Minister of Labor Inaugurates Phase One of the Northeastern Badia Vocational Training Institute - Jordan News

In its initial phase, the institute offers training programs in sewing, beauty, digital skills, and modern agriculture (specifically vegetable and fruit drying). The inauguration ceremony was attended by Mafraq Governor Firas Abu Ghanem, Senator Rakan Al-Fawwaz, Director General of the Vocational Training Corporation Dr. Ahmad Gharaibeh, board members, the mayor of Al-Salihiyah Municipality Eng. Najeh Al-Safyan, and a number of local dignitaries and residents. Minister Al-Bakkar stated that the launch of the first phase of the Northeastern Badia Institute reflects the government's commitment to advancing vocational training programs to become high-quality pathways for preparing young men and women for modern labor market demands. This initiative aligns with the Economic Modernization Vision and the Public Sector Modernization Roadmap, both of which emphasize the importance of enhancing the quality of education and training. He affirmed the government's belief that human capital is Jordan's most valuable resource, highlighting that youth in the Badia region, like their counterparts in major cities, possess potential and ambition worthy of investment to generate local employment opportunities. Al-Bakkar also emphasized that the top priority of the Ministry of Labor and affiliated institutions is to employ Jordanians across all regions and promote decentralized development, tailored to the competitive advantages of each governorate. He noted that preparatory work is underway for agricultural training programs in cooperation with the Ministry of Agriculture, set to begin next month. He added that registration is now open for youth in the region to enroll in the current training programs, with more than 150 applicants already registered. Jordanian man swept away by tsunami in Bali

Hussam Al-Bakkar, a young engineer in his twenties, has gone missing after being swept away by tsunami waves that hit Bali Island, Indonesia, a few days ago, while he was on a trip with his friends. The Mayor of Na'our, Mazid Al-Masaafa, told "Roya News" that Al-Bakkar, who is from the Na'our district, was on a trip to Bali with several friends when a sudden tsunami struck, sweeping him into the sea. Al-Masaafa confirmed that the Jordanian embassy in Indonesia is in contact with local authorities and coordinating efforts to find Al-Bakkar. Search efforts are ongoing. As of now, Indonesian authorities have not issued any official statement regarding the young man's fate.

He pointed out that the ministry understands the importance of the industrial sector in supporting the national economy and providing employment opportunities for Jordanians, and is keen to provide skilled and specialized labor necessary for the continuity of production operations. For his part, the Chairman of the Jordan and Amman Chambers of Industry, Engineer Fathi Al-Jaghbeer, appreciated the Minister of Labor's responsiveness to the chambers' requests regarding the provision of foreign workers for certain sectors. He also commended his dedication to addressing industrial issues related to the ministry's work, emphasizing that the industrial sector gives priority to employing the local workforce. During the meeting, it was agreed to organize job fairs in industrial areas such as Sahab, Al-Muwaqqar, Al-Qastal, and Marka, aimed at networking between factories with available job opportunities and job seekers from those areas.

He added that the Ministry of Labor, in coordination with the Ministry of Planning and International Cooperation, is holding discussions with the World Bank to restructure the National Employment Program to improve its effectiveness, expand the scope of beneficiaries, and extend the program's duration to ensure continued efforts in providing job opportunities for Jordanians across all sectors. Al-Bakkar pointed out that the "Sajil" platform, launched by the ministry in 2019, serves as the national employment platform to strengthen networking between the public and private sectors. Job seekers and employers are encouraged to update their data on the platform. He urged those who have not registered to do so, allowing the ministry to market Jordanian talent to the labor market both domestically and internationally through collaboration with friendly and brotherly countries. Regarding the productive branches initiative, Al-Bakkar explained that it is one of the ministry's best programs, a royal initiative that started in 2008. The initiative has created 2,556 new jobs, bringing the total number of employees in the productive branches and units across the governorates to around 10,000 by the end of 2024. Al-Bakkar also noted that three new productive branches were opened in Umm al-Jamal in Mafraq, Al-Jadida in Karak, and the expansion of the Souf branch in Jerash. Efforts are ongoing to establish five new productive branches and provide necessary infrastructure in locations such as Al-Faisaliah in Madaba, Al-Fuheis in Balqa, Eastern Mafraq, Al-Mujib in Karak, Wadi Aniza in Ma'an, and Mghar Sarhan in Mafraq. To reduce dependence on foreign labor and achieve stability in economic sectors, Al-Bakkar explained that the ministry is implementing projects in line with the Executive Program for Economic Modernization, which includes increasing the number of Jordanians in the labor market by raising worker productivity and promoting vocational and technical work. The ministry is also strengthening partnerships between the public and private sectors, civil society organizations, and international bodies to improve labor governance and quality services. A notable initiative is a partnership with the Jordan Phosphate Mines Company to establish training academies in the mining sector, with discussions underway for an academy with the Jordanian Bankers Association. Additionally, the ministry is working on strengthening career guidance services, updating national strategies for vocational and career guidance, enhancing training infrastructure, and keeping pace with global technologies through the establishment of specialized vocational centers. Al-Bakkar concluded by emphasizing that the Ministry of Labor is keen on organizing the labor market, especially in agriculture, construction, and industry sectors, to ensure the employment of Jordanians in positions that were traditionally held by foreign workers. The ministry continues to review policies for employing foreign workers while promoting the skills of the Jordanian workforce.

These efforts include enhancing worker productivity, promoting vocational and technical professions, supporting self-employment, and strengthening labor inspection, occupational safety, and social protection frameworks. He also noted ongoing measures to reduce reliance on foreign labor, particularly in agriculture, construction, and industry, by regulating employment practices and ensuring priority hiring for Jordanians in closed professions. The Ministry of Labor is strengthening partnerships with the private sector, civil society, and international organizations to improve governance in employment and vocational training. These efforts focus on raising service quality, digitalizing processes, and enhancing institutional performance. Specialized training academies have been launched in collaboration with private sector partners, including an academy with the Jordan Phosphate Mines Company to train youth in mining-related fields. Preliminary discussions are also underway with the Association of Banks to establish a future-focused training academy. To align workforce skills with market needs, the ministry has expanded sectoral skills councils, now comprising 15 private-sector-led committees. These councils define labor market demands and guide training programs to equip young Jordanians with skills for stable employment. The Technical and Vocational Skills Development Authority has introduced professional licensing to certify workers' competencies. The ministry has also prioritized entrepreneurship and small business support through the Development and Employment Fund, which offers concessional loans to youth for establishing their businesses. These loans come with reasonable repayment grace periods to ensure sustainable growth. Efforts to regulate foreign labor have been reinforced through new policies introduced in November and December 2024, allowing businesses to legalize their workforce while ensuring that hiring foreign workers remains conditional on the employment and training of Jordanians. Al-Bakkar noted that stricter policies will be implemented to balance foreign worker employment with the gradual integration of Jordanians into the workforce, ensuring a smooth transition without disrupting private-sector productivity. Looking ahead, the ministry is developing a comprehensive labor market information system to track job seekers' skills and employment trends, aiding policymakers in making data-driven decisions.
