‘Philippine Heritage Collection' of Dubai-based artist unveiled

The past is taking place at the Philippine Consulate General in Dubai, particularly in Al Qusais, where excavations, according to records, have traces to the Bronze and Iron Age. Consider these: The thoroughfare of Magallanes in the 'Queen City of the South' of the Philippines which is Cebu Province in Central Visayas. The Philippines' 'Wall Street of Asia,' Escolta, which, despite the blitzkreig for the Liberation of Manila during World War II – buildings, constructed to magnificently display the wealth gained during the 1500 to 1800 Manila-Acapulco Galleon Trade, remain. Binondo, the world's oldest Chinatown, a witness to the rise of the 20th century Chinoy billionaires, away from the condescension their migrant ancestors went through, particularly during the Spanish Era when they were derogatorily labelled as the Sangleys. A total of 15, these are the 'Philippine Heritage Collection' of Cebu-born Dubai resident Edcel Cabalan, whose silently-creeping latent talent in watercolouring – that elementary art orientation schoolchildren learn to enjoy and embrace – yet arduous enough to be an expert on – was recently inaugurated. In time for the 'National Heritage Month' and only a few weeks to the 127th commemoration of the June 12, 1898 emancipation of the Filipino natives and Philippine-born Spaniards from the 300-year horrific rule of their Spanish conquistadores, the exhibition is the fifth instalment to the 'Labindalawa' or 'Twelve' cultural diplomacy programming of the consular mission. It is part of the 'Museo sa Konsulado,' which, since its January 2025 debut, has become the gateway for the novice – and the other conduit for the established Filipino artist across the UAE. Consul General in Dubai and the Northern Emirates Marford Angeles said: 'The 'Philippine Heritage Collection' of Mr. Edcel Cabalan is a tribute to the structures, places, and memories that shape our national imagination.' Commenting on the ingenuity of the architect who was able to overcome the restrictions caused by the trouble-maker Novel Coronavirus 2020, Angeles also said, 'Each piece captures the white dignity of ancestral homes, the rhythm of the colonial-era streets, and the character of churches and civic buildings that have now identified the Filipino's built-in paradigm.' 'His mastery of the watercolour, a medium difficult to handle, allows the viewer to experience heritage not as a static imagery; but, as a living memory portrayed with movement, light and atmosphere,' Angeles continued. Pointing out that as pages of the past have traditionally been locked in by way of the sepia photographs, Angeles expressed hope that with the expertise of Cabalan in breathing life into the photos of the 1800s, Filipinos would be inspired. Connecting the 'National Heritage Month and the 'Philippine Heritage Collection,' Angeles told Gulf Today: 'National Heritage Month remains to be a vital observance. Perhaps even more so in an era marked by rapid technological shifts. As humanity explores Artificial Intelligence and the cosmos, heritage offers a necessary counterbalance. It grounds us in values, traditions and identity. Far from being outdated, culture and heritage provide depth and context to progress. They remind us who we are and what we carry forward, regardless of how far we go.' 'Our heritage and technology need not be seen in opposition. On the contrary, they can strengthen each other. Honouring heritage is not a retreat into the past, but a conscious act of bringing our roots into every future we build,' he also said. Now a fulltime artist, Cabalan, whose 168 of his 210 paintings have found owners not only in the UAE but overseas as well, said: 'Through this collection, I aim to preserve the soul of Philippine heritage architecture. Those timeless structures that have witnessed our nation's rich history, cultural evolution, and enduring spirit.' 'Watercolour, with its delicate translucency and emotional softness, allows me to interpret these architectural icons not only with technical precision but with heartfelt reverence. Each stroke becomes a way of honouring the craftsmanship, history, and cultural identity embedded in these spaces,' Cabalan added.

