Health, job grounds cited by 206 national service absentees
Legal action can be taken under Section 18(1) of the National Service Training Act 2003 if those selected fail to attend the programme. (Bernama pic) PETALING JAYA : Health issues and job commitments have been given as the main reasons for the absence of 206 participants from the national service training programme (PLKN) 3.0 held last month. Deputy defence minister Adly Zahari said the ministry will conduct a comprehensive assessment to resolve such issues, Bernama reported. 'We want to understand the reasons behind their failure to register because, based on the approach we use, we not only inform them but also maintain direct communication with those involved,' he said after the Madani village veterans' programme at SK Sungai Rual in Jeli today. Adly said the ministry is currently obtaining reports from the PLKN committee, including reviewing presentations by the national service training department and examining the reasons for the participants' absence. He said participants are bound by the National Service Training Act 2003 (Act 628), adding that the ministry would conduct a thorough review of the justifications for their failure to register before any enforcement of the Act is considered. 'We'll invoke the Act and enforce disciplinary measures if there is no other option,' he said. Under the Act, trainees who fail to register within the stipulated period may be referred for legal action under Section 18(1) of Act 628. In a separate development, he stated that due to the low participation of Orang Asli in the armed forces, the ministry will intensify awareness programmes in Orang Asli villages, particularly in Gua Musang and Jeli, Kelantan.

National Service 3.0: All trainees to undergo same training modules regardless of gender, says D-G
KUALA LUMPUR: A total of 344 trainees have reported for the National Service Training Programme (PLKN) 3.0 Series 2/2025, which began on Sunday (May 11). Although placed in two separate camps based on gender, all trainees will undergo the same training modules. National Service Training Department (JLKN) director-general Datuk Ya'cob Samiran said male trainees are based at the 505 Territorial Army Regiment Camp in Pekan, Pahang, while female trainees are stationed at the 515 Territorial Army Regiment Camp in Kuala Lumpur. 'There is no difference in the training content. Any variation will be based on the physical capabilities and health of individual trainees. 'Physical training will be conducted in stages, with increasing levels of difficulty,' he said during a media briefing after observing the registration of female trainees at the 515 Territorial Army Camp today. He added that the core structure of the training modules has been retained, with several enhancements introduced compared to PLKN 3.0 Series 1/2025. Among the improvements is the separation of trainees by gender into two dedicated camps, while maintaining the same training framework—30% nation-building and 70% basic military training. He also noted that trainees who have yet to report still have until noon on May 16 to do so. 'Those who fail to report by the deadline may be referred to the Legal Division under Section 18(1) of the National Service Training Act 2003 (Act 628),' he added. The registration process is expected to take two to three days, as many trainees have requested late registration due to camp location or personal readiness. He said the new structure also mandates military-style uniforms, and the training period has been reduced from three months to 45 days. "University-bound students will complete their training at their institutions, but passing the course remains a compulsory national service requirement. "Parents and the public are assured that the revamped PLKN 3.0 offers a safe, meaningful experience, free from issues such as bullying," he added. The programme aims to build character, instil confidence, and foster civic responsibility among youth. Ya'cob also confirmed that JLKN is open to accepting voluntary participants, subject to available slots, adding that 30 volunteers have already registered. Following a seven-year suspension, the current intake includes 206 male and 138 female trainees aged between 18 and 25.

16th MAF Chief Appointed Chairman Of National Service Council
GENERAL KUALA LUMPUR, May 5 (Bernama) -- The 16th Chief of the Malaysian Armed Forces Tan Sri Dr Abdul Aziz Zainal, who was Chief of Army from 2004-2007, has been appointed chairman of the National Service Training Council to monitor the re-implementation of the National Service (PLKN) 3.0, effective from April 14 (2025) to April 13, 2028. Defence Minister Datuk Seri Mohamed Khaled Nordin said his appointment had been approved by His Majesty, Sultan Ibrahim, the King of Malaysia in accordance with the provisions of Section 7 of the National Service Training Act 2003 (Act 628) before it was announced. He said the reintroduction of PLKN after it was last scrapped in 2018, reflects the government's unwavering commitment to building a patriotic nation with strong character and admirable values. 'We believe that while it may not be possible to ensure 100 per cent of our citizens are patriotic, love the country and willing to sacrifice for the homeland, at the very least we can earnestly establish a process or special intervention that will ensure a large part of our society continues to uphold strong patriotic spirit,' he stated during a presentation of Certificate of Appointments for the chairman and members of the National Service Training Council at Wisma Pertahanan today. The ceremony was also attended by Armed Forces chief, Gen Datuk Mohd Nizam Jaffar and Royal Malaysian Air Force chief, Gen Tan Sri Mohd Asghar Khan Goriman Khan. Mohamed Khaled said that in line with the provisions in Part III of the National Service Training Act 2003, the establishment of the National Service Training Council is a necessity to act as a body that plays an important role in advising the Minister on all matters related to national service. 'This Act also provides that this council shall consist of members appointed by His Majesty Sultan Ibrahim, on the recommendation of the Minister. 'This council shall comprise a chairman, five members representing the government and not less than three but not more than five other members representing the major races in Malaysia,' he said. Previously, Mohamed Khaled had presented the letters of appointment to the five appointed government representatives, namely secretary-general of the Ministry of Defence Datuk Lokman Hakim Ali and secretary-general of the Ministry of Education Datuk Ts Dr Aminuddin Hassim.
