From language barriers to truancy, CASD engagement center centralizes support
Imagine being a child going to your first day at a new school in Chambersburg, and on top of all other anxieties you need to take a test measuring your understanding in a language you know barely or not at all. That used to be the reality for hundreds of students for whom English was their second language. But Chambersburg Area School District's new Chambersburg Engagement Center makes it so these students can be screened for language competency and complete other school-registration requirements all in one place. Located in office space once home to F&M Trust just off Memorial Square, the Chambersburg Engagement Center has served about 200 families in registering for school since opening on Jan. 6, said Andrea Mills, supervisor for K-12 ESL (English as a second language), at the ribbon-cutting celebration on Thursday. "It's a big service that's needed for our families in the district," she said. The center is tied to Superintendent Chris Bigger's goal for CASD to obtain "Schools of Distinction" status by 2030. Multiple changes to facilities, curriculum and programming are in the works in order to ensure students are learning and maintaining the skills necessary, both academic and behavioral, to succeed. By putting registration services all in one place, students entering CASD - particularly those entering during the school year - can get a smoother start. While registration is the focus, the engagement center is also a place where the district can connect with students and families who need extra support and discuss what can be done to keep them engaged. "The hardest part for a student not engaged for whatever reason is walking into a school you don't want to be in," Bigger said. "So, we hope this place turns into an engagement center beyond (English language learners), beyond registration, and this is where you get engaged with the school district in a place that is close to you but is also not school-like. It's not as intimidating here, it's a little more welcoming and opening for families and students. So, that's our hope for the future, is continuing to provide that type of engagement with school and (addressing) the reasons why you're not engaged now." Could local college close? Mont Alto among Penn State campuses at risk for closure due to enrollment outlook A priority of the Chambersburg Engagement Center is supporting the growing population of families for whom English is not their native language, which has grown by 150% in the district over the past decade, according to a recent district report. About half of the 200 families served so far do not speak English at all, Mills said. Staff at the engagement center are bilingual, and at least one of the three interpreters on staff are there during open hours, Mills said. Other in-house services are geared toward English language learners but are still available to any family who may need them. These include a Keystone Health representative who can schedule students to get immunizations and physicals at the clinic at Chambersburg Area Senior High School including a representative from Keystone Health who can help students get vaccinated and schedule physicals, and a social worker on-site twice a week who can help students facing homelessness or other challenges. While many non-English families speak Spanish, the district is seeing a jump in the number of students who speak Haitian Creole. CASD interpreters don't speak the language, spoken by the majority of people in Haiti, but they use a program called LanguageLine to help incoming families who speak it. Bigger said learning more about the incoming jump in Haitian Creole speakers coincided with CASD representatives visiting Washington County, Md., to check out that school system's welcome center for new students. Together, they drove the inspiration for the Chambersburg Engagement Center. Bigger, who returned to CASD as superintendent in late 2023 after previously being part of the administration team for about eight years through 2015, recalled a school board member recommending he talk to Sue Marshall, an ESL instructor at King Street Church around the time of the visit to Washington County. "When they came back with this concept of this center and what I saw Sue Marshall was doing at King Street Church, I said, 'we can do something better,'" Bigger said. "I remember Sue said, 'Haitian Creole's your next families to get ahead, and you better start now because they will be coming in large amounts as far as children in school,'" he said. Funding for roads: Franklin County bridge closed for 6 years to be replaced with $354K state grant CASD's 20-month lease on the home of the Chambersburg Engagement Center, 20 S. Main St., started in October. Owners Franklin County Area Development Corp. and Chambersburg Area Development Corp. own the building rent it to the district for $4,300/month, according to the lease agreement. "What you're doing as a district right now is incredible," FCADC President Mike Ross said just before the ribbon was cut. "There's a vision and I think we are excited to be part of that vision right now." The Chambersburg Engagement Center is open 8 a.m. to 3:30 p.m. Monday through Friday. Walk-ins are welcome.
