Aadhaar data fudged to loot rations in several districts
Lucknow: A multi-district investigation exposed large-scale ration fraud in UP, revealing how govt-subsidised food grains was diverted from benificiaries through Aadhaar data tampering and biometric fraud. FIRs in police stations and CID findings from Meerut, Noida, Moradabad and Bareilly show an organised racket involving fair price shop owners, supply inspectors, computer operators and even Aadhaar card holders. In Meerut, a 2018 case showed how accused, supply inspector Asharam, ration dealer Sarfaraz and operator Shahnawaz fraudulently edited Aadhaar numbers in PDS databases. "They used other individuals' biometrics to withdraw rations and then reverted the Aadhaar data to original to conceal the fraud. Over 100 such transactions were linked to one fake Aadhaar usage. Departmental action was recommended against former district supply officer Vikas Gautam," said a senior CID officer. In Noida, 17 ration dealers, one supply inspector and a computer operator had replaced actual Aadhaar data with proxy entries during authentication, misusing biometrics to loot rations. UP CID completes investigation of 110 foodgrain scam cases
Lucknow: A targeted crackdown by the Crime Investigation Department (CID) has led to the resolution of 110 out of 134 pending food grain scam cases in Meerut, Bareilly, and Agra. Sharing the information, CID director general Dipesh Juneja said that over 150 FIRs related to the scam were transferred to the department in Feb 2024, following a state govt directive. Investigations revealed that officials at the district level colluded with ration dealers to manipulate the Aadhaar-based e-POS biometric authentication system used for ration distribution, said the officer. He added that the perpetrators tampered with the Aadhaar details of genuine beneficiaries by seeding alternative biometric data, often of juveniles, to siphon off ration supplies. The actual Aadhaar data was later restored in the system before supervisory reporting, making the fraud difficult to detect in routine audits. As a result, many BPL families were deprived of their rightful entitlements. Another officer said that the most significant aspect of the investigation by the CID was that all these cases were sent to the Economic Offences Wing (EOW) for a probe, but these cases remained pending, following which they were transferred to the CID.
