wants to live in a country riddled with leakages, corruption and wastage? Therefore, I fully support the ASEAN Audit Institutions in carrying out this vision.' The conference, themed Inclusive and Sustainable Auditing for a Progressive ASEAN , brought together over 2,000 participants from both public and private sectors, as well as regional and international delegates. Among them were heads of supreme audit institutions from ASEAN member states such as Brunei, the Philippines, Cambodia and Laos, alongside representatives from Maldives and Yemen. Anwar affirmed that Malaysia, as ASEAN Chair in 2025 and with the Auditor-General of Malaysia appointed as Chair of the ASEAN Audit Committee, is committed to driving the region's auditing agenda forward. He underlined the need for audit institutions to operate independently and responsibly in order to navigate both national and regional challenges. 'We are now taking further steps by strengthening the highest standards of transparency and accountability, while also enhancing the anti-corruption framework through the independence of auditors and regulators,' he said. The Prime Minister also stressed the importance of respecting institutional boundaries. 'Of course, they gave me a briefing… two weeks ago. But that was only a briefing – not for me to intervene or change policy,' he clarified. 'That is what we mean by good governance and transparency, which in turn will strengthen the government, uphold integrity and reflect continuous improvement in the Corruption Perception Index.' Anwar, who is also Finance Minister, stressed that technical excellence must be accompanied by moral clarity and independent oversight to build accountable institutions and societies. He said the core of good governance is accountability. 'We talk about inclusivity, sustainability. But if you look at the ASEAN Community Vision 2045, the premise is, of course, responsible and good governance. That represents the conscience of the majority of our people. 'Who wants to live in a country of excesses, endemic corruption and waste? That is why I strongly support ASEAN Audit Institutions to implement this vision,' he said in his speech at the closing ceremony of the ASEAN Auditor Conference 2025 held at the Putrajaya International Convention Centre here today. Also present were Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar and Auditor-General Datuk Seri Wan Suraya Wan Mohd Radzi. The Prime Minister also stressed that he has never interfered with or altered any information contained in the Auditor-General's Report (LKAN) before it was submitted to the Cabinet or presented to Parliament for open and transparent debate. 'That is why I've mentioned this to my cabinet colleagues... even I do not determine what the results or priorities should be. They briefed me of course, recently, about two weeks ago about the report. But the briefing was not for me to interfere with or change it,' he said. 'That is what we mean by good governance and transparency. This, ultimately, will strengthen governments and integrity and will be reflected in sustained improvements, again, in the corruption perception index,' he said. Anwar said that beyond positioning ASEAN as a strong economic bloc, it must also stand as a symbol of peace and a region that upholds the highest standards of good governance and accountability. In line with Malaysia's ASEAN Chairmanship in 2025 and the appointment of Malaysia's Auditor-General as Chair of the ASEAN Audit Committee, the National Audit Department (NADM) is hosting the inaugural ASEAN Auditor Conference 2025 from yesterday until today under the theme 'Inclusive and Sustainable Auditing for a Progressive ASEAN'. The conference convenes more than 2,000 participants from public and private sectors, including regional and international delegates and several Heads of Supreme Audit Institutions from ASEAN and beyond, such as Brunei, the Philippines, Cambodia, Laos, the Maldives and Yemen.
