Maharashtra animal rights activists demand proper sterilisation of dogs, cats in rural areas
Navi Mumbai: Animal rights activists have pointed out the total absence of animal birth control (ABC) measures in rural and semi-urban areas of Maharashtra, and therefore demanded the implementation of sterilisation of dogs, cats in order to control their population as per the directives of court and Animal Welfare Board of India. "While bigger cities like Navi Mumbai, Mumbai and Thane do carry out dog sterilisation as per the ABC Rules of 2023, just a few kilometres away in various talukas of Raigad and beyond, no ABC programme is done, which leads of human-animal conflicts and animal-animal issues due to overpopulation. The Gram Samitis are supposed to give funds to Gram Panchayats to do dog sterilisations," said activist R activist Anarjit Chauhan commented: "I have inquired with various Raigad talukas like Roha, Uran, Karjat among others, but none have proper ABC programmes. The villagers use crude methods like poisoning of dogs, puppies and even illegal animal relocations to get rid of canine and feline numbers. But, this is animal cruelty and total lack of awareness about animal welfare in villages." Chauhan further added that no proper space or rooms are allocated by gram panchayats to carry out operations for dog sterilizations. "Even the mandatory cattle pounds and `gai-charan' (grazing land for cattle) are missing in most gram panchayats as these lands have been either sold away or used for some other purpose. It is high time that animal welfare work is carried out on priority basis,'' he said. A Press Information Bureau release of March 2025 states: ``The issue of stray dogs can be managed through effective ABC, specifically through the sterilization of male and female dogs. The Central Government has issued advisories for ABC programs by local bodies. Currently, there are not even any OPDs for large and small animals in gram panchayats. Applications have been sent to zilla parishad (ZP) of Raigad and also the district collector,'' said an activist.

Couple caught on cam having sex in bus, conductor faces action
Navi Mumbai: Navi Mumbai Municipal Corporation (NMMC) has initiated departmental action against a conductor over a video that showed a young couple having sex in the back row of a moving civic-run AC bus on Sunday evening. A senior official from Navi Mumbai Municipal Transport, the civic body's transport wing, said the bus conductor is under scrutiny for not being alert enough and failing to take action against the couple. NMMC commissioner Kailas Shinde was not available for comment. RTI activist Anarjit Chauhan said the conductor has been asked to explain in writing why he failed to stop the couple. He said the 22-second video was shot by a motorist who spotted the couple, assumed to be in their 20s, from a window of the bus. "The bus was fairly empty while it was going from Panvel to Kalyan. When it slowed down due to heavy traffic, someone took a video of the couple and sent it to some senior NMMC officials," he said. Under Section 296 of Bharatiya Nyaya Sanhita, an obscene act in a public place can attract a jail term of three months and/or fine of Rs 1,000. At the time of going to press, the civic body hadn't approached police.

'Youngsters need to be more mindful': Couple caught having sex inside public bus in Navi Mumbai
Representative Image (AI) NAVI MUMBAI: A young couple in their early 20s was caught on camera engaging in sexual activity inside an air-conditioned (AC) bus operated by the Navi Mumbai Municipal Transport (NMMT) on Sunday evening. A 22-second video clip, allegedly recorded by a commuter from a nearby vehicle, captured the couple's act while they were seated near a window in the back row. The clip quickly circulated online and reached senior officials of the Navi Mumbai Municipal Corporation (NMMC), prompting swift action. A senior NMMT official confirmed that departmental proceedings have been initiated against the bus conductor for failing to intervene or stop the incident. Due to heavy traffic, the bus slowed down, and someone from another vehicle noticed the couple engaging in the act near the window. That's when the video was taken and shared with civic authorities.' When asked about the civic body's response, Chauhan added, 'The conductor has been pulled up for negligence. Public transport is not a place for such acts, and it's unfortunate that it happened.' While NMMC Commissioner Kailas Shinde was unavailable for comment, a senior civic official said, 'Though I don't handle the transport department directly, I believe youngsters today need to be more mindful of their conduct in public. Such vulgar acts in public places are illegal and unacceptable.' Chauhan also commented on a broader pattern of public behaviour among the youth. 'I often see young couples, even school students, holding hands or kissing near Sagar Vihar or along Palm Beach Road. Parents and teachers must guide them on appropriate behaviour in public.'
