Speaking at the launch event, Ministry of Energy and Mineral Resources Secretary General Amani Azzam underscored the urgency of cutting carbon emissions to address the escalating climate crisis, according to a ministry statement. 'Decarbonising Jordan's building stock is a fundamental step in tackling climate change,' Azzam said, noting that the building sector consumes up to 40 per cent of the Kingdom's electricity and is a major contributor to carbon emissions. Azzam reiterated Jordan's commitment to reducing carbon emissions by up to 40 per cent by 2030, in line with its pledges under the Paris Agreement. She said that the country aims to achieve this target in part by increasing the use of renewable and green energy in the building sector. She noted that effective decarbonisation requires strong cooperation, clear legal frameworks, and specialised training. 'The roadmap is not a theoretical document, but a practical foundation for coordinated national and international action,' she said. Azzam described decarbonisation efforts as 'long-term investments in the future of upcoming generations', expressing hope that the roadmap will serve as a springboard for a more sustainable path forward. Andreas Riesmann, a representative of the German Federal Ministry for Economic Affairs and Climate Protection, highlighted the long-standing energy partnership between Jordan and Germany. He said the cooperation continues to grow stronger as both nations work toward reducing emissions and limiting global warming by 2045. He urged all stakeholders to align efforts and establish the legal and institutional frameworks necessary to overcome challenges and implement the roadmap effectively. In a recorded message, Sila Martinez Juez, programme manager at the United Nations Environment Programme (UNEP), described the roadmap as a vital tool for promoting best practices and fostering cooperation among stakeholders. She also emphasised the importance of ensuring that these practices are scalable and adaptable across the region. AMMAN — Jordan and Saudi Arabia on Tuesday discussed means to proceed with the electricity interconnection project, as part of efforts to enhance cooperation in the energy sector. The meeting, hosted by Jordan's National Electric Power Company (NEPCO), focused on accelerating key agreements needed to begin implementation, according to the Jordan News Agency, Petra. Senior officials from both sides attended the meeting, including Secretary General of the Ministry of Energy and Mineral Resources Amani Azzam and NEPCO Director General Sofyan Bataineh. The Saudi delegation included senior representatives from the energy sector. According to Bataineh, discussions focused on finalising three main agreements covering implementation, operations and commercial arrangements, which are expected to be signed before the end of 2025, while the project is expected to begin commercial operations by the end of 2029. "This interconnection will enhance the reliability of both kingdoms' electricity grids," said Bataineh, adding that the venture would allow for the sharing of energy reserves and exchanges during peak periods, improving efficiency and stabilising the grid. He added that the project is an important step towards a broader regional electricity market and better Arab energy integration, noting that grid interconnection is 'increasingly' important in renewable energy systems, helping to reduce costs and optimise performance. Highlighting Jordan's strategic goal of becoming a regional hub for energy exchange, Azzam said: "Our ongoing work on cross-border grid projects aims to boost Jordan's position in the regional electricity market". The project stems from a memorandum of understanding signed in August 2020, which tasked NEPCO and the Saudi Electricity Company with drafting the technical and operational agreements, said Petra. The project is part of the wider Arab Electricity Interconnection Initiative, which aims to create a unified electricity market. During the meeting, Azzam delivered a working paper titled 'Developments in the Gas Industry in Jordan', in which she presented a roadmap for expanding operations at the Risha gas field, the Jordan News Agency, Petra, reported. She noted that the Risha field, discovered by the Natural Resources Authority in 1986 and brought into production in 1989, remains one of Jordan's vital domestic energy sources. She explained that the field is classified as unconventional and tight, meaning gas cannot be extracted through traditional methods and instead requires advanced technologies and significant investment. Azzam said that the National Petroleum Company (NPC) is pursuing an ambitious development plan for the field. The plan includes the procurement of an additional drilling rig, the construction of a gas processing facility, and the development of a new pipeline to transport the produced gas. To fully utilise the expected production from Risha, Azzam emphasised the necessity of constructing a natural gas pipeline linking the field to the Arab Gas Pipeline at a connection point in Mafraq Governorate. The proposed pipeline would span approximately 320 kilometres, with technical and financial feasibility studies currently underway. She also highlighted the government's ongoing efforts to implement the National Programme for the Delivery of Natural Gas to urban centres and industrial zones across the Kingdom. The initiative aims to provide a more affordable and sustainable energy alternative for existing industries. Azzam also outlined key components of Jordan's comprehensive energy sector strategy for 2020–2030, including continued reliance on current gas sources expected to meet national needs until 2035, further development of the Risha field, and the attraction of international investment in exploration for both conventional and unconventional gas. The strategy also includes maintaining LNG import capacity through the Sheikh Sabah Terminal in Aqaba as part of efforts to safeguard energy security.
