Sonsoddo gradient: Muslim groups question kabrastan site feasibility
Margao: As the Margao Municipal Council (MMC) works to remove bottlenecks in its long-pending kabrastan project, Muslim community members are pointing to an existing consultancy report to question the feasibility of the 30,000sqm land acquired at Sonsoddo. They said only 2,500sqm would actually be available for burial purposes. The community's concerns are based on the consultant's survey report, which identified the difficult terrain of the acquired plot. It stated that much of the land has a gradient higher than 25% and is not developable under the current town and country planning rules and regulations. The consultant found that substantial hill cutting and land development would be required to make even the small usable portion suitable for burial purposes. According to the survey, only the lower southern section of the plot, measuring approximately 2,500sqm and 15m wide, could potentially be developed after extensive hill cutting. The steep gradient of the land has emerged as the primary constraint limiting the project's scope. Margao: The Margao Municipal Council (MMC) on Wednesday unanimously agreed to sign a deed of exchange for land with Raia comunidade, which is required for an access road to the proposed kabrastan site at Sonsoddo. The MMC previously acquired 30,000sqm of land from the comunidade for the burial ground project, but the survey findings highlighted complications with the access route. When the matter was presented before the high court, where proceedings related to the kabrastan issue are under way, negotiations for a settlement between the parties began. In response to the encroachment findings, Raia comunidade offered alternative land for the access road. However, the initial offer included only easementary rights to the alternative land, rather than the full ownership title. Easementary rights legally allow one property's owner or occupier to use another property for a specific purpose. Following legal advice, the MMC lawyer recommended that since easementary rights do not confer ownership rights to the MMC, a deed of exchange be executed between the council and the comunidade of Raia. The Sonsoddo kabrastan issue has been a contentious matter for over a decade. The land at Sonsoddo was originally acquired by the MMC as a burial ground for all three communities through a 2010 resolution. Subsequently, the MMC decided that at least 1,000sqm of the 30,000sqm at Sonsoddo would be reserved as a burial ground for persons of different faiths. Meanwhile, Abdulmatin Daud Carol, who represents the Muslim community on the kabrastan issue, met South Goa collector Egna Cleetus on Wednesday to express his disappointment over the delay in resolving the matter. The collector is learnt to have assured Carol that she would study the consultant's report and take appropriate action. Carol also highlighted the urgency of the situation, expressing concerns that further delays could create tensions given the acute shortage of burial space. He said there is no space left in the existing kabrastan in Margao.
