European Union accuses TikTok of breaching digital rules with lack of transparency on ads

(AP Photo/Ashley Landis, File) By KELVIN CHAN European Union regulators accused TikTok on Thursday of breaching digital content rules because it's not being transparent enough about ads shown to users of the video sharing app. TikTok's ad repository isn't up to the standards required by the bloc's Digital Services Act, known as the DSA, the 27-nation EU's executive Commission said in preliminary findings from its investigation. The Commission said ad databases are vital for researchers to detect scam ads as well as so-called hybrid threat campaigns, coordinated information operations and fake ads, "including in the context of elections." The DSA is a wide-ranging rulebook that aims to clean up social media platforms and protect users from risks including election-related disinformation. Platforms have to be transparent about digital ads, including informing users why they're being shown a specific advertisement and who paid for it. The Commission said TikTok doesn't provide necessary information about the content of ads, the users targeted, and who pays for them. The database doesn't allow for a comprehensive search for ads based on this information, 'thereby limiting the usefulness of the tool,' it said. TikTok said it's reviewing the Commission's findings and remains committed to meeting its DSA obligations. 'While we support the goals of the regulation and continue to improve our ad transparency tools, we disagree with some of the Commission's interpretations and note that guidance is being delivered via preliminary findings rather than clear, public guidelines," the company said in a statement. The ad database's shortcomings prevent a 'full inspection' of the risks posed by its ad targeting systems, said Henna Virkkunen, the commission's executive vice-president for tech sovereignty, security and democracy. 'Transparency in online advertising — who pays and how audiences are targeted — is essential to safeguarding the public interest," Virkkunen said. 'Whether we are defending the integrity of our democratic elections, protecting public health, or protecting consumers from scam ads, citizens have a right to know who is behind the messages they see.' TikTok now has a chance to reply before the Commission issues its final decision, which could result in a fine of up to 6% of the company's annual global revenue. TikTok is being scrutinized in a separate EU investigation into whether it failed to deal with risks to Romania's presidential election, which was thrown into turmoil last year over allegations of electoral violations and Russian meddling. © Copyright 2025 The Associated Press. (AP Photo/Ashley Landis) HOUSTON (AP) — Jeremy Peña had a season-high four hits, capped by a tiebreaking RBI single in the eighth inning, to give the Houston Astros a 4-3 win over the Kansas City Royals on Wednesday night. The Astros trailed by 1 when Zach Dezenzo singled with one out in the eighth and was lifted for pinch-runner Chas McCormick. Mauricio Dubón's second double of the game dropped into the left field corner and scored McCormick, tying the game and chasing Michael Lorenzen (3-4). Advertisement Carlos Estévez took over and Peña lined his third pitch into left field, sending Dubón home and putting the Astros on top. Josh Hader walked one in a scoreless ninth for his 10th save after Bryan King (1-0) threw a scoreless eighth for the win. Isaac Paredes homered for a second straight game for the Astros after his shot in the ninth inning Tuesday night lifted them to the 2-1 win. Maikel Garcia homered and doubled as the Royals built a 3-1 lead. Dubón's first double came with one out in the sixth and he scored on a double by Peña to get the Astros within 3-2. Houston's Colton Gordon allowed seven hits and three runs in 4 1/3 innings in his major league debut. Advertisement Lorenzen yielded seven hits and four runs in 7 1/3 innings for the loss. Garcia put the Royals up 1-0 with his towering home run to start the second inning. There were two outs and two on in the inning when Jonathan India then smacked an RBI double off the left field wall to make it 2-0. The Royals had runners at first and second with two outs in the third when Jake Meyers robbed Hunter Renfroe of extra bases with a nifty catch on the track in center. Paredes homered in the fourth before Garcia's RBI double that bounced off second base and into the outfield pushed the lead to 3-1. In a giveaway being called, 'The People's Perk,' the PGA of America will be giving away tickets randomly to New York residents — no notice when or where — who are at Bethpage Black and several other public golf courses on Long Island and the New York City metro area. The Metropolitan PGA Section will help choose the public courses, and the PGA of America then will conduct randomly selected visits to distribute the tickets. There also will be a series of special visits to give Ryder Cup tickets to area first responders and community groups. In both cases, the giveaways will feature PGA of America leaders and special Ryder Cup guests. The Ryder Cup is Sept. 28-30 on the notorious Black course at Bethpage State Park, which has hosted two U.S. Opens and a PGA Championship. The first U.S. Open at a true public course was at Bethpage Black in 2002 and was referred to as 'The People's Open.' The Ryder Cup is one of the toughest tickets in golf next to the Masters. The ticket price for competition days (which includes food and nonalcoholic drinks) was $750 for the 2025 matches, more than double what it was at Whistling Straits in 2021, the last time the Ryder Cup was held in the United States. More than 500,000 people registered to buy tickets. They went on sale Nov. 13 and tickets for match days (Friday through Sunday) sold out in a matter of hours. The random giveaway is 500 tickets a day from Tuesday through Sunday. Each person chosen will get vouchers for two tickets. Anyone getting a free ticket on the Tuesday-Thursday practice days can use the junior admission policy in which kids 15 or under get in for free with a ticketed adult.
