An urgent appeal has been issued to find a missing man from Rochdale. People are being urged to look out for Abid, 34, who went missing yesterday (May 23). Greater Manchester Police says Abid was last seen on Entwistle Road, in Rochdale, at 8.30pm last night. Abid, whose surname has not been given by GMP, was last seen wearing a grey jacket with white stripes on both sleeves. He was also seen wearing grey trousers with white stripes, and black trainers. Anyone who sees Abid or has any information on his whereabouts is urged to come forward as soon as possible. A GMP Rochdale spokesperson said: "Have you seen Abid from Rochdale? "Officers are becoming increasingly concerned about him and want to make sure he is safe and well." Three get life terms in child abuse case

An Additional District and Sessions Judge in Taxila on Saturday sentenced three convicts to a total of life imprisonment, 21 years of additional imprisonment, and fines amounting to Rs4.5 million in a case involving the sexual assault of a 12-year-old boy, blackmail through an obscene nude video, and its circulation on social media. The court sentenced convict Haseeb Khan to life imprisonment and a fine of Rs500,000 for rape, along with an additional seven years of imprisonment and a Rs1 million fine under the PECA (Prevention of Electronic Crimes Act). Convict Abid received life imprisonment and a fine of Rs500,000 for rape, plus seven years in prison and a Rs1m fine under the PECA Act. Similarly, convict Abdul Samad was sentenced to life imprisonment and a fine of Rs500,000 for rape, along with seven years of imprisonment and a Rs1m fine under the PECA Act. The case was registered at Taxila Police Station in April 2024. Based on solid evidence and effective prosecution, the court awarded exemplary punishments to the convicts. In response to the verdict, Rawalpindi City Police Officer Syed Khalid Hamdani commended the SSP Investigation as well as the investigation and legal teams for their performance in ensuring justice was served.

65-year-old man arrested for double murder

NEW DELHI: A 65-year-old man was arrested for killing two people and injuring another following a quarrel over a parking incident in northwest Delhi's Adarsh Nagar area, police said on Sunday. The accused has been identified as Nand Kishore, a resident of Sikar in Rajasthan. He was previously involved in four cases, including attempt to murder, violations under the Arms Act, and theft, all registered at Subzi Mandi police station. 'On April 21, around 10:50 pm, a vagabond named Abid arrived at BJRM Hospital with two injured persons, who were declared brought dead. Based on Abid's statement, a case was registered at Adarsh Nagar police station and an investigation was initiated,' a senior police officer said. 'During the investigation, police reviewed CCTV footage, where an elderly man was seen. He was later identified, and his whereabouts were traced. A raid was conducted, and Kishore was arrested,' Deputy Commissioner of Police (Northwest) Bhisham Singh said.

Local Government Bill nullifies district autonomy

In a democracy, the sole purpose of having a local government system is to decentralize power to the district level, in order to ensure that the day-to-day grievances of the public are heard and resolved in an efficient manner by the people who have earned their trust and vote. All this is rendered null and void by the Local Government Bill, 2025, which is little more than a façade of representation. After nearly ten years, preparations for local government elections are underway once again in Punjab, where following the formation of the PML-N government, the Local Government Bill 2025 was proposed. After the approval of the bill, the Local Government Bill was sent to the Standing Committee and is currently awaiting approval from the Punjab Assembly. The Local Government Bill 2025 will abolish the district council, replacing it with a district authority, with the Deputy Commissioner of each district serving as the Chairman. The District Executive Board will have the chief executive officers of all departments as secretaries and the heads of all departments including the District Health Department, Education Department, Social Welfare Department, Population Control, Sports, Transport, Civil Defense, Public Health Engineering, Arts and Culture and Tourism Department as members. According to Salman Abid, a political affairs expert, Article 140A of the Constitution binds the provincial government to transfer political, administrative and financial powers to the elected representatives of the people therefore, the newly proposed Local Government Bill 2025, does not introduce a local government system but a municipality system. 'The government has abolished the district council and has limited the system to the municipal corporation, municipal committee, tehsil council and town corporation. Interestingly, although all the powers of the district will be under the Deputy Commissioner, it should also be kept in mind that the Deputy Commissioner is under the control of the Chief Minister, who will ultimately hold the reins of power. Furthermore, the election of the Chairman, Vice Chairman, Mayor and Deputy Mayor will not be direct but will be in the House. Only through direct elections can the people choose their local leadership transparently,' highlighted Abid. Similarly, Qazi Mubin, a leading legal expert on the local government system in Pakistan, revealed that municipal committees, municipal corporations or tehsil councils had no mention in the Constitution. 'Therefore, the principles of forming the local government have been ignored in this new proposed law. If the formula for the distribution of administrative and financial powers is run by the bureaucracy instead of elected representatives of the people, then it negates the autonomy of local governments,' explained Mubin. On the other hand, PTI Lahore President and MPA Imtiaz Sheikh opined that the proposed bill was the worst bill in the history of Pakistan. 'The Constitution demands that financial and political powers be given to the district governments. All members present in the meeting of the Standing Committee have also opposed this bill. Under the local system, powers are to be given to the lower governments, but here, these powers have been taken from them and given to the center,' criticized Sheikh. Commenting on behalf of his party, Speaker of the Punjab Assembly, Malik Ahmed Khan claimed that all political parties were asked to sit together and prepare this bill to ensure that there was no objection from the opposition. 'In the past, the local government system was suspended during the PTI government because they did not want to continue the system of the PML-N. But now the government has once again prepared the Local Government Bill 2025,' said Khan.

Kashmiri Student Assaulted At Jamia Millia Islamia, Mess Worker Detained

New Delhi: A mess worker at the Jamia Millia Islamia University in the national capital has been detained for allegedly assaulting a Kashmiri woman student on campus, police said on Monday. The alleged assault took place around 9:30 pm on April 27 when a 24-year-old second-year MA student was allegedly assaulted by a 22-year-old mess worker, identified as Abid. "The accused was detained the same night. The student has not yet filed a formal complaint, but she is expected to do so today, after which an FIR will be registered," a police official stated. Police added that the altercation stemmed from a personal matter. According to a student group, the assault occurred outside Gate 8 of the campus. The university administration has not yet issued an official response. The All India Students' Association (AISA) at Jamia condemned the assault, calling it a serious security lapse. They alleged the incident was linked to ongoing harassment faced by Kashmiri students in the aftermath of the April 22 terror attack in Pahalgam in Jammu and Kashmir, though police maintain it was an isolated personal dispute. AISA has criticised the security staff, claiming they stood by during the incident and allowed the accused to re-enter campus unchecked. "Despite being a heavily militarized space, the university has repeatedly failed in its responsibility to ensure safety," AISA said. The group demanded a transparent investigation, strict action against the perpetrator, and accountability of the security personnel involved. Jammu and Kashmir Students Association (JKSA) has released emergency helpline numbers and formed a dedicated team to support students and liaise with authorities. 26 people were killed in the Jammu and Kashmir's Pahalgam terrror attack which took place in Baisaran meadow. It was one of the deadliest attacks in the region since the 2019 Pulwama strike, which claimed the lives of 40 Central Reserve Police Force (CRPF) jawans.