Members of UAE's Filipino group take oath of office

Ahead of the 127th commemoration of the Philippine Independence Day on June 12 (Thursday), a group of 30 women across the UAE has formally established their organisation that aims to help further promote their nation's heritage and values, as embodied in the principles and ideals of their national hero, Dr. Jose Protacio Rizal (June 19, 1896-December 30, 1896), whose execution at the Bagumbayan (Luneta Park) in Manila, sparked the revolt against their three-century coloniser, Spain. The group, whose officers took their oath of office before Consul General in Dubai and the Northern Emirates Marford Angeles recently, is the International Ladies of Rizal (ILOR). The ILOR membership into the 4,000-strong Filipino Social Club (FIlSoC), recognised by the UAE Government through the Community Development Authority-Dubai and by the Philippine Government, is under process. Angeles, in his inspirational message, hailed the decision of the ILOR leadership, headed by president Susan Francisco, financial literacy advocate, and vice president Lolie Dequinon, Philippine Business Council-Dubai volunteer, to link up the cultural and charitable organisation, with the FilSoC. Doing so is the 'safest means of organising events and activities' that would also propel the ILOR mission and vision. 'We abide by the rules and regulations of the host government. That is basic. You are being selfless. Being able to get involved in worthwhile activities is selflessness, an attribute of Dr. Rizal. Your choice to invest your time and effort for the community which takes a lot of commitment and single-mindedness for the accomplishment of your goals, is being Dr. Rizal. I hope that with your efforts, the ideals of Dr. Jose Rizal will touch other's lives.' Angeles said. Early on in his speech, Angeles stressed: 'Dr. Jose Rizal has long envisioned a country that is truly united; that has one goal; that has one single vision.' Towards the end of his speech and encouraging even the mixed-race audience, as within the ILOR DNA is the inclusion of women from other nationalities, Angeles also stated: 'As I always say, 'Let your light so shine before men. It is not peculiarly Christian. If we say we are for the ideals of Dr. Jose Rizal, these ideals should be seen in us. Let us look at ourselves. Am I exemplifying the values of Dr. Jose Rizal? It would be ironic that we say we are for the promotion of his ideals, his principles; but, these are not seen in us and so we must also be first be aware of these.' In her speech, ILOR's Francisco enumerated Dr. Rizal's values, also being espoused by the Knights of Rizal (KOR), the November 16, 1916-founded civic group which the Philippine Government legally acknowledges by way of Republic Act 646. 'In reflecting upon the path ahead, I find enduring inspiration in the life and values of our national hero, Dr. Jose Rizal. His unwavering dedication to education, justice, and national dignity.' 'Dr. Rizal's life and works embody values that resonate deeply with Christian teachings. Love for others is Rizal's advocacy for the rights and welfare of Filipinos. It mirrors the biblical commandment to 'Love your neighbour as yourself' (Mark 12:31). Pursuit of truth and justice is his commitment to exposing societal injustices. It is reflected in Proverbs 31:8-9: 'Speak up for those who cannot speak for the rights of the poor and needy.' Sacrifice for the greater good is Rizal's willingness to face death for his country's freedom. It resonates from John 15:13: 'Greater love has no one than this: to lay down one's life for one's friends.' Pointing out that servant leadership was exemplified by Jesus Christ, Francisco also said: 'While Dr. Jose Rizal did not overtly quote Bible verses, his writings and actions were deeply rooted in Christian values, emphasising love, justice and self-sacrifice. These principles continue to inspire and guide individuals in our times and for future generations. This is why I encourage everyone to internalise and propagate the teachings of our national hero.' From KOR-Emarat Dubai Chapter acting commander Dr. Ruben Ningasca: 'The ILOR is a significant initiative to empower women who take leadership roles through education, volunteerism and cultural programmes. These are essential and transformative for the vision of Dr. Rizal, firmly rooted in freedom, equity, and sustainable national development for the Philippines.'

Philippine city says donations from alleged Chinese spies were accepted in good faith

MANILA (Reuters) - A Philippine city that accepted donations of money and policing equipment from groups connected to Chinese nationals subsequently accused of espionage had received them in good faith and without strings attached, its mayor said on Tuesday. Reuters reported last week that four Chinese nationals arrested by Philippine authorities in January had led civic groups overseen by the Chinese Communist Party's foreign influence network. "These contributions were accepted in good faith by the recipients thereof with the sincere intention of enhancing public service and no conditions or obligations were attached to them," Tarlac City Mayor Cristy Angeles said in a statement. She said donations from the groups included 15 motorcycles, five each for the city police, the province's police force, and the city government's public order and safety office. The city government had also received a donation of 100,000 pesos ($1,730), which the Department of Education spent on dental kits for school children, and another for 200,000 pesos in 2023 that has so far not been used, she said. A July 2022 article published on the social media account of a CCP-led body engaged in "united front work" showed one of the accused Chinese spies handing a cheque worth 500,000 pesos to Angeles. She said the government did not receive that amount from the group. "These donations, given their insignificant amount, in no way influenced our decision-making process in governance nor led to any substantial collaboration thereafter," Angeles said in the statement. A senior Philippine government official said on Monday authorities will look into the cash and other gifts to determine whether or not they were given with ulterior motives. The four are among at least eight suspected Chinese spies the Philippines has arrested in recent weeks. Relations between the two nations have soured in recent years over maritime disputes in the South China Sea where they have overlapping claims. ($1 = 57.79 Philippine pesos)
