Over RM1.5 million in PHEKS 2025 aid approved for 114 Southern Zone applications
JOHOR BAHRU: A total of RM1.5 million has been approved for 114 applications from the Southern Zone under the 2025 Trade Union Affairs Programme (PHEKS), said Deputy Human Resources Minister Datuk Seri Abdul Rahman Mohamad. He said the amount marked a significant increase from the RM674,000 disbursed for 85 applications in the same zone in 2024, reflecting the growing participation in the ministry's empowerment programmes. 'For the Southern Zone, which covers Johor, Melaka and Negeri Sembilan, 195 applications amounting to over RM3 million have been received so far,' he added. 'Out of the total, 114 applications have been approved, involving an allocation of RM1,505,462,' he told reporters after officiating the Southern Zone PHEKS 2025 Assistance presentation ceremony here today. Also present were JHEKS director-general Mohd Asri Abdul Wahab, Congress of Unions of Employees in the Public and Civil Services (CUEPACS) deputy president II Azman Shah Abdul Rahman, and Union Network International-Malaysian Liaison Council (UNI-MLC) president Datuk Mohammed Shafie BP Mammal. Abdul Rahman said Johor received the highest allocation, amounting to RM703,565 for 61 applications, followed by Negeri Sembilan with RM441,900 for 32 applications, and Melaka with RM359,998 for 21 applications. He also emphasised that the annual allocation to trade unions under the PHEKS programme has steadily increased over the past three years, underscoring the government's ongoing commitment to strengthening the role of unions as strategic partners in the national labour ecosystem. 'In 2023, the government allocated RM2.6 million. This increased to RM5.8 million in 2024, and for this year, RM10 million has been set aside to empower trade unions nationwide. 'We hope this figure will continue to grow, surpassing RM10 million in 2026,' he said. At the same event, Abdul Rahman also presented assistance to union representatives and officiated the launch of two research publications on trade unions titled 'The Role of Trade Unions in Combating Forced Labour Issue in Malaysia' and 'SSPA: Heading to a More Secure Retirement'. Meanwhile, the Ministry of Human Resources (KESUMA), in a statement, disclosed that trade union membership in Malaysia has now surpassed 1 million, with 1,038,435 registered members across 762 unions as of 2024.

Trade unions to receive up to RM50,000 under expanded scheme from May 12
KUALA LUMPUR, May 2 — The Human Resources Ministry (KESUMA) will begin disbursing the Union Affairs Development Grant (PHEKS) starting May 12 to enable trade unions to carry out various programmes, including training initiatives to strengthen their respective organisations. Deputy Human Resources Minister Datuk Seri Abdul Rahman Mohamad said the total grant allocation has been increased to RM10 million this year, compared to RM5.8 million last year. 'With this increased allocation, we can expand the support or increase the amount each union receives. This time, it involves 551 unions. Previously, we provided between RM20,000 and RM50,000 depending on the size of the union. 'This grant is very meaningful for the unions, and we are providing it to support them in running their programmes,' he told reporters after the 2025 Labour Day Celebration and Cuepacs Gathering held here today. Also present were Public Service Department director-general Tan Sri Wan Ahmad Dahlan Abdul Aziz, Cuepacs president Datuk Dr Adnan Mat, and Deputy Inspector-General of Police Datuk Seri Ayob Khan Mydin Pitchay. Abdul Rahman added that he and Human Resources Minister Steven Sim Chee Keong will take turns presenting the grants, starting in Sabah. Earlier, Abdul Rahman highlighted that the Ministry is committed to strengthening policies and workers' protection rights, noting that eight labour-related laws have been drafted and amended since last year. All of these Acts have now been passed in Parliament, marking a significant milestone for the country in reinforcing workers' rights, including the recent amendments to the Sabah and Sarawak Labour Ordinances,' he said. — Bernama

Human Resources Ministry strengthens workers' welfare through legislation
KUALA LUMPUR: The Human Resources Ministry is committed to championing the welfare of workers through major legislative drive implemented over the past years. Deputy Human Resources Minister Datuk Seri Abdul Rahman Mohamad said the ministry has steered the passage of eight major labour-related laws, a clear indication of the government's focus on strengthening worker protections. "These legal reforms significantly improve the rights of workers across the country, especially in Sabah and Sarawak, by aligning protections with those in Peninsular Malaysia," he said at the Congress of Unions of Employees in the Public and Civil Services (Cuepacs) Workers Day celebration here. Present were Public Service director-general Tan Sri Wan Ahmad Dahlan Abdul Aziz, Cuepacs president Datuk Dr Adnan Mat and Deputy Inspector-General of Police Datuk Seri Ayob Khan Mydin Pitchay. It was reported that the Sabah Labour Ordinance (Amendment) Act 2025 came into force yesterday, following its gazettement by the federal government on April 23. Passed in the Dewan Rakyat on Oct 14, 2024, the amendment is the first update to the ordinance since 2005 and introduces a series of reforms to strengthen worker protections in Sabah. Key changes include a reduction in weekly working hours from 48 to 45, improved provisions on flexible work arrangements, forced labour, and harassment complaints, as well as an extension of maternity leave from 60 to 98 days. The amended act also introduces seven days of paternity leave, aligning Sabah's labour laws more closely with those in Peninsular Malaysia. Rahman said that the increase in development grants under the Trade Union Affairs Department from RM5.8 million to RM10 million this year is a boost to union capacity nationwide. "The boost in development grants is expected to benefit 551 unions and allows us to expand or enhance the assistance provided. Previously, we gave out between RM20,000 and RM50,000 depending on the size of the union. We encourage unions to use the funds effectively as such assistance is provided on an annual basis. "To support this initiative, ministry officials will begin visiting all states — starting with Sabah on May 12 — to distribute the funds and strengthen engagement with workers and unions on the ground."
