An aging tanker banned from docking in India is transferring its cargo of Russian oil at sea, Reuters reported on April 4, citing sources and ship tracking data. The 20-year-old Andaman Skies was last week barred from entering the Indian port of Vadinar due to safety concerns over its seaworthiness. It is now transferring around 100,000 metric tonnes of oil sold by Russia's Lukoil to two other ships, the Sao Tome and the Ozanno. Following the sanctions imposed against Russia over its invasion of Ukraine, Moscow has been seeking new markets for its fossil fuels. India has become a key buyer of Russian oil, second only to China. Multiple tankers carrying Russian crude have been unable to land in Indian ports in recent months in connection to sanctions. According to Bloomberg, dozens of sanctioned vessels are now idling in numbers not seen since 2017. The U.S. has been tightening its restrictions against Russian oil since last October, sanctioning around 40 oil tankers involved in the trade. Russia's largest shipping company, Sovcomflot, came under fresh sanctions in February for violating the $60-per-barrel price cap. Towards the end of 2023, Group of Seven (G7) countries vowed to step up enforcement of the price cap, first implemented in December 2022, after reports emerged that Russia has continued to ship out much of its crude above $60 per barrel by using a "ghost fleet" of mostly uninsured tankers. An ageing tanker loaded with Russian oil that was barred by Indian authorities is transferring its cargo to a second ship to complete the delivery, according to two sources and ship tracking data. The Andaman Skies is transferring its cargo of crude oil to the Sao Tome and Principe-flagged vessel Ozanno, the sources said. While many buyers have shunned Russian oil since Moscow's invasion of Ukraine in 2022, India and China have remained keen buyers. India is the biggest buyer of seaborne Russian crude, which accounted for about 35 percent of its crude imports in 2024. However, port authorities last week barred the more than 20-year-old Andaman Skies from entering India's port of Vadinar as its seaworthiness certificate was not issued by an Indian-approved classification agency. The Tanzania-flagged vessel, carrying about 100,000 metric tons (or some 800,000 barrels) of Varandey Russian oil sold by Lukoil from the northern port of Murmansk, is sitting off the port of Mumbai in western India, LSEG shipping data shows. The Aframax-class tanker Ozanno, built in 2008, is expected to deliver the cargo to Indian Oil Corp. next week at Vadinar, the sources said. IOC did not respond to a Reuters request for comment. Indian port entry rules require tankers that are more than 20 years old to hold seaworthiness certification by a member of the International Association of Classification Societies, or an entity authorized by India's maritime administration. Indian refiners buy Russian oil on a delivered basis, with ship, insurance and other services arranged by the seller. While the Andaman Skies and Ozanno are both subject to UK and European Union sanctions, they are not under sanctions by the United States or the United Nations. India adheres to United Nations sanctions. The Ozanno delivered 100,000 metric tons of Urals to the port of Sikka in India's western Gujarat state last month, LSEG data showed. Western nations have imposed sanctions on hundreds of ships they suspect Russia is using to avoid price cap restrictions on exports of crude oil and other cargoes. Such vessels are not regulated or covered by conventional Western insurers, posing the risk of unsafe tankers and environmental damage in the event of a wreck. Norwegian authorities are currently investigating a small company which issued fake insurance to dozens of ageing oil tankers used by Russia.

Russian Oil Stuck On India-Banned Ship Finds New Tanker
A cargo of Russian crude that was on a ship rejected by Indian port authorities is now being transferred to another tanker, ship-tracking data show, a sign of how traders are finding ways to skirt regulatory hurdles to keep sensitive freight moving. The Honduras-flagged Andaman Skies is now in the midst of moving its 767,000 barrels of Russian arctic crude to Ozanno, which sails under the flag of Sao Tome and Principe, according to ship-tracking platform Kpler. This came after authorities banned it from entering India because it didn't have the documents to prove its seaworthiness. Ozanno is scheduled to dock at an unspecified port in west India this weekend.
