Law enforcement, businesses react to recent fights in Charlotte including new action
ROCHESTER, N.Y. (WROC) — Monroe County is seeking immediate action to address safety and security around Ontario Beach Park within the Charlotte neighborhood in Rochester following several recent incidents involving police. In a matter of urgent action filed with the Monroe County Legislature last week, County Executive, Adam Bello, is calling for an amendment to Capital Improvement Plan Projects set for next year, specifically asking for an accelerated approval of $200,000 for the installation of entry and exit gates at the county-run parking lots at Ontario Beach Park. Police were called to the area Saturday evening for reports of fights and after closing down roads in an attempt to contain the incident, it spilled over towards Lake Ave. right in front of Tropix, a local event venue space. Illegal gun with high-capacity magazine recovered after Ontario Beach Park 'disturbances' Nearby business owner, John Kabrvoski of Tropix, said this is now a more regular kind of activity and a trend negatively impacting his establishment. Cell phone footage provided to News 8 from Tropix shows several young people engaged in fights, many bystanders also recording videos. Kabrovski told News 8 it was particularly frustrating as it was a nice weather evening with an Eagles tribute band on stage and growing patrons, but after the roads closed and the incidents began unfolding, many of his customers became scared and left. 'Our business has tremendously, tremendously diminished the last couple weeks,' Kabrovski said. 'I don't know how we're going to do in the next couple weeks. We have a concert tomorrow that's run by the City, it's a free jazz event — it's going to be interesting to see how many people come to that because are they scared? Wednesday nights, the Concerts at the Beach, Is that going to be busy this week? Are people coming back? Are they scared of what happened last week? I don't know but obviously something has to happen relatively soon because we're already coming up to the middle of June, if we don't solve this problem fast, the summer season of 2025 is going to be gone for all of us,' Kabrovski said. RPD said leaders are meeting with partnering agencies, including the Monroe County Sheriff's Office and New York State Police to develop plans for an increased police presence in the area. Kabrovski notes it's a start, but says the younger generation doesn't respect police in general, pointing to a need for even greater change. 'There has to be something besides more police. There has to be some type of discipline, if you're arrested or involved in a fight maybe you get banned from all the festivals,' Kabrovski said. 'Our clientele, it makes them nervous so we've got people having dinner, people watching a band then they come down here and they see this and it makes them really re-think about coming to Charlotte. And I've always told people, we have to kind of reimagine Charlotte, right. There's no such thing as 'bringing it back' or 'fixing it' right now; it's about re-imagining, right. What are we going to do differently? It's not about, what are we going to change just this one thing — it's about changing the whole dynamics of Charlotte.' Kabrovski also says he's added increased security for his own establishment, but believes it will take village to enact lasting change and higher expectations. 'Having maybe a different task force that's strictly addresses the youth in a sense, that social media. I know the police department has a social media that takes care of our entertainment license. They see what us, as bars, do and what DJs we put and events we do. Maybe there could be a task force that really addresses what the talk is on social media, are these kids talking about going to Charlotte to fight? Are they talking about going to one of the local town festivals, are they talking about getting in a fight at a playground, at a school, a park,' News 8 will bring you more details about the plan from law enforcement as more information is made available. No more ARPA money to award, but expect more announcements
PENFIELD, N.Y. (WROC) — Standing shoulder to shoulder in the Penfield Volunteer Emergency Ambulance bay Wednesday Monroe County legislators and EMS leaders applauded the dispersal of just under $900,000 to four local ambulance agencies. At the podium, Monroe County Executive Adam Bello, a Democrat, detailed the funding, all of which is coming from the $144 million in American Rescue Plan Act, or ARPA, money the federal government sent to Monroe County to help respond to the COVID-19 pandemic. $894,957 is going to Penfield Volunteer Emergency Ambulance, Irondequoit Ambulance, Honeoye Falls-Mendon Volunteer Ambulance and Gates Volunteer Ambulance Service for various programs and equipment (more detail on where the money is going below). Should anyone wonder why pandemic relief money would be doled out now, in 2025, Bello says most funding was committed closer to the crisis and all of it was earmarked by the end of last year, but the process to get it to the various groups, agencies and organizations takes time. 'We actually went out to the public, had a number of public input sessions, talked to a lot of elected officials, community partners to make sure we had as much support as possible when investing these dollars so we knew we were investing them in the right place,' Bello said. The county has until the end of next year to allocate the funds so the community can expect more press conferences like the one Wednesday. Rick Milne, Republican legislator from Honeoye Falls, largely approves of how the ARPA funds have been awarded and managed, the Community Resource Collaborative scandal notwithstanding, but does acknowledge the one-time nature of the funding and stresses the need for long-term planning to meet future needs. 'What are those priorities and how do we make that work with a smaller pot of money in the future,'Milne said. 'So it's a challenge.' Here's a list of the projects funded through the allocation announced Wednesday: Honeoye Falls-Mendon Volunteer Ambulance – $83,891 o Upgrading computer and pager systems, new CPR training kits for staff, and the purchase of two Stryker Powerload Systems—enhancing safety for patients with limited mobility. Irondequoit Ambulance – $236,000 o Purchasing a new ambulance and installing advanced air and surface disinfection systems in the existing fleet, helping to reduce disease transmission and improve patient and provider safety. Penfield Volunteer Emergency Ambulance – $347,065 o Acquiring a new, fully equipped ambulance featuring a LifePak monitor capable of tracking multiple vital signs including SpO2, CO2, ECG, blood pressure, and temperature, as well as a hydraulic power gurney to assist with patient lifting and transport. Gates Volunteer Ambulance Service – $228,000 o Purchasing a new ambulance to expand emergency response capabilities in the region. The news conference was held during EMS Week. Nearly $60M in state funding announced for Rochester Riverside Convention Center renovations
ROCHESTER, N.Y. (WROC) – The city of Rochester has acquired $59.6 million in state funding to help renovate the Rochester Riverside Convention Center. The investment, announced by city and Monroe County leaders Monday, is the single-largest for the venue in its 40-year history. Renovations got underway in late 2024, and leaders say the money will go toward modernizing the venue while capitalizing on the revenue brought through the facility. 'You'll have some people saying, 'Why are we spending that money on the Convention Center?' Here's why. I just presented the city's budget – the vast majority of the city's revenue no longer comes from property tax and no longer comes from state aid. You know where it comes from? Sales tax. So, this isn't just about outside people coming in and being at the Convention Center. This is also about our folks spending money here,' said Rochester Mayor Malik Evans. According to officials, the funds will go toward a Main Street addition on the property, an overhaul of the center's boiler and HVAC systems, upgrades to the building's exterior, inner exhibit hall and meeting rooms, as well as plans to revamp the overhead skyway and more. 'This is an economic catalyst for our region. This is the building that welcomes people from not just across New York State, but across the country. Many times, it's from hosting events like the PGA Championship coming to Rochester, and we're hosting people from around the world,' said Monroe County Executive Adam Bello. 'We know when that happens, those folks are going out and they spend money on our hotels, our restaurants, and also visit our museums and the like. So, that's why this is so important,' said Assemblymember Harry Bronson, who represents New York's 138th Assembly District. Overall cost estimates for the project total more than $65 million. Leaders add the work is aimed at generating more jobs and attracting more visitors to downtown Rochester. 'For the past three years, we have done a unified ask. As a result of that, we have had great success in standing here at the Convention Center, which is one of those examples of that great ask we've gotten,' said Mayor Evans. Construction on the Convention Center, according to city officials, is expected to get completed sometime in 2026. More information on the plans can be found here. Copyright 2025 Nexstar Media, Inc.
